REQUEST TO PURCHASE EIGHT (8) 2009 FORD INTERCEPTOR MARKED
PATROL SQUAD CARS
Background Information on the Marked Police Patrol Squad Car Fleet
In 2000, the police department began purchasing Ford Interceptor marked patrol squad cars as
replacements for the discontinued Chevrolet Caprice squad cars. The department completed the
transition to an all Ford fleet of marked patrol squad cars the following year. The Ford
Interceptors have proven to be well suited to police patrol operations. An evaluation of the
Interceptor's acceleration, braking, turning and maneuvering capabilities indicates it meets all of
the department's emergency and pursuit driving requirements. Being a large, full frame vehicle,
the Interceptor easily accommodates the in-car computer, mobile video recorder and police
radios that are installed in the front seat area while also providing ample room to safely and
effectively transport prisoners in the back seat area. Finally, Public Works mechanics are
satisfied with the Interceptor's durability and reliability, with the warranty and repair services
provided by Ford dealers and with Ford's responsiveness to recommendations for vehicle
improvements in subsequent model years.
In 2008, the Police Department was scheduled to replace eleven (11) Ford Interceptor squad cars.
Based upon their low mileage and excellent condition, the Police Department recommended
foregoing the purchase often (10) patrol vehicles. It was staffs recommendation to move from
a two year replacement schedule to a three year replacement schedule for patrol vehicles. This
decision was based upon current and anticipated mileage, and vehicle condition. A single Ford
Interceptor was purchased to replace a 2000 Ford Interceptor with approximately 65,000 miles.
Additionally in 2008, in lieu of replacing the scheduled ten (10) Ford Interceptor squad cars, the
department with the approval of your office and the Village Board, purchased six (6) Chevrolet
Impalas to replace all high mileage vehicles assigned to the investigative unit and one (1)
Chevrolet Impala assigned as a staff vehicle. The purchase of the Chevrolet Impalas in lieu of
the Ford Interceptors resulted in a savings of $149,400.
Alternative Squad Car
At this time there are two (2) alternative "full size" sedan style police pursuit vehicle packages
available, the Chevrolet Impala and the Dodge Charger. Despite being sold as a "full size"
vehicle, the Chevy Impala is smaller than the Interceptor and thus does not adequately

accommodate people or equipment as well as the Ford Interceptor. The Dodge Charger uses uni-
body construction and does not have a frame as the Ford Interceptor does. Additionally, the base
price of the Dodge Charger is $21,697 while the Ford Interceptor base price is $20,668.
Recommendation
The department is recommending the purchase of eight (8) Ford Interceptors for use as marked
police patrol squad cars. The Ford Interceptor, in a police pursuit vehicle package, is available
from Landmark Ford in Springfield under a State of Illinois bid award (PSD #4015559) at a cost
of $22,400 per vehicle. This price includes vehicle options and freight. As a comparison, last
year the Village purchased replacement squad cars under the state bid award at a cost of $23,400
per vehicle. We are requesting the Village Board authorize the purchase of eight (8) Ford
Interceptor police pursuit vehicles from Landmark Ford at a total cost not to exceed $178,500
under the pricing of the State of Illinois contract for police vehicles. The State of Illinois
contract was awarded through a competitive bid process, and we are eligible to make purchases
under the contract provisions. Funds for these eight (8) vehicles are available for this expenditure
in vehicle replacement account #6707709-660123, which is listed on page #296 of the 2009
Annual Budget. Delivery of these eight (8) vehicles will be in early 2009.
POLICE REQUEST TO PURCHASE TWO (2) 2009 FORD EXPEDITION UTILITY
MARKED PATROL SQUAD CARS
Background Information on the Ford Expedition
In 2005, the department purchased two (2) Chevrolet Tahoe utility vehicles for use by patrol shift
supervisors. This purchase was prompted by the role of the shift supervisors' vehicle as an
incident command vehicle equipped with supervisory emergency response equipment not
typically stored in squad cars. This equipment includes items such as less lethal munitions, rapid
deployment equipment, tactical response armor and shields, disaster response items, command
post set-up gear, extra communications equipment and WMD personal protective equipment.
This gear either does not fit in the sedan style squad cars or is needed only in limited quantities
in special circumstances. Although the Chevrolet Tahoes have served the need required for
additional space, it has fallen short in fundamental operational needs. The Tahoe has proven to
perform reasonably in most driving circumstances, however based upon its rear wheel drive
configuration it does not perform in snow and ice conditions as well as a four wheel drive
vehicle of its model class. For the 2009 vehicle year, the Ford Expedition is offered in a four
wheel drive special service package while the Chevrolet Tahoe is only available in a rear wheel
drive pursuit package. An assessment of the Expedition indicates it meets the needs of additional
equipment space configuration and is conducive to safe operation in all weather conditions when
responding to emergency calls within the Village.
Recommendation
Based upon the initial assessment of the need to provide a vehicle platform that affords sufficient
space for the equipment needed to functionally transport police equipment needed in a shift
supervisors' vehicle and the need to safely respond to emergency calls for service within the
Village during all weather conditions, staff recommends purchasing two (2) Ford Expeditions.
Each of the Expeditions would be assigned as a patrol supervisors' vehicle as P-l & P-2.

