Emerson St. ROLL CALL Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Vincent Dante, Trustee Beth DiPrima. Trustee Terri Gens, Trustee Bill Grossi, Trustee Colleen Saccotelli Absent: Trustee John Matuszak A quorum was present. 2.1. Pledge of Allegiance - Trustee Terri Gens APPROVAL OF MINUTES 3.1. Minutes of the regular meeting of the Village Board -June 2, 2026 and Committee of the Whole "On the Road" - June 9, 2026 Motion by Vincent Dante, second by Colleen Saccotelli, to approve the minutes of the Regular Village Board Meeting of June 2, 2026, and the Committee of the Whole "On the Road" Meeting of June 9, 2026: Yea: Vincent Dante, Beth DiPrima, Terri Gens, Bill Grossi, Colleen Saccotelli Nay: None Absent: John Matuszak Final Resolution: Motion Passed MAYORS REPORT 4.1. Mayor's Comment Mayor Hoefert shared that the previous night's Police Beat meetingwas well attended by residents. He commended the commander, sergeant, and officers for effectively explaining community protection efforts. 4.2. PROCLAMATION: Recognizing Juneteenth as a Day of Celebration and Reflection Mayor Hoefert proclaimed June 19, 2026, as Juneteenth in Mount Prospect, highlighting its origin on June 19, 1865. Residents were encouraged to engage through various activities to foster a more equal society year-round. 4.3. RECOGNITION: Juvenile Officer of the Year Award to Detective Tyler Johnson by the Illinois Juvenile Officers Association Illinois Juvenile Officers Association (IJOA) Executive Director Mike Quick and President Krzysztof Kowa[ presented the 2026 IJOA Juvenile Officer of the Year Award to Detective Tyler Johnson of the Mount Prospect Police Department. Recognized for strong relationships with students, staff, and families as a School Resource Officer at Prospect High School, Detective Johnson's mentorship approach and extensive work in emergency preparedness were highlighted. Detective Johnson's nomination received support from several high school staff members, who praised his work as exceptional. Chief Mike Eterno commended his remarkable achievement. Mayor Hoefert and members of the Board offered congratulations to Detective Johnson. Trustee Gens, as the parent of two former Prospect students, acknowledged the patience and importance of the role. Trustee Dante spoke to the trust between the police department and the community. Trustee Saccotelli noted having personally witnessed Detective Johnson's presence at school events. Trustee Grossi acknowledged the difficulty of earning the respect of young people while maintaining a law enforcement role. Trustee DiPrima, speaking as a former teacher, expressed support for the presence of caring law enforcement officers in schools. Detective Johnson thanked the Board. He expressed that serving the community of Mount Prospect has been a privilege. 4.4. APPOINTMENTTOBOARDSANDCOMMISSIONS-EconomicDevelopment Commission I Eric Norenberg for term to expire June 2030, Special Events Commission Laura Young for term to expire June 2031 Motion by Vincent Dante, second by Bill Grossi, to ratify the appointments of Eric Norenbergto the Economic Development Commission and Laura Young to the Special Events Commission: Yea: Vincent Dante, Beth DiPrima, Terri Gens, Bill Grossi, Colleen Saccotelli Nay: None Absent: John Matuszak Final Resolution: Motion Passed COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Warren D'Souza Resident • Addressed the Board with concerns regardingthe CloudHQ data center project. He organized his remarks around four areas: noise, electricity, water, and pollution. Trustee Gens requested that Mr. D'Souza follow up by emailing the Board his written comments. CONSENTAGENDA 6.1. List of Bills -May 27, 2026 to June 9, 2026 - $3,365,701.25 6.2. Motion to approve an Employee Benefits Settlement Agreement between the Village of Mount Prospect and Eric and Kendra Mertes, et at. I"g. 2 Correction - 6/15/2026 6.3. A RESOLUTION REGARDING THE APPROVAL AND RELEASE OF CLOSED SESSION MINUTES Resolution No. 14-26 Motion by Terri Gens, second by Vincent Dante, to approve the consent agenda: Yea: Vincent Dante, Beth DiPrima, Terri Gens, Bill Grossi, Colleen Saccotelli Nay: None Absent: John Matuszak Final Resolution: Motion Passed OLD BUSINESS - None NEW BUSINESS - None Although no formal new business was on the agenda, Trustee Gens raised for discussion the possibility of displaying a banner on the exterior of the Village Hall to commemorate the United States' 250th anniversary in connection with the Fourth of July. Trustee Gens presented two design options. The Board briefly discussed the matter informally and agreed that the Village Manager would reach out to the Board to advance the proposal, with no formal agenda item required. VILLAGE MANAGER'S REPORT 9.1. Motion to accept proposal for the 2026-2031 Snow Removal & Ice Control Services Contract in an amount not to exceed $174,400 during the 2026/2027winter season, subject to annual Chicago CPI increases during subsequent seasons. Public Works Director Sean Dorsey presented the recommendation to award a five-year Snow Removal and Ice Control Services Contract. The scope of work covers 110 cut -de -sacs, 11 Village - owned parking lots, and one residential snow plow section (the "orange section," approximately 19.5 centerline miles on the west side of town, south of Central and north of Golf Road, from the Village's western limits to Route 83). Director Dorsey explained that the Village issued a Request for Proposals to five firms with demonstrated municipal snow removal experience. Two proposals were received. The contract is fixed in price for the 2026-2027 season, with subsequent seasons subject to Chicago CPI adjustments with a 2% minimum and 4% maximum annual increase. Rates for cul-de-sac and parking lot plowing are per occurrence, while the residential street plowing component is a fixed seasonal fee. The contract includes provisions for additional compensation if snowfall exceeds 55 inches in a season, and a 10% reduction in the fixed fee if snowfall is less than 25 inches. The two proposals received were: MAXX Contractors of Des Plaines: Cul-de-sac plowing at $8,700 per occurrence; parking lots at $4,470 per pass; residential section at $165,700 per season — total of $174,400. Pete's Perfection Plus: Total of $228,700. Director Dorsey recommended MAX Contractors, who have provided these services to the Village for the past 13 years to strong reviews. Director Dorsey provided the following in response to questions from the Board: • The Village supplies the salt and materials for ice control, not the contractor. • The use of beet juice as a salt adhesive has been abandoned due to significant clogging problems in the salt distribution equipment, which outweighed the benefit of improved salt adhesion to pavement. Motion by Terri Gens, second by Vincent Dante, to approve the proposal for the 2026-2031 Snow Removal and Ice Control Services Contract, awarded to MAXX Contractors of Des Plaines, Illinois, in an amount not to exceed $174,400 during the 2026/2027 winter season: Yea: Vincent Dante, Beth DiPrima, Terri Gens, Bill Grossi, Colleen Saccotelli Nay: None Absent: John Matuszak Final Resolution: Motion Passed 9.2. Trustee Dante, seconded by Trustee Saccotelli, motioned to adjourn the meeting.
