AN ORDINANCE FOR THE IMPROVE-
MENT OF PARTS OF MOUNT PROSPECT
ROAD BY CONSTRUCTING AND LAYING
A CAST IRON WATER SUPPLY PIPELINE,
WITHIN THE VILLAGE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COUNTY OF COOK AND STATE
OF ILLINOIS:
SECTION 1. That a local improvement shall be made within the
Village .of Maunt Praspect, the nature, character, lacalityand descriptian
.of which impravement is as fallows:
That a cast iran water supply pipe .of eight (8) inches internal
diameter be constructed and laid in Mt. Prospect Road and Narthwest
Highway fram, and praperly cannected ta, an existing eight (8) inch water
supply pipe at a paint 1acated ten (10) feet east .of and eighteen (18) feet
sauth .of the northwest carner .of Mt. Praspect Raad and Evergreen Avenue,
thence sauth in the west parkway .of Mt. Praspect Raad ta Narthwest
Highway and a1ang the nartheast parkway .of said highway ta an existing
eight (8) inch water supply pipe which is lacated in appraximately twenty-
five (25) feet sauthwest .of the narthwest carner .of Narthwest Highway and
Mt. Praspect Raa.d, in the Village .of Mt. Praspect, Caok Caunty, Illinais.
The pr.oper l.ocati.ons .of all water supply pipes enumerated ab.ove are
mare fully described an the drawings attached hereta and by reference made
a part thereaf.
All cast iron pipe and fittings herein pravided shall be made .of the
best quality .of cast iran, centrifugally cast in metal molds;minimum weights

Allowable variations in diameter and thickness, method of manu-
facture, marking and ooating shall conform to the U. S. Government
Specification WW -P-42Ia, Class 150.
Mechanical pint fittings shall be used throughout except where
connections are made to existing water mains. The mechanical joint pipe
shall be similar and equal to Super-de-Lavaud HC_Nt! Mechanical Jbint Cast
Iron Pipe, and shall conform in all respects to Federal Specifications
mentioned hereinbefore.
The Joints shall be executed in accordance with manufacturer's
recommendations, and bolts shall be tightened with approved torque
wrench or other approved means to secure uniform and allowable tension
on the bolt.
Five (5) eight (8) inch gate valves in the s.upply lines shall be
provided at locations shown on the attached drawings and shall be of the
mechanical joint type. Hub or spigot end valves wil1not be permitted.
The eight (8) inch gate valves shall be housed in basins of four (4)
feet inside diameter. All valves shall be of the double disk type and shall
ha ve mechanical joint ends. The valve waterway shall be smooth and shall
stand without leaking, a test pressure of three hundred (300) pounds per
square inch, and working pressure of one hundred fifty (150) poimds per
square inch.
The valve body shall be of the best quality cast iron, bronze or
brass mounted with bronze stem.
Six (6) fire hydrants shall be properly connected by six (6) inch

internal diameter cast iron pipes to the water supply lines in the locations
shown on the attached plans. Hydrants shall be equipped with a mechanical
joint auxiliary valve and valve box as shown on the plans attached hereto.
Said hydrants shall be of the be st quality cast iron, bronze mounted
two
with a five (5) inch valve opening, two (2)1 and one-half (2 1/2) inch hose
nozzles, and one (1) steamer connection. Each hydrant shall be equipped
with a six (6) inch auziliary gate valve and valve base. Hydrants shall be
that type adopted as standard by the Village of Mount Prospect, Illinois.
Valve basins of the above enumerated inside diameter shall be
circular in shape and shall be constructed of concrete block masonry in
conformance with American Society for Testing Materials for Concrete
Masonry Units, C-139-39 and blocks shall be five (5) inches in thickness.
The upper portion of the walls shall taper to an inside diameter of twenty-
four (24) inches at the top of the basin upon which shall rest a cast iron
frame and cover; the combined weight thereof shall be three hundred and
twenty (320) pounds and the top of said cover shall be set at the elevation
of the adjacent ground.
Mortar used in laying up valve basin sidewalls and for plastering
outside of sidewalls shall be composed of one (1) part Portland Cement
and two (2) parts fine aggregate.
The bases of the valve basins shall be constructed of Portland Cement
concrete six (6) inches in thickness, circular in shape, of a diameter six (6)
inches larger than the outside wall diameter of the valve basins. Concrete
for the base of the valve basin shall be composed of one (1) part Portland
cement, two and one-half ( 2 1/2) parts of fine aggregate and four (4) parts
of coarse aggregate as hereinafter specified.