The Ford Expedition is available from Landmark Ford in Springfield under a State of Illinois bid
award (PSD #4013449) at a cost of$24,801 each. As a comparison, the Ford Expedition was
purchased in 2003 under the state bid at a cost of $26,622. Funds are available for this
expenditure in account # 6707709-660123, which is listed on page #296 of the 2009 Annual
Budget. The department is requesting the Village Board authorize the police department to
purchase two (2) Ford Expeditions at a cost not to exceed $49,797 under the pricing of the State
of Illinois contract for police vehicles. The State of Illinois contract was awarded through a
competitive bid process, and we are eligible to make purchases under the contract provisions.
Delivery of these vehicles will be in first half of2009.
POLICE REQUEST TO PURCHASE THREE (3) 2009 FORD EXPLORERS
Background Information on the Unmarked Staff Cars
Through 2008, the department has replaced one of its fleet of three (3) unmarked staff vehicles
on an annual basis. Currently, all of the department staff vehicles are Chevrolet Impalas. Staff
vehicle S-26, a Chevrolet Impala is scheduled for replacement in 2009. As with all department
staff vehicles, S-26 is fully furnished with emergency response equipment and has been used
throughout the past three years on a regular basis by Chief Dahlberg. As a fully equipped police
vehicle, it is used to supplement patrol operations and respond to emergency calls for service. In
an effort to provide additional storage space for command staff related equipment, staff has
investigated alternate vehicles which provide sufficient space while meeting the need to be a
fully functional emergency response vehicle. It was staff's determination that the Ford Explorer,
a four wheel drive utility vehicle, would meet these requirements.
Background Information on Community Service Officer Vehicle P-21
The department currently utilizes squad P-2l as a dedicated marked vehicle for use by
department community service officers. Historically, this vehicle has been a full size vehicle
mirroring the vehicle make and model used by the patrol fleet. The sedan configuration
currently in use does not provide community service officers sufficient space to efficiently
transport materials on a daily basis. Among those bulk items regularly transported are Village
department interoffice mail, found property, bicycles, small animals and daily mail pickups from
the post office. Staff has reviewed alternate vehicles which meet the needs for additional space
and still be equipped as a marked community service officer vehicle. It was staff's determination
that the Ford Explorer would meet these requirements.
Background Information on Public Works Staff Vehicle 2745
In the 2009 budget, there are funds available to replace vehicle #2745 ($28,500). The current
vehicle is a 2003, Ford Explorer with 80,000 miles and is utilized by the Director of Public
Works. This vehicle provides daily work transportation and the ability to transport
people/equipment during Village emergencies and events throughout the year. The current
Explorer was purchased in 2003 for $25,500 and the replacement schedule for this type of unit is
6 years or 50,000 miles. The life cycle cost analysis for this vehicle shows the modified
optimum economic replacement point has been calculated at 4 years and is attached for your
review. This vehicle has recently developed an internal engine coolant leak that would require
disassembly of major engine components to diagnose. This repair could be very costly,

depending on the problem found and possible damage that has already occurred. Staff has
evaluated other alternate vehicles and has determined the Ford Explorer with a V-6 engine will
continue to provide the necessary transportation requirements while increasing the gas mileage.
Recommendation
Based upon the initial assessment of the need for providing a vehicle platform, which provides
sufficient space and can perform as an emergency response vehicle when assigned to command
staff, a vehicle which can be marked and equipped to be used on a daily basis by community
service officers and a vehicle to meet the daily needs of the Director of Public Works, it is staffs
recommendation to purchase three (3) Ford Explorers. In addition to space and those specific
needs delineated, the Ford Explorer would provide better traction and handling in snowy weather
conditions based upon their four wheel drive configuration. Additionally, it is anticipated that
the Ford Explorers may be utilized in the future within the department's fleet as pool vehicles.
As a pool vehicle, the Ford Explorer could be used to transport training equipment to outside
training locations or bulky emergency response equipment.
The Ford Explorer is available from Currie Motors of Frankfort under the Suburban Purchasing
Cooperative contract with a base of$21,312.75. As a comparison, the Ford Interceptors has a
base $20,668. Funds are available for this expenditure in account # 6707709-660123 and
#6707709-660115, which are listed on page #296 of the 2009 Annual Budget. The departments
are requesting the Village Board authorize the police department to purchase three (3) Ford
Explorers at a cost not to exceed $71,100 under the pricing of the Suburban Purchasing
Cooperative contract for police vehicles. The Suburban Purchasing Cooperative contract was
awarded through a competitive bid process, and we are eligible to make purchases under the
contract provisions. Deli very of these vehicles will be in the first half of 2009.
Finally, at the direction of the Public Works Director, all vehicles replaced in 2009 will be placed
into service by other Village departments or placed into auction.
