FINANCE COMMISSION
Minutes of the Meeting
October 16, 2008
15t Floor Community Center
Village Hall
I. Call to Order
The meeting was called to order at 6: 15 p.m. Those present included
Chairman Vince Grochocinski and Commisioners Wayne Gardner, John
Kellerhals, Don Ocwieja, Tom Pekras ad Ann Smilanic. Pam Bazan was
absent. Also present were Village Manager Michael Janonis, Director of
Finance David Erb, Deputy Director of Finance Lynn Jarog Director of
Public Works Glen Andler and Deputy Director Sean Dorsey.
II. Approval of Minutes
The October 9, 2008 minutes were not yet available.
III. Review of the Proposed 2009 Budget for Public Works.
Director of Public Works Glen Andler discussed the need and cost to spray a
wider population of trees to protect against the Gypsy Moth. Mr. Andler
discussed the LED traffic signal retrofit which should result in an increased
interval between bulb replacements.
Mr. Andler went on to discuss the acquisition of emergency generators for the
nine lift/relief stations. The acquisition of these generators is budgeted to
occur over 2009 and 2010. Three would be acquired in 2009. Commisioners
Grochocinski and Kellerhals expressed concern that after the flooding of 2008
the generators are not going to be acquired all in 2009 and that three areas of
Mount Prospect would benefit from the generators while other areas would
have to wait until 2010. The suggestion was made that it might be better to
acquire all the generators in 2009 and defer other work until 2010.
Village Manager Mike Janonis suggested that possibly the Water Fund had
the needed funds to complete the purchase of the generators.
Director of Public Works Glen Andler next discussed the costs related to a
pedestrian/bicycle bridge over Northwest Highway and the Union Pacific R.R.
tracks in 2009 and 2010, the Private Property Drainage Improvement
Program, the Kensington Rd. Turning Lane project and the cost of fuel for
village vehicles.
Director Andler and Deputy Director of Public Works Sean Dorsey discussed
the acquisition and cost of salt for village streets in advance of the upcoming
winter. Public Works will continue to experiment with beet juice to improve
the melting capabilities of the salt. The Department is also seeking to build a
domed structure to store and better protect the salt.
