HomeMy WebLinkAboutRes 25-95 07/05/1995 AF/ 6/29/95 RESOLUTION NO. 25-95 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE COOK COUNTY HIGHWAY DEPARTMENT RELATIVE TO THE SIGNALIZATION OF CAMP MC DONALD ROAD AND SCHOENBECK ROAD WHEREAS, the corporate authorities of the Village of Mount Prospect have determined that it would be in the best interest of the Village to participate with the Cook County Highway Department relative to the installation of a traffic signal at the intersection of Camp McDonald Road and Schoenbeck Road; and WHEREAS, in order to proceed with the proposed improvement it has been determined by the Mayor and Board of Trustees that the best interest of the residents of the Village would be served by entering into an Agreement with the Cook County Highway Department relative to sharing in the cost of installing Opticom and the maintenance and energy costs associated with the operation of the traffic signal at Camp Mc Donald and Schoenbeck Roads. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby express their desire to participate in the installation cost of Opticom and to share the costs of maintenance and energy associated with the traffic signal to be installed by the Cook County Highway Department at Camp Mc Donald Road and Schoenbeck Road, a portion of said intersection is located within the corporate boundaries of the Village of Mount Prospect. SECTION TWO: That the Board of Trustees of the Village of Mount Prospect do hereby authorize the Mayor to sign and Clerk to attest his signature on an Agreement between Village and the Cook County Highway Department relative to sharing in the cost of installing Opticom and the maintenance and energy costs associated with the operation of the traffic signal at the intersection of Camp Mc Donald Road and Schoenbeck Road, a copy of said Agreement is attached hereto and hereby made a part hereof as Exhibit SECTION THREE: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. McDonald Road at Schoenbeck Road Section: 90-A5815-12-WR Dear Mayor Farley: This letter of agreement is to bind the Village of Mount Prospect (herein'after called Village) and the County of Cook (here after called County) to sharing the cost of the maintenance and energy charge of a permanent traffic signal system to be installed at the intersection of Camp McDonald Road and Schoenbeck Road. The County's intent is to construct a fully actuated traffic signal system with a push button pedestrian signal for the school 'crosswalks. OPTICOM can be included in the traffic signal system at the request of the Village, with the entire cost to be borne by the Village and the City of Prospect Heights. The County will thereupon design and install the traffic signal system, cause it to be maintained and energized and be responsible for settings and timings. It is the policy of the County, that at intersections of County highways and municipal streets, the municipal corporation is to bear a share of the signal's maintenance and operational costs. This share is represented by the relative number of approaches to the intersection for which the municipal corporation is responsible with respect to the total number of approaches. RESOLUTION NO. 25-95 7/5/95 r. Gerald Farley, Mayor (2) May 8, 1995 Accordingly, Village agrees that it will: 1. Pay the County twenty five percent (25%) of the maintenance charges of the traffic signal and 50% of the maintenance charges of the OPTICOM, within thirty (30) days of County's quarterly (3 month) statement for the same. (This share is estimated at $250). 2. Assume twenty five percent (25%) of the electrical energy charges, payable to Commonwealth Edison Company in accordance with the electrical services contract to be entered into with that Company. (This share is estimated at $100) . Payments to the County shall be by check payable to the Treasurer of Cook County, for deposit into the County' s Motor Fuel Tax Account 600-570, and sent to the County Superintendent of Highways. Should the Village be agreeable to the terms of this agreement please countersign the copy of this letter and return it to the Department. Enclose a certified copy of either an enabling resolution or Village Board minutes authorizing you to thus commit the Village. We will then. present the agreement to the Board of County Commissioners with a Resolution to be attached and made a part thereof which will authorize and bind the Village and County, their respective successors and assigns, to their respective obligations herein.
