Action Item
The Fire Department is requesting approval to proceed with the replacement of Ambulance
525, which is currently serving as Ambulance 12. Due to current ambulance production times
of approximately 2.5 to 3+ years, approval is being requested now to allow for delivery of the
new ambulance in 2029. Upon delivery, Ambulance 525 will transition to reserve status.
The proposed replacement is a Horton Type I ambulance built on a Freightliner M2 106 Plus
chassis. All existing frontline fire department ambulances are Horton/Freightliner M2 models,
providing consistency across the fleet. The proposed unit will continue the Department
standard and include air brakes, Liquid Spring suspension, and other features consistent with
current ambulance specifications.
As part of this purchase, the Fire Department is also requesting approval to purchase a new
Stryker Power -PRO 2 cot and Power -LOAD system, along with extended warranties. Foster
Coach Sales, Inc. has provided a quote of $506,,051 for the complete ambulance package,
including $414,545 for the Freightliner M2/Horton ambulance, $40,,808 for the Power -PRO 2
cot, $34,,939 for the Power -LOAD system, and $15,759 for extended warranties.
Public Works has evaluated the presently used Ambulance 525 for transition to reserve status
using a point -based criterion that rates the following four major factors: age, mileage, repair
and maintenance (R&M) costs, and condition of the body/mechanical components. A point
total equaling or exceeding eleven out of sixteen indicates that the vehicle should be replaced.
Public Works anticipates 525 will be in fair condition and replacement will be warranted by
2029. Their preliminary evaluation is attached for review. Both the Fire Department and Public
Works have found the Freightliner M2 style of ambulance to be reliable, cost-effective, and
easily serviceable.
As a member of the Northwest Municipal Conference (NWMC), the Village is eligible to
participate in the Suburban Purchasing Cooperative (SPC) Contract #214 for Type I
ambulances. The contract was competitively awarded to Foster Coach Sales, Inc., for Horton
Emergency Vehicles and includes the Freightliner M2 ambulance platform. The current contract
extension is effective June 1, 2026, through May 31, 2027. The joint bid satisfies Village public
bidding requirements.
