The project is part of a district -wide initiative to enhance both athletic facilities and educational programming across High School District 214. The proposed video scoreboard is intended to support the school's Career and Technical Education curriculum by providing a student -led, hands-on learning platform where students would gain real -world experience in journalism, multimedia production, broadcast technology, live event coverage, instant replay, and digital content management. The scoreboard would further support workforce readiness by helping students develop practical, career -connected skills while also serving the broader school community. In recognition of District 214's status as a unit of local government and the public benefit provided by Prospect High School to Village residents and taxpayers, staff recommends that the Village waive certain non-refundable Village building permit, inspection, and zoning application fees associated with the proposed video scoreboard project in the amount of $2f650.00. Discussion Alternatives 1. Pass a resolution waiving the non-refundable Village building permit, inspection, and zoning application fees for the video scoreboard project at Prospect High School for property located at 801 West Kensington Road. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board pass a resolution to waive the non-refundable Village building permit, inspection, and zoning application fees ($2,650) required for the proposed video scoreboard project at Prospect High School for property located at 801 West Kensington Road. A RESOLUTION WAIVING CERTAIN NON-REFUNDABLE VILLAGE BUILDING PERMIT, INSPECTION, AND ZONING APPLICATION FEES FOR THE VIDEO SCOREBOARD PROJECT AT PROSPECT HIGH SCHOOL FOR PROPERTY LOCATED AT 801 WEST KENSINGTON ROAD, MOUNT PROSPECT, ILLINOIS i WHEREAS, Township High School District 214 ("District 214") is a unit of local government and is seeking to replace the existing scoreboard with a new video scoreboard at Prospect High School, located at 801 West Kensington Road, Mount Prospect, Illinois; and WHEREAS, District 214 has submitted requests for signage relief related to the proposed video scoreboard, which are the subject of Case No. PZ-17-25; and WHEREAS, a public hearing on the requested signage relief is scheduled to be held before the Planning and Zoning Commission of the Village of Mount Prospect on July 23, 2026, pursuant to proper legal notice published in the Daily Herald Newspaper on July 8, 2026; and WHEREAS, in recognition of District 214's status as a unit of local government and the public benefit provided by Prospect High School to Village residents and taxpayers, the Mayor and Board of Trustees find that waiving certain non- refundable Village building permit, inspection, and zoning application fees associated with the proposed video scoreboard project is appropriate and in the best interest of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: The Mayor and Board of Trustees of the Village of Mount Prospect hereby authorize the waiver of the non-refundable Village building permit, inspection, and zoning application fees required forthe proposed video scoreboard project at Prospect High School, located at 801 West Kensington Road, in the total amount of $2,650. SECTION TWO: All other applicable requirements, permits, reviews, approvals, and conditions shall remain in full force and effect and shall not be waived by this Resolution. SECTION THREE: This Resolution shall be in fu[If orce and effect from and after its passage, in the manner provided by law. AYES: NAYS: ABSENT: PASSED and APPROVED this 21 st day of July, 2026.
