2009 PROPERTY AND WORKERS COMPENSATION INSURANCE PROG
SUBJECT:
PURPOSE:
To present a recommendation for the property and workers compensation insurance program for
beginning January 1, 2009 and ending December 31, 2009.
DISCUSSION:
The Village's current property and workers compensation insurance policies are set to expire on December 31,2008.
For this coverage period (1-1-08 to 12-31-08), the Village went into the market to receive quotes for property and
inland marine coverage. Market conditions did not afford the same opportunity for obtaining quotes on our workers'
compensation coverage. Previous to 2008, the Village had limited opportunity to obtain property quotes due to the
lack of brokers and insurers in the marketplace. In addition, there had been a tightening in the marketplace for
workers' compensation coverage that saw self-insured retention levels for this coverage increase from $300,000 to
$500,000 between 2003 and 2008.
With the assistance of the Village's insurance consultant, staff negotiated with the existing broker and insurance
companies to secure coverage for 2009. We did not seek alternative proposals for the 2009 renewal because of the
continued narrow market for municipal risks. There is only one competitive insurer for the excess WC - Safety
National. Federal (Chubb) has been the most competitive on cost and coverage for property. Only Travelers and
Hartford compete with Chubb for Municipal property coverage. The Village will seek quotes from each of these
insurers when the market turns. The following is a brief summary of our expiring insurance program, an analysis of
the proposals received, and a summary of the insurance package being recommended by staff and its consultant.
Expiring Program
Attached is the current schedule of insurance in force, showing the type of coverage, the carrier, policy limits, and the
broker of record (Attachment I).
Village buildings and vehicles were insured this past year by Federal Insurance (Chubb) Company. The amount of
coverage was $64.7 million, with a $25,000 deductible. The annual premium was $77,754. The broker offering the
coverage was Arthur J. Gallagher and Co.
The Village has been self-insured for liability insurance since 2005. Prior to 2005 the Village purchased conventional
coverage. The change in the insurance program was based on a recommendation from our insurance consultant
and the results of an actuary study. The Village elected to self-insure for liability coverage up to the point where
excess coverage is available from HELP, the high-level excess liability pool ($2,000,000).
Excess workers compensation coverage was purchased from Safety National, which insured the Village for individual
claims in excess of $500,000. There is a $1 million aggregate limit for worker compensation claims. The annual
premium was $42,473. The broker was Arthur J. Gallagher and Co.

Proposal Received
Nugent Consulting Group assisted the Village in securing proposals from our current broker and underwriters. Mr.
Nugent presents a summary of renewal offered by Arthur J. Gallagher and Co. for the upcoming policy period and a
breakdown of premium by coverage type for policy years 2005-2008 (Attachment II).
The renewal quote for property coverage actually decreased 2.5% from $77,754 to $75,780 while total insurable
values increased 2.7%. The renewal quote for excess workers compensation coverage increased 9.7% from the
prior year from $42,473 to $46,534. This was due to the increase in the payroll basis at which the rate is calculated.
Self-insured retention levels remain unchanged from the prior year and are set at $500,000. The total for all
premiums and commissions as quoted is $134,106, an increase of 2% from the 2008 premiums. A total of$143,500
is included in the proposed 2009 budget for this coverage.
The insurance companies being recommended are very sound financially and have an excellent claims payment
history. Chubb Group is rated A++, XV (Superior) by A.M. Best, a recognized insurance company rating service.
Safety National Casualty Corp. is rated A, IX (Excellent).
RECOMMENDATION:
It is recommended the Village purchase property and excess workers compensation insurance from Arthur J.
Gallagher and Co. with premiums and broker's fees totaling $134,106.

SUBJECT: COPIER LEASES
PROPOSAL
The Finance Department is requesting a waiver of the bid process to lease five copiers.
BACKGROUND
In 2002 the Village began the practice of leasing copiers instead of purchasing them. The
Police Department, Fire Department, Finance Department, Human Services Department,
Clerk's Office, and Public Works Department all have lease agreements with a company
called Imagetec and the Communtiy Development Department with a company called
Chicago Office Technology Group (COTG) for the leasing of thirteen Toshiba copiers.
Typically the leases have been negotiated three-year commitments, Staff has been very
pleased with the leasing arrangement and service provided from both companies.
The leases for five copiers will expire at the end of the year and personnel from the Police
Department, Fire Department, Clerk's Office, Village Manager's Office and the Finance
Department began meetings at the end of August to discuss the replacement of the
copiers, The points of discussion included reliability, speed, functionalities, types of print
and copy jobs, print volume, space constraints, upgrades needed and other comments and
concerns. The discussion determined that all departments need copy, print, fax, and scan
functionalities. Each department also discussed needs of adding color as an option to the
machines, The Finance Department was asked to research new copiers that provide the
functionalities needed and to negotiate another lease for new copiers. Both Imagetec and
COTG were asked to submit proposals, and both aggressively sought our business and, as
the chart on the next page indicates, COTG was the clear winner.
During negotiations we were able to reduce the per copy cost from ,0065 to .005 in the new
contract. In addition, the Chicago Office Technology Group has agreed to service all
COTG copiers under one maintenance agreement which will lower the Community
Development Department per copy cost from ,01 to ,005 in the new agreement.

