September 1, 2026 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $2635890.00 Capital Improvement Fund CONSENT AGENDA Action Item Maintaining the parking lots that service the Village's buildings, facilities and parks is important to the efficient operations of the Village. At Melas Park, the Village is responsible to maintain two parking lots, the North Lot and South Lot, as well as Melas Park Drive. Improvements to drainage structures within the Melas Park parking lots have been accomplished over the last several years. However, the pavement surface is deteriorating and in need of repair. Improvements to the North Lot are scheduled for this fall. The scope of work includes resurfacing the top 3" of paved areas, full -depth pavement patching as necessary, select curb and gutter removal and replacement, select paved path removal and replacement, restoration of disturbed areas, pavement markings, and all incidental work necessary to complete the improvements. The South Lot and Melas Park Drive are scheduled to be resurfaced and improved in 2027. Village staff has notified both the Mt. Prospect Park District and Arlington Heights Park District regarding the work. Weather permitting, the project is expected to be completed within two weeks once construction begins. Loss of parking spaces during the weekend will be kept to a minimum. Once the curb replacement and pavement patching is complete during the first week, the plan will be to close the lot to allow for pavement removal, asphalt resurfacing, and pavement markings during the second week (Monday - Friday). This will allow the work to be done efficiently and safely. Village staff will coordinate with the Park Districts and Bosch to provide supplemental parking in the Bosch parking lot during construction. A Notice to Bidders was posted on the online bid service Euna OpenBids and several contractors qualified to do the work were notified by Village staff. Six (6) contractors downloaded construction documents consisting of plans and specifications. On August 24, 2026, at 1:00 p.m., sealed bids for the Melas Park North Lot Resurfacing project were publicly opened and read aloud. Two (2) contractors submitted bids for this project. Below is a summary of the bids: Bidders Total Bid Chicagoland Paving Contractors, Inc $239,900.00 A Lamp Concrete Contractors, Inc. $273,879.95 Engineer's Estimate $311,976.00 Discussion All bid submittals were checked for accuracy and found to be correct. All bidders submitted bid bonds in the amount of 10% of their total bids, as required. All bidders correctly signed their bids and bid bonds. A total of two proposals were received for this project, although six contractors downloaded documents from the online bid service. Staff solicited feedback from the contractors post bidding. In general, contractors stated they had full workloads for this construction season and could not meet the project schedule. Considering the explanations from contractors that did not bid, Village staff has concluded that re -bidding this project this year will not garner greater interest from bidders or lower bid prices. The low bidder, Chicagoland Paving Contractors, Inc., has assured staff they can meet the project schedule and complete the work this year. Although only two bids were received, Chicagoland Paving meets the requirements of the contract documents and is qualified to complete the work involved with this project. The unit rates from the low bidder for the planned improvements are reasonable for the project scale. The total cost is 14.2% below the next highest bidder and 30% below the engineer's estimate. Public Works staff have worked with Chicagoland Paving in the past on multiple projects and they have performed successfully. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated construction conflicts. This would result in a total recommended award of $263,890.00 ($239f9OO.00 + 23,990.00 = $263.,890.00). Alternatives 1. Accept the lowest cost, responsive bid for the Melas Park North Lot Resurfacing. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the lowest -cost responsive bidder, Chicagoland Paving Contractors, Inc. of Lake Zurich, Illinois, be awarded the contract for the Melas Park North Lot Resurfacing in an amount not to exceed $263,890.
