Kensington Road Mount Prospect, Illinois 60056 (847) 870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING MAY 20, 2026 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 1:17 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Staff Present: Thomas Wang, Fire Chief Michael Eterno, Police Chief Bart Tweedie, Deputy Police Chief Joseph Kanupke, Deputy Police Chief Lisa Schillinger, Executive Assistant 3 APPROVAL OF MINUTES 3.1 Meeting minutes of April 21, 2026– Commissioner Busse made a motion to approve the minutes, and Commissioner Bork seconded the motion. Motion Unanimously Approved 3.2 Meeting minutes of April 22, 2026– Commissioner Busse made a motion to approve the minutes, and Motion Unanimously Approved Commissioner Bork seconded the motion. 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE – Chief Wang updated the Board on the following: Candidate Ponce de Leon expected to be hired soon, and will be a paramedic upon hiring New Tower 13 has been delivered and training has commenced. It should be operational by the Memorial Day parade. The cost was 1.9 million. Two department paramedics are waiting to take their national exam 6 POLICE DEPARTMENT UPDATE – Chief Eterno updated the Board on the following: Officer Kuipers left to go to Dekalb Co Sheriff’s Department 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION A motion was made by Commissioner Bork and seconded by Commissioner Busse to go into Closed Session at 1:42 PM. Motion Unanimously Approved Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance or dismissal, of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.1 Conduct Police Department New Police Officer oral interviews Chief Wang, DC Tweedie and EA Schillinger were dismissed at 1:46 PM. The Board took a short recess and resumed Closed Session at 2:04 PM. Page | 1 Special Special Meeting Minutes 5-20-2026 OPEN SESSION The Board conducted oral interviews as scheduled (see attached). The Board took a break for dinner at 4:48 PM and returned to Closed Session at 5:27 PM. A motion was made by Commissioner Bork and seconded by Commissioner Busse to return to Open Session at 9:10PM.MotionUnanimously Approved The Board returned to Open Session at 9:10 PM. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Also present: Michael Eterno, Joseph Kanupke, Bart Tweedie, Lisa Schillinger 8 OLD BUSINESS - NONE 9 NEW BUSINESS – 9.1. VOTE TO CERTIFY THE 2026 SERGEANT’S PROMOTIONAL LIST The results of the Sergeant’s promotional examination process were reviewed. A motion was made by Commissioner Busse and seconded by Commissioner Bork to certify the list of 8 Motion Unanimously Approved candidates (see attached). 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Busse to adjourn the meeting at 9:10 pm.
