CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:33 P.M. on Monday, December 11, 1995. 11, ROLL CALL Upon roll call, each Safety Commission Member introduced themselves to the audience. III,APPROVAL OF MINUTES: Commissioner Andy Mitchell, seconded by Arlene Juracek, moved to approve the Minutes of the Regular Meeting of the Safety Commission' held on November 13, 1995. BUSINESS A) REC-QNSID-EBAMN OF REVISEQ, RESTRICTION,Q,N I&ELLER LN ERO-M BUSSE-,AV'E'I0-,1-Q,L'E-VEN AV Chairman Lee Beening said that the Safety Commission altered Westbrook School's parking restriction request on Weller Lane at the November Safety Commission Meeting. He further stated that Westbrook School requested their original parking restriction to be reconsidered by the Safety Commission before the Village Board decides on their request. Westbrook School Principal Patricia Cassidy said that the School mainly objected to the Safety Commission's revision on their parking restriction request between Busse Ave and the foot bridge. Westbrook School originally requested NO RESTRICTION between Busse Ave and the foot bridge. The Safety Commission altered this request toNOPARKING DURING SCHOOL HOURS. Ms. ,Cassidy said the school' needs these parking spaces; Sean'Won explained the existing parking restrictions on Weller Lane per the Village Ordinance: 1) Both Sides of'Weller 'Lane between Central Rd and Busse Ave: The Safety Commission recommended the change from NO PARKING DURING SCHOOL HOURS to NO PARKING ANY TIME. The Village Board approved the - change in May, 1995. 2) Both Sides of Weller Lane between Busse Ave and 600 ft south of Busse Ave No changes have been made. ,This portion is NO PARKING DURING SCHOOL HOURS. Sean Won stated that the NO PARKING PICK-UP ZONE signs on Weller Ln were installed to help Westbrook School to control the traffic. He further stated that these signs are not enforceable. Chairman Lee Beening complimented the changes made in Westbrook School parking lot (the School made a school -bus -only -zone and lost 19 parking spaces). He felt that the school parking lot is safer due to the above change. But he said, unfortunately, the Village Street (Weller Lane) is less safe now (because cars displaced from the school parking lot would need to park on Weller Lane). Ms. Cassidy said that parents are using the no -parking -pick -up -zone (between the footbridge and the school crossing) to drop off and to pick up students and Weller Lane is generally safer than before. Chairman Lee Beening said that the parking situation on Weller Lane would have been worse if the School did not control the traffic daily. Chairman Beening stated that;1) he observed the traffic pattern and the parking situation on Weller lane for the last 3 days (Thursday, Friday and today) and took pictures, 2) some of the pictures showed that cars double parked to drop off students in the morning, 3) this double parking is unsafe for 2 students, 4) parents of these double parked cars do not seem concerned about the safety of their children, 5) a total of 28 cars were parked on Weller Lane today including a crossing guard's car, and 6);two other cars, were parked on the street just north of the foot bridge all day. He believed that these two parked cars create an unsafe condition. When one parent pulls their car too close to the foot bridge to drop off their student, the next parent does not have enough room to pull over their car; near the foot bridge. Chairman Beening said that he collected traffic information this morning. He observed 1) 78 vehicles, 2) 32 walking students and 3) 1 bicycle riding student. He said that 22 vehicles parked on Weller Lane. Parents from these 22 cars then spent about 4 minutes to walk their students to the school Based on his observations, he believed that north of the foot bridge requires parking restrictions more than south of the foot bride. He agreed that Westbrook School is short of parking spaces and the school needs to use Weller Lane. He proposed parkingrestrictions from 80 ft north of the foot bridge to 80 ft south of the foot bridge for the west side of Weller Lane to provide a smooth traffic flow. He counted empty parking spaces on Westbrook School for the last three days. There, . were 14 empty spaces on Thursday, 11 spaces on Friday and 14 spaces today. On Weller Lane, 4' cars were parked on Thursday, 5 cars on Friday and 4 cars today. He believed that it is not fair to students and the Village to suffer increased traffic due to lost school parking spaces. Ms. Cassidy said that about 8 parking spaces are used by, itinerant teachers and the school needs parking spaces for visitors. Ms. Cassidy still believes that their original request should be approved. Four favored and three were against ine proposea;cnanyea Chairman Lee Beening, seconded by Commissioner Andy Mitchell, moved to revise the parking restriction on Weller Lane as follows: from EXISTING RESTRICTIONS WEST AND EAST SIDES OF WELLER'LANE (From Busse Ave To 600 ft south of Busse Ave) NO PARKING DURING SCHOOL HOURS 3 to 1) WEST SIDE OF WELLER LANE NO PARKING PICK-UP ZONE Between 520 ft south of Central Rd and 680 ft south of Central Rd 2) EAST SIDE OF WELLER LANE NO PARKING DURING SCHOOL HOURS Between Busse Ave and Cleven Ave The Safety Commission voted 8-0 to approve the motion. Note that the parking "restriction on east and west sides of Weller Ln between Central Rd and Busse Ave is NO PARKING ANY TIME. Buz Livingston left the Safety` Commission Meeting; at this time. She stated that 1) cars do not obey existing stop signs at Wedgewood/Meadow, 2) another stop sign is on Oxford PI at Wedgewood Ln, 3) these existing stop signs do not slowdown the traffic, 4) several automobile and motorcycle shops are testing their vehicles on these streets, 5) streets in this subdivision' have no sidewalks/curbs/gutters, 6) there is a sight obstruction due to large evergreen, trees at the corner of'Meadow/Stratford. Sean Won said that the Village inspected a potential sight obstruction at Meadow/Stratford and found that this intersection does not have a sight obstruction problem and meets the Village sight triangle requirement. Chairman Lee Beening said that intersections in this subdivision are generally safe (no accidents since 1990). Sean Won said that he did not observe any speeding during spot speed studies. He also said that there were too few carsto have the 85th percentile speed (only 12'cars in the morning rush hour and 21 cars in the afternoon rush hour). Commissioner Arlene Juracek said that there may be a few impatient drivers speeding on these streets. Commissioner Andy Mitchell, seconded by Commissioner Arlene Juracek, moved that police should provide selective enforcement at Wedgewood/Meadow and that more speed limit signs should be installed on these streets. The Safety Commission voted 7-0 to approve the motion. The Safety Commission asked Sean Won to bring this request back to the Safety Commission in May. The Safety Commission also asked Ms. Bobikewicz to call police if she sees any reckless drivers. 4 VI. C) ' IFIC N P IQ AEFEC—IE[2CIS NTS Glen Andler explained that, presently, the Safety Commission does not have any official notification policy to affected residents concerning proposed changes. He stated that the Village Zoning Board notifies all residents within 250' radius. He requested that the Safety Commission discuss an official notification policy in a future meeting so that the Village staff would have definite guidelines to follow. He further stated that the Village will include this as an agenda item in the next Safety Commission meeting. Chairman Lee Beening announced that the Village Plan Commission invited the entire Safety Commission to their December meeting. The Plan Commission will review the Rand Road Corridor Study on December 20, 1995 at 7:30 P.M., in the Trustees Room, at the Village Half Sean Won extended the Village's appreciation and holiday' greeting to the Safety Commission and presented each member with a gift ADJOURNMENT With no further business to discuss, the Safety Commissionvoted 7-0 to adjourn at 9:25 P.M., _ upon the motion of Art Coy.
