SUBJECT: TOWER LADDER REPLACEMENT
The Fire Department is scheduled to replace a 1994 Pierce tower ladder in 2009. This
vehicle has over 60,000 miles and its current condition and market value warrant
replacement.
Backaround
Since the current tower ladder is the first ever operated by the fire department the
replacement of this apparatus underwent a thorough investigation. Before I explain the
investigation and ultimate findings let me first explain how the tower ladder is used and
the difference between a ladder truck, quint, snorkel and tower ladder.
A "truck" is generic for a ladder truck, quint, snorkel or tower ladder. A truck differs from
an engine, which is used primarily to extinguish fires. While a truck may be used to
extinguish a fire it has a completely different purpose on the fire scene. Truck crews
force entry, perform ventilation and salvage and overhaul while engine crews advance
hose and put the "wet stuff on the red stuff." In order to accomplish these tasks the
truck carries several types of ventilation fans, forcible entry tools and a large
complement of ladders, salvage covers, pike poles and saws to cut through almost any
building material.
The term used to describe a "truck" can be very confusing. The following will describe
the difference between each of these apparatus. Also included are pictures of the
different types of trucks referred to in this document as Exhibits.
Ladder Truck
A ladder truck is a specialized apparatus that carries a main ladder (usually 75' or 100')
and a complement of ground ladders. It does not have a pump, water tank or fire hose.
This is the type of apparatus the department had prior to the current tower ladder. See
Exhibit A.
Snorkel
Prior to the ladder truck we had until 1994 our department had a snorkel. A snorkel has
an articulating boom with a basket on the end. These types of vehicles are commonly

used in the utility industry, but have very limited fire service use today. The snorkel was
equipped with a pump, but did not have hose or a water tank. See Exhibit B.
Quint & Tower Ladder
A quint and a tower ladder are essentially the same. To be classified as a "quint" the
apparatus must have the following five (5) components: main ladder, pump, hose,
water tank and ground ladders. Each of the components has minimum requirements
as to size and/or quantity. A tower ladder has each of the above components in
addition to a basket at the end of the main ladder. See Exhibit C.
As you are aware we called our tower ladder a quint for several years until it was
agreed upon to standardize the terminology through Northwest Central Dispatch in
2004. The term tower ladder is now used exclusively by area departments.
Which "Truck" Is Riqht for Us?
As described above truck work needs to be performed at every fire incident. The
manner in which we decide to carry the personnel and equipment however, is a local
decision. We have had experience with a snorkel, ladder truck and tower ladder in the
last 40 years.
The department researched different options at several levels. We conducted
discussions at every level of the department: firefighters, officers, mechanics and
administrative personnel. These discussions and how we operate our apparatus are
under constant review.
The easiest apparatus type to eliminate is the snorkel. Snorkels are inefficient when it
comes to operating at the fire scene. Since they do not have a main ladder they are
limited in the number of people they can move efficiently. The lack of a main ladder
makes them less versatile. The final reason not to recommend a snorkel is their
excessive cost because they are a specialized apparatus.
The decision for us came down to a ladder truck or a tower ladder. Compare the
following features of each apparatus:

As you can see the tower ladder has many more components than the ladder truck.
The ladder truck is a specialized apparatus that can only perform truck work. The tower
ladder has all the necessary components to perform truck work and has a water tank,
hose and pump like an engine. These extra components make the tower ladder a
much more versatile piece of apparatus. If necessary the tower can respond to fires
when an engine isn't available or has to travel from a great distance.
Since we placed our current tower ladder in service we have been able to reduce the
number of reserve engines. One of the reduced engines was specifically due to having
a tower ladder. The department currently operates three (3) front line engines and 1
reserve. Reserves are necessary to replace front line apparatus due to routine and
prolonged repairs. Currently, if an engine is taken out of service for maintenance, the
reserve engine is put in its place. If a second engine is taken out of service the engine
crew at Station 13 (downtown) is combined with the truck crew and the tower ladder
operates as both an engine and a truck at the fire scene. This is not an ideal situation,
but is acceptable on a very limited basis.
If the department were to return to operating with a ladder truck instead of tower ladder
I would recommend the purchase of one additional engine with associated equipment
at a cost of $550,000. A ladder truck is approximately $350,000 less than a tower, but
the added cost of an engine and subsequent maintenance make the ladder truck a
much more expensive option.
Apparatus Recommendation
Since the tower ladder is a more versatile apparatus and is cost effective in regards to
the impact on reserve apparatus, I recommend the replacement of the current tower
ladder with another tower ladder.
Purchase Back~round
Since there are many area fire departments considering the purchase of apparatus, a
committee was formed through the Northwest Municipal Conference for group
purchase of engines and ladder trucks. This joint purchasing program has been in
existence for over 10 years and the Village has purchased numerous engines and
ambulances through this program.
The fire department has an Apparatus Committee made up of members from all ranks
plus mechanics. The committee looked at multiple vehicles from other manufacturers
and found Pierce provided the best workmanship, service and product design features.
The recommended apparatus is a tower ladder from Pierce Manufacturing of Appleton,
Wisconsin. When we started looking for a new tower ladder Pierce had a demonstrator
for sale. The vehicle had approximately 3,000 miles and toured various trade shows.
The cost of this demonstrator was $889,000, which was well below the new vehicle
price of $1,000,000.