The water valves to be housed within ;the basins shall be supported
by two (2) dry brick walls, extending from the top of the base to the bottom
of the water main, one (1) dry wall to be constructed on either side of
each valve.
All trenches excavated for the water mains shall be refilled with
the material excavated and tamped and flooded so as to leave the surface
of the ground in as good c'ondition as before the start of the work.
As directed by the Engineer, trenches caused by the construction
of the cast iron water supply lines which fall beneath existing street pavement
sidew.alk, curbs and driveways, shall be backfilled with sand, screenings, pit
run gravel, crushed stone or pea gravel, from the spring line of the pipe to
the finished sub-grade. The trench backfill shall be thoroughly lljettedlt in a
manner and with equipment satisfactory to the Engineer.
Existing biruminous driveways and street pavement shall be
removed where it is necessary for this water main construction. The
waste material resulting therefrom shall be removed and disposed of off
the site. The driveways and street pavement so removed shall be replaced
with materials equivalent to the original materials and to the same width
and thickne s s .
Under Portland cement concrete pavement and driveways the eight
(8) inch cast iron pipe shall be pushed and removal of Portland cement
concrete pavement will not be permitted.
Coarse aggregate for concrete shall consist of clean, hard, tough,
durable crushed rock or pebbles, graded in size, free from organic or
other deleterious matter, and shall contain no soft, flat or elongated pieces.
The size of said crushed rock or pebbles shall be such as to pass a two (2)

inch round opening and shall range down so that no more than five (5)
per cent shall pass a screen having four (4) meshes per lineal inch,
and so that no intermediate sizes shall be removed.
Fine aggregate or sand shall consist of quartz particles or other
equally hard material graded from fine to coarse, with the coarse
particles predominating. Said fine aggregate when dried shall pass a
screen having four (4) meshes per lineal inch. Not more than twenty (20)
per cent shall pass a sieve having fifty (50) meshes per lineal inch and
not more than eight (8) per cent shall pass a sieve having one hundred (100)
meshes per lineal inch. Said .fine aggregate shall contain no organic or
other deleterious matter or more than three (3) per cent by weight of
clay or loam.
The cement shall be of good grade of Portland cement which meets
the latest requirements of the American Society for Testing Materials, and
shall be a product resulting from the calcination to incipient fusion of an
intimate mixture of properly proportioned a:rgillaceous and calcareous
materials and to which no additions greater than three (3) per cent have
been made subsequent to calcination. The resultant clinker shall be so
ground as to produce a cement so fine that at least seventy-eight (78) per
cent of the volume will pass through a sieve having forty thousand (49,000)
meshes '~o the square'inch, and be so seasoned as to produce initial set in
not less than forty-five (45) minutes.
Mixing water shall be clean and shall be free from oil, acid and
injurious amounts of organic matter, alkalies or other salts.
The ingredients of the concrete shall be thoroughly mixed until
each particle of fine aggregate is coated with cement and each particle of
coarse aggregate is coated with mortar.

