For 2026, street lighting improvements are targeted for Gregory Street between Waterman Avenue and IL 83 (Main Street). Gregory Street is currently the highest ranked project in the Village's Residential Lighting Priority Matrix. Gregory Street is classified as a collector street, a neighborhood street that carries more traffic than other local streets. Along the south side of the street are Fairview Elementary School, Fairview Park, and Meadows Park. Streetlights will be primarily constructed along the south side of the street. The Village has entered into a contract with Ciorba Group, Inc. to perform design and construction engineering. The engineering design services are complete, and the Ciobra Group will provide inspection services during construction. At this time, Village staff are seeking to enter into a construction contract. Underground work is expected to begin in September and be completed before the end of the year. The light poles are anticipated to be delivered in the first quarter of 2027 and installed soon after. ComEd will then energize the streetlights. Funds for this project have been allocated in the 2026 budget. Bid Results A Notice to Bidders was posted on the Euna OpenBids website and Village staff contacted local electrical contractors. Five contractors downloaded the bidding documents and one submitted a bid. The bid opening for the Gregory Street Lighting Improvements was held on July 27, 2026, at 1:00 p.m. The complete bid results are: Bidders Total Bid Utility Dynamics Corporation $403,675.00 Engineer's Estimate $386,785.00 Discussion The bidder submitted a bid bond in the amount of 10% of the total bid, as required in the bid proposal packet. The bid was checked for accuracy and no mistakes were found. The bid and bid bond were correctly signed. The bidding history on street lighting projects has routinely produced very few bidders and Utility Dynamics Corporation has consistently been the low bidder. They have successfully completed several streetlight projects within the Village. Utility Dynamics was recently awarded streetlight projects in McCook and Hanover Park with only one bid. Of the eight previous Village funded street lighting improvement projects, the number of bids received for each project has varied between one and three. Attached is a table denoting the number of bidders participating in each of the last eight streetlight bids. Utility Dynamics Corporation was the lowest bidder on seven of them and second -lowest bidder on one. All of their work has been very good, completed on schedule and under budget. Discussions with plan holders that did not bid indicated that staffing issues and full workloads resulted in low bidder interest. Staff also contacted another electrical contractor who has bid on Village street lighting projects in the past but did not download this year's project. The significant amount of State of Illinois and Illinois Tollway work has resulted in full workloads of electrical contractors. Considering the explanations from contractors that did not bid, Village staff has concluded that re -bidding this project this year will not garner greater interest from bidders or lower bid prices. Rebidding the project in the winter may solicit additional bids but at expected higher prices with continually higher material and labor costs. Furthermore, Village staff concluded that Utility Dynamics Corporation's bid is responsive and competitive based on current conditions. The low bid on the project is approximately 4.3% greater than the engineer's estimate. This is primarily due to directional drilling underground conduit and wiring being more expensive than anticipated. This can be attributed to a recent increase in material costs, specifically copper, and high demand for directional drilling work. A primary business focus for Utility Dynamics Corporation is streetlight installation. They meet the eligibility requirements to perform streetlight work pursuant to the contract documents. Their clients include municipalities and private companies. They have successfully completed several Village street lighting projects, including on Lonnquist Boulevard, Seminole Lane, and Burning Bush Lane. They also completed a privately funded project to install streetlights around Randhurst Village. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated construction conflicts which would result in a total recommended award of $444,043 ($403,675.00 + $40,368 = $444,043). Alternatives 1. Accept the lowest cost, responsive bid for the Gregory Street Lighting Improvements. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest responsible bid from Utility Dynamics Corporation of Oswego, IL for construction of the Gregory Street Lighting Improvements in the amount not to exceed $444,043.