The majority of our engines and the existing tower ladder were manufactured by Pierce
and we are very please with their products and service. In anticipation of the proposed
purchase we placed a hold on this demonstrator pending Village Board approval.
However, there was at least one other department looking for the same type of
apparatus and was able to move through the purchasing process faster than us and
the vehicle was sold to them. Pierce caught in a precarious situation offered us an
opportunity to purchase a similar apparatus for the same price - only new. Pierce has
a tower ladder in production that is largely the same specifications as the demo unit
with the exception of a couple of upgrades. The anticipated delivery date for this
apparatus is March 2009.
General Bid Information
This proposed purchase is recommended through the Northwest Municipal Conference
as Pierce Manufacturing was one of the qualified vendors awarded the bid for engines
and ladder trucks.
Purchase Recommendation
The price for the apparatus is $889,000 plus the cost of some modifications to the
cabinets and equipment mounting fixtures of $14,737 for a total cost of $903,737.
Based on the above information, I recommend the Village Board award the contract to
purchase a tower ladder from Pierce Manufacturing, in an amount not to exceed
$903,737.
Subsequent to Village Board approval for the recommended purchase of a new tower
ladder, the 1994 Pierce tower ladder will be sold on the resale market for $245,000.
The original purchase price of this vehicle in 1994 was $520,000. We have a firm offer
on our existing tower ladder, which is contingent upon approval of the proposed
purchase of a new tower ladder.
Budaet Authorization
Funding for this replacement is provided in the 2009 Budget in the Vehicle
Replacement Fund in account number 677709-660120.

SUBJECT: AMBULANCE 522 RE-CHASSIS - WAIVER OF BID
The Fire Department is requesting to waive the bid process for the re-chassis of
Ambulance 522. I recommend the re-chassis of this ambulance through Foster Coach
Sales Inc., which was awarded an ambulance contract through the Northwest Municipal
Conference. The new chassis would be a Chevy G4500, which is a switch from the Ford
product that the department has historically used.
Backaround
The Fire Department has established a practice of performing a re-chassis on each
ambulance twice before purchasing a completely new vehicle. This practice reduces the
long-term cost of the vehicle as the useful life of the ambulance patient compartment, also
known as the "box," is extended for a period of 18 years.
Ambulance 522 was purchased new in 2001 from Foster Coach and now has over 70,000
miles on it. It has not yet undergone a re-chassis. By choosing to purchase the new
chassis through Foster Coach, the warranty on the ambulance's patient compartment will
be extended, as will the electrical system warranty. Foster Coach will only re-chassis
vehicles they originally built and their prices are in line with other vendors the department
has used in the past. The Fire Department has purchased their last four ambulances
through Foster Coach and have been very pleased with the overall product and service,
especially compared to previous vendors.
Re-Chassis Information
The Fire Department has exclusively used Ford chassis for its ambulances for over 25
years. Over the last 3 years, however, the department has had multiple problems with the
Ford chassis ranging from oil leaks to blown turbo chargers. In some cases 3 turbo
chargers on the same vehicle in a 2 year period. Fortunately, a majority of the problems
were covered under vehicle warranties, but the ambulances had to be taken out of service
for lengthy periods of time to be repaired.

Chevrolet now has a chassis that is compatible with our patient compartment. This new
chassis has only been available for a few months. While the Chevrolet G4500 chassis is
new, it utilizes the same engine, transmission and other components that are a proven
design. The difference with this chassis is that it has the increased Gross Vehicle Weight
(GVW) necessary for the ambulance, which wasn't available until recently.
Given the unreliability of the department's current ambulance chassis, staff is
recommending switching from Ford to Chevy chassis. This change is also being
recommended by both the Fire Department and Public Works mechanics.
Recommendation
Staff recommends Village Board approval to waive the bid process for the re-chassis of
Ambulance 522 with Foster Coach Sales, Inc. for an amount not to exceed $101,582. The
trade in allowance for the existing chassis is $1,000.
Budaet Authorization
Funds are available in account 6707709-660120 (Replace Fire Department Vehicles).
Staff will be on hand at the January 6th Village Board meeting to answer any questions.

Police Department Request
The Police Department is requesting to purchase a trailer mounted, solar powered,
emergency message sign. The portable sign will supplement communication with the
community concerning local emergencies and special events. FEMA reimbursement
funds earmarked by the Village Board earlier this fiscal year for the purchase of
emergency/disaster response related equipment and supplies included monies for this
specific purchase. The sign will be purchased through Illinois State Bid vendor
Signalisation Ver-Mac Inc. at a cost not to exceed $13,500.00. Attached for review are
the State of Illinois Notice of Award and design specifications of the Ver-Mac PCMS-
1500.
Discussion
Currently, the Village of Mount Prospect does not have the capability of informing
motorists or citizens of hazardous or unusual conditions in the community without
assigning personnel to convey the message. The recent reconstruction of the Central
Road railroad crossing, flooding along the Des Plaines River and annual events such as
the Lions Club Village Fair are examples of when this equipment could be used to
increase communication. This technology has been increasingly used by the Illinois
Department of Transportation, Illinois Toll Highway Authority and local communities to
convey information concerning construction zones, unusual events and Amber Alerts.
Staff has had an opportunity to physically inspect units manufactured by ADDCO and
Signalisation Ver-Mac. These manufacturers provide equipment to both the Illinois Toll
Highway Authority and Illinois Department of Transportation. Both units are available
via state bid. Both vendors' equipment was found to be substantially similar, offering
three lines of text and of sufficient high quality to meet current and future needs of the
Village.

Conclusion & Recommendation
Although the equipment offered by both vendors were substantially similar, it is staff's
recommendation to purchase the state bid approved Signalisation Ver-Mac PCMS-
1500. This unit provides a significantly larger display compared to the ADDCO unit and
is offered at a lower price. The ADDCO unit price is $13,750.00. In addition, Ver-Mac
includes four corner screw jacks for increased stability and safety, and a full size
keyboard for data input. These standard features on the Ver-Mac unit are options
available on the ADDCO unit. Funding for the purchase is available through the
account 0014207-570310 Fire Emergency Equipment.
