A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF
DAVID C. JEPSON
WHEREAS, David C. Jepson began his tenure as the Finance Director of
, :ount Prospect on October 10, 1983 after having spent sixteen years as a valued
member of the City of Elgin's Finance Department, including five years as its Deputy
Finance Director; and
WHEREAS, from his first day as Mount Prospect's Finance Director,
David C. Jepson has constantly worked to improve the operational efficiency of the
Finance Department through the establishment of comprehensive internal controls
including: Prudent investment policies, sound debt management practices.
responsible cash management, collection and purchasing policies and a strong
commitment toward computerization; and
WHEREAS, David C. Jepson, over the past thirteen years, has always followed
a prude~', yet practical approach to managing the finances of the Village as witnessed
by his many initiatives to diversify Mount Prospect's revenue base; his efforts to
maintain conservative property tax policies; his unwavering commitment to fully fund
3ension obligations; his fiscally responsible use of debt to fund public improvement
~rojects and his adherence to conservative expenditure policies; and
WHEREAS, David C. Jepson has always sought out innovative, yet fiscally
'esponsible ways to address the vadous needs of the Village of Mount Prospect
including creation of a local flood loan program designed to give Mount Prospect
residents immediate financial relief in the wake of the devastating flood of 1987; the
sale of."Citizen Appreciation Bonds" in conjunction with the construction of the Public
Works facility thus affording residents a unique opportunity to invest directly in their
community; developing funding programs for a multi-phased, Village-wide flood control
program and an accelerated road improvement initiative; and
WHEREAS, David C. Jepson has always worked to make the complexities of
governme,nt finance understandable to Mount Prospect residents and as such, has
Hdevelopec a high degree of trust and credibility within the cemmunity not only on his
own behalf but also on behalf of Mount Prospect municipal government generally; anC
WHEREAS, under the leadership of David C. Jepson, the Village of Mount
Prospect has received the Certificate of Achievement for Excellence in Financial
Reporting every year since 1983 -- said Certificate recognizing the fact that the
"Village's Comprehensive Annual Financial Report" achieves the highest standards in
government accounting and financial reporting; and
WHEREAS, the Village of Mount Prospect, again under the leadership of
David C. Jepson has been the recipient of the Distinguished Budget Presentation
Award every year since 1992. In order to receive this Award, a governmental body
must pub sh a highly detailed budget document that meets very stringent program
criteria as a policy document, as an operations guide, as a financial plan and as a
communications device; and
WHEREAS, David C. Jepson has on numerous occasions been recognized by
his peers in the field of public finance for his proficiency, leadership and commitment,
having held the office of president for both the Illinois Government Finance Officers'
Association and the Chicago Metropolitan Finance Officers' Association, also serving
as Treasurer for the HELP Insurance Pool and the Northwest Central Dispatci'~
System; and
WHEREAS, because of David C. Jepson's expertise and professionalism, he
has long been a trusted advisor and counselor to numerous Village Boards, three
Village Managers and a host of Department Directors during his tenure in Mount
Prospect; and
WHEREAS, as a result of David C. Jepson's unwavering commitment to protect
and nurture Mount Prospect's financial health and stability, past and present Village
Boards and staff have had the financial wherewithal and flexibility to effectively meet
the challenges facing the Village of Mount Prospect.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY ILLINOIS:
SECTION ONE: That the Mayor and Board of Trustees do hereby find that the
Village of Mount Prospect is a better community for having had David C. Jepson as
its Director of Finance for the last thirteen years.
SECTION TVVO: That the Mayor and Board of Trustees of the Village ~f Mount
Prospect do hereby express their sincere appreciation to David C. Jep.,on and his
wife, Millie, for their unwavering devotion to the Village and do fudher extend best
wishes to them both for happiness in their retirement years.
SECTION THREE: That the Mayor and Board of Trustees of the Village cf
Mount Prospect do hereby declare Saturday, June 8, 1996 to be David C. Jepson Day
in the Village of Mount Prospect.
SECTION FOUR: That a copy of this Resolution be presented to David C.
Jepson as a permanent record of the recognition, respect and reverence expressed
herein.
SECTION FIVE: That this Resolution shall be in full force and effect from and
after its passage and approval in the manner provided by law.