RECOMMENDATION
The Toshiba copy machines have been good, reliable and cost effective to operate. Both
companies lease and maintain Toshiba copy machines. In order to address the
department needs for color copying and scanning, both companies recommended the
Toshiba 5520C color machine which will provide copy, print, scan, and fax functionalities,
The Village will be able to upgrade three (3) copiers to reliable and robust Toshiba color
machines with more features and will be able to print color copies at a cost much less than
from a laser printer or outsourced to a print shop. COTG has a proven record of
maintaining a good working relationship and providing the Village with good service, Funds
are included in the operating budgets of the three departments to continue the leases and
pay the service contract fees. The annual cost for the copiers exceeds the budget by
$442; this can be absorbed in the existing budget.

Annual Maintenance Agreement
As indicated above, pricing was given for both three and four year lease agreements,
Detail worksheets on the pricing for the five copiers and specifications sheets are included
with this memorandum. COTG and Imagetec recommended a four year lease agreement
for the Toshiba copiers.
After reviewing the needs of the departments, the average life of the machines and the
cost, it is recommended that we lease the five Toshiba replacement copiers from COTG for
a four-year period at an amount not to exceed $73,048.80.

Police Department Request
The Police Department is requesting to purchase replacement furniture for the patrol supervisors'
work area, patrol commanders' offices and patrol report writing area. The furniture will be
purchased through Warehouse Direct, Inc. at a cost not to exceed $46,000.00. Attached for your
review is a detailed quote outlining the furniture to be purchased, their prices and graphic
illustrations.
Discussion
The entire complement of police department office furniture, except chairs purchased in 2007,
was purchased in 1993 as part of the newly constructed Public Safety Building project.
Although the furniture has provided many years of satisfactory service, the furniture has become
worn, soiled and in desperate need of replacement. Patrol section furniture has shown
exceptional wear due to its extensive use by three patrol shifts during a seven (7) day work week.
Additionally, patrol supervisors are afforded a minimal amount of filing and storage space.
In recent years, other Village departments have purchased modular style office furniture. This
style allows for interchangeability of components while maintaining ample storage and filing
space. Additionally, modem furniture is configured for computer related tasks which represent a
significant portion of supervisory daily activity. Modular components also provide personnel
ample counter, filing and storage space.
In 2008, the department replaced the records section furniture. In preparation for this purchase,
staff researched which vendor best met the needs of the department and the characteristics of
furniture in use by other Village departments. Staff reviewed office furniture offered by both
Henricksen, Inc. and Warehouse Direct Office Products; two vendors previously used by the
Village offering quality products and service. Based upon cost, features and quality it was staff's
recommendation to purchase Hon furniture offered by Warehouse Direct of Mount Prospect.
Additionally, Warehouse Direct offered Hon furniture pricing through the Northwest Municipal
Conference purchasing program, a competitive bid process. The Hon furniture was delivered
and installed at the department in June, 2008. Since its installation, the Hon Furniture has fully
met the needs and expectations of staff. Additionally, service provided by the vendor has been

