Chairman Busse called the meeting to order at 6:05 p.m.
Roll Call: George Busse, Chairman
Charles Bennett, Commissioner
Hank Friedrichs III, Commissioner
James Powers, Commissioner
Michaele Skowron, Commissioner
Also Present: Michael Figolah, Fire Chief
John Dahlberg, Chief of Police
APPROVAL OF MINUTES
A motion was made by Commissioner Bennett and seconded by Commissioner Skowron to accept the minutes
of the January 5, 2009, Open Meeting.
Voice Vote:
Ayes: Bennett, Busse, Friedrichs, Powers, Skowron
Nays: None Motion Carried
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to accept the minutes
of the January 6, 2009, Open Meeting.
Voice Vote:
Ayes: Bennett, Friedrichs, Powers
Nays: None
Abstain: Busse, Skowron Motion Carried
A motion was made by Commissioner Bennett and seconded by Commissioner Skowron to accept the minutes
of the January 7, 2009, Open Meeting.
Voice Vote:
Ayes: Bennett, Busse. Friedrichs, Powers, Skowron
Nays: None Motion Carried
FIRE DEPARTMENT UPDATE
Chief Figolah reported the Fire Department has two openings for Firefighter/Paramedic. There was a brief
discussion about the Fire Department hiring process.
FIRE DEPARTMENT NEW HIRE TEST
Chief Figolah reported packets are available for the next test. The deadline for preliminary applications is June
5th. The written test will be held on June 20th and oral interviews will be conducted July 13th - 15th.
POLICE DEPARTMENT UPDATE
Chief Dahlberg provided an update on department promotions and retirements. The Officer of the Year awards
will be held on February 1 ih during the Village Board Meeting at 7:00 p.m. One anticipatory hire was approved
by the Village Manager today. The Board discussed dates for conducting the next group of oral interviews.
They agreed to interview the next 20 candidates on April 13th and 15th.

OTHER BUSINESS
Chief Figolah asked if a Commissioner would be available on February 23rd at 4:00 p.m. to swear-in a new

Commissioner Skowron brought up two suggestions from their fall training. The first item was that the Board
should see their budget for the next year. The budget is already incorporated into the Police Department
budget. The second item was to require candidates to provide a waiver from their doctor prior to taking the
physical agility. Both the Police Chief and Fire Chief stated the candidates do sign waivers before testing.
CLOSED SESSION
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to go into Closed
Session under personnel51LCS 120/2 (c)(1) at6:32 p.m.

Nays: None Motion Carried
The Board reconvened at 7:07 p.m. with everyone present.
A motion was made to remove candidate #2 from further consideration by Commissioner Bennett and
seconded by Commissioner Skowron.
Voice Vote: Ayes: Bennett, Busse, Friedrichs, Powers, Skowron
Nays: None Motion Carried
The motion was amended to read as follows: to remove candidate #5 from further consideration. It was
moved and seconded by Commissioner Bennett and Commissioner Powers.
Voice Vote:
Ayes: Bennett, Busse, Friedrichs, Powers, Skowron
Nays: None Motion Carried
The next meeting will be held on March 2, 2009, at 6:00 p.m.
Chief Figolah asked the Chairman to select a date for the state of the commission address to the Village Board.
The Fire Department will contact the testing companies for the psychological and polygraph to schedule dates
for presentations to the Board.
A motion was made by Commissioner Powers and seconded by Commissioner Bennett to adjourn at 7: 13 p. m.