A mechanical mixer shall be used which shall mix the ingredients
at least one (1) minute, from the time all the materials, including water,
are in the drum until the beginning of the discharge'.
The consistency of the mixed concrete shall be such that no separ-
ation of the ingredients takes place in handling and so that some tamping
is necessary to bring mortar to the surface.
All materials of every kind and character to be used in the con-
struction of this improvement shall be of first class quality suitable for
the purpose for which they are to be used and subject to the inspection and
approval of the Board of Local Improvements of the Village of Mount
Prospect, Cook County, illinois.
All of said work shall be constructed in a workmanlike manner
under the superintendence of the Board of Local Improvements of the
Village of Mount Prospect, Cook County, Illinois.
The cost as such as estimated for the six (6) and eight (8) inch
internal diameter cast iron water main includes all labor , material and
equipment, including all fittings, excavation and backfill, complete in
place and ready for use.
The cost as estimated for the eight (8) inch gate valves includes
all labor and materials, complete in place and ready for use.
The cost as estimated for the four (4) feet internal diameter valve
basins includes cast iron frame and cover, concrete base, sidewalls, all
labor and materials, complete in place and ready for use.
The cost as estimated for each fire hydrant includes the hydrant,
auxiliary valve and valve box, all labor and materials, co,mplete in place
and ready for use.
The cost as estimated for the'eight (8) inch internal diameter cast

iron water pipe, pushed, includes all materials, labor and equipment for
pushing said pipe at locations shown on the plans.
The cost as estimated for the tr,ench backfill includes all material,
equipment and labor, including hauling, placing, and disposing off the site
of the surplus excavated material.
The cost as estimated for the bituminous driveway and pavement
replacement shall include all costs for labor, material and equipment to
completely replace damaged sections of said driveways and pavement.
All materials shall be of the best quality suitable for the purpose
for which they are used.
All work shall be done in a workmanlike manner under the
superintendence of the Board of Locallmprovements.
SECTION 2. That the recommendation of the Board of Local
Improvements of said Village of Mount Prospect, providing for said
improvements, together with the estimate of the cost thereof as prepared
by the Village Engineers and made by the President of the Board of Local
Improvements and submitted to the President and Board of Trustees, both
hereto attached, be and the same are here by approved.
SECTION 3. That said improvement shall be made and the whole
cost thereof, including the sum of One Thousand Two Hundred Twenty Eight
Dollars and fifty three cents, ($1228.53), being the amount included in
the said estimate of said President of the Board of Local Improvements
hereto attached, to apply on the cost of making, levying and collecting
the assessment herein, as provided by law, to be paid for by a special
assessment, in accordance with an Act of the General Assembly of the
State of Illinois entitled: "An Act Concerning Cities and Villages and
Incorporated Towns and to repeal Certain Acts herein named, Approved

August 15, 1941 and Effective January 1, 1942", together with all
amendatory acts thereof (except Sections 84. 1 -1 to 84. 1-49).
SECTION 4. That the aggregate amount herein ordered to be
assessed and also the assessment on each lot and parcel of land and any
assessment that may be made for public benefit shall be divided into ten
(10) annual installments, in the manner provided by the Statute in such
case made and provided, and each of said installments shall bear intere st
at the rate of six per cent (60/0) per annum, according to law, until paid.
SECTION 5. For the purpose of anticipating the collection of the
second and subsequent installments of said assessment for said improve-
ments, bonds shall be issued payable out of said installments, bearing
interest at the rate of six per cent (6%) per annum, payable annually,
signed by the President and attested by the Clerk of said Village of
Mount Prospect under the corporate seal thereof, the said bonds shall
be issued in accordance with, and shall in aU respects conform to, the
provisions of the Act of the General Assembly of the State of Illinois,
entitled: An Act Concerning Cities and Villages and Incorporated Towns
and To Repeal Certain Acts herein Named. Approved August 15, 1941
and Effective January 1, 1942fl, together with all amendatory acts
thereof (except Sections 84.1-1 to 84.1-39).
SECTION 6. That upon the passage and approval of this Ordinance
the Village Attorney of said Village, be and he is hereby directed to file
a petition in the County Court of Cook County, Illinois, in the name of
the Village of Mount Prospect, praying that steps may be taken to levy a
special assessment for said improvements, in accordance with the
provisions of this Ordinance and in the manner provided by law.

SECTION 7. That all ordinances and parts of ordinances conflicting
with this Ordinance be and the same are hereby repealed insofar as they
conflict herewith.
SECTION 8. This Ordinance shall be in full force and effect from
and after its passage and approval by the President of said Village.
PASSED by the Board of Trustees of the Village of Mount Prospect