exceptional. Records staff now has ample counter and storage space to carry out their daily
activities. The proposed furniture would be of the same brand and style as that installed in the
records section in 2008. As such, furniture purchased in both 2008 and 2009 would be
interchangeable allowing the department to reconfigure furniture locations in the future should
the need arise.
It is staffs recommendation to purchase furniture from Warehouse Direct based upon pricing
available through the Northwest Municipal Conference purchasing program under the General
Services Administration (GSA) Federal Supply Schedule GS-02F-0048N. Pricing through
Warehouse Direct was based upon a competitive bid process. In addition to providing pricing
via a competitive bid process, the department has been well satisfied with the quality of Hon
furniture and the service provided by Warehouse Direct.
Conclusion & Recommendation
In determining the needs of the department and its personnel in choosing furniture for the patrol
section, factors such as vendor satisfaction, quality, durability, comfort, and price were
considered. Based upon these factors, it is staff s recommendation to purchase furniture
manufactured by Hon Furniture as offered through Warehouse Direct.
In conclusion, it is requested that the bid process be waived to purchase furniture through
Warehouse Direct at the General Services Administration Federal Supply Schedule Price List
made available through the Northwest Municipal Conference competitive bid process at a cost
not to exceed $46,000.00. Currently, the department has sufficient funding in the capital
improvement account 5107701-670057.

BACKGROUND
In November, the Village of Mount Prospect was named by Businessweek.com as e
"Best Place in the U,S. to Raise Kids," In order to take advantage of this honor, staff IS in
the process of developing a plan for marketing this designation throughout the Chicagoland
region.
DISCUSSION
This is a once in a decade opportunity and the window for touting this recognition is
relatively short-lived. This is an investment in the future that could result in both people and
businesses looking to make Mount Prospect home. There are several advantages to this
advertising: general positive exposure for the village; economic development opportunities;
community pride.
One component of the plan is billboards. Staff has obtained pricing on higher end, high
visibility advertising for this recognition, Staff has obtained a proposal from Clear Channel
Outdoor Advertising that would include the following: a digital billboard along 1-90; digital
signage at the Citicorp/Ogilve Metra station downtown and 100 car cards for Metra train
cars that will get circulation throughout the Metra system. Clear Channel also added a
bonus one sheet poster at the Mount Prospect Metra train platform at no charge.
The details are listed below. The attachments show the location of the billboard and the
other types of signage included.

Other media were discussed, but this package was the most economical. Forexample, the
rate quoted for a regular billboard was $3800/4 weeks plus $2400 for production. By using
digital billboards as opposed to traditional billboards, we are saving production cost and
thus able to extend the campaign for a longer period. The campaign would begin on
January 5, 2009.
CONCLUSION
Staff recommends entering into a contract with Clear Channel Outdoor Advertising in the
amount of $27,300.

Background
At 10:00 AM on Monday, December 8, 2008, sealed bids were opened for the proposed
demolition and removal of the Village-owned buildings at 16 West Northwest Highway and 30
West Busse Avenue. Each bidder was asked to identify a complete, not-to-exceed fee for the
removal of all buildings at the subject sites including floors, foundations, footings, sidewalks,
slabs, and/or basements. Excavated areas at 16 West Northwest Highway will be backfilled
with clean, recycled granular fill (stone) to a level grade, Excavated areas at 30 West Busse
Avenue will be backfilled with compacted clay and top-dressed with black dirt, Public Works will
seed the 30 West Busse site when weather warms in the spring,
Bid Results
Prior to letting, three (3) invitational bids were distributed to area demolition contractors and
public notice was posted in a local newspaper as required, Sixteen (16) bids were received,
The results are listed in Attachment A.
Discussion
Staff has evaluated all bids and determined that all bids received are bona fide and responsive,
All bidders submitted required bid securities and appropriate references, The apparent low
bidder is Langos Corporation of Barrington Hills, Illinois,
Langos has satisfactorily performed similar demolition work for the Village in the past. Most
notably, they demolished and removed the former Police and Fire Headquarters Building at 112
East Northwest Highway in 1993, Additionally, reference checks indicate that they have also
more recently completed a number of comparable demolition projects in the northwest suburban
Chicago area, Staff is satisfied that Langos is qualified and capable of performing this work,
Additionally, it is relevant to note that staff has not identified any underground storage tanks or
contaminated soils on either site, However, if tanks or bad soils are discovered as a result of
demolition activities, the Village remains fiscally responsible for removal and remediation,
Consequently, it is the recommendation of staff that the award for this project also include a
provision for the Village Manager to authorize an additional expenditure of funds if it becomes
necessary to clean up environmental contamination, Such a provision would help avoid
additional charges for delays or remobilization,

Recommendation
I recommend awarding a contract for the demolition of the Village-owned buildings at 16 West
Northwest Highway and 30 West Busse Avenue to Langos Corporation of Barrington Hills,
Illinois for a fee not to exceed $13,000, I also recommend that the Village Manager be
authorized to expend additional funds should it become necessary to perform environmental
remediation at either site, Sufficient funds for this proposed expenditure exist in the current
budget.
