MINUTES OF THE MOUNT PROSPECT
SAFETY COMMISSION
I. CALL TO ORDER'
The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:32 P.M.
on Monday, November 13, 1995

Upon roll call, each Safety Commission Member introduced themselves to the audience.

III APPROVAL OF MINUTES
Commissioner Arlene Juracek, seconded by Andy Mitchell, moved to approve the Minutes of the
Regular Meeting of the Safety Commission held on September 11,- 1995.
IV. CITIZENS TO BE HEARD
No citizens came forth at this time to discuss any topics that were not on the current agenda.

V. BUSINESS
A) PARKING RESTRICTION REQUEST ON THE 1400 BLOCK OF EAST`
HENRY STREET
Mr. Jagus said that St. Emily School teachers no longer park their cars on the South
Side of East Henry Street. But he still wants no -parking on the South Side of the 1400
block of East Henry Street because cars park on East Henry Street during certain school
activities. St. Emily School Principal Sister Jacob said that the school activities occur
infrequently (twice this past October) and only during evening hours. Mr. Byczynski of
120 W. Stratton Ln also mentioned that he used to have a problem with parked cars on
Henry Street but St. Emily School teachers no longer park their cars on the South Side
of East Henry Street.
Commissioner Arlene Juracek, seconded by Commissioner Andy Mitchell, moved that
the Village continue to monitor the parking situation on the 1400 block of East Henry
Street. The Safety Commission; voted 6-0 for this motion.
B) STOP SIGN REQUEST ON HEMLOCK LN AT GREENWOOD DR
Sean Won explained that the intersection of Hemlock Ln and Greenwood Dr does not
meet the multi -way stop sign warrants based on the traffic counts, the number of
accidents and the spot speed studies. Four area residents requested four --way stop signs
due to speeding cars on Hemlock Ln and children safety concern. Four area residents
were in attendance: Mr. Stryker of 1113E Greenwood Dr, Mr. Regan of 1105 N.
Hemlock Ln, Mr. Frogale of 1104 Hemlock Ln and Ms. Perkowitz of 1108 N. Hemlock
Ln. The residents asked why Westgate Rd and Brentwood Ln have four-way stop signs
and Hemlock Ln does not have a four-way stop sign. One resident mentioned that some
drivers are making rolling stops on Greenwood Dr at Hemlock Ln. Sean Won said
Westgate/Brentwood intersections may not meet the warrants but removing stop signs at
those intersections creates more problems. John K. Dahlberg said the Police could do
selective speed enforcement starting tomorrow.
Commissioner Andy Mitchell,, seconded by Commissioner Arlene Juracek, moved to
install 4-way stop signs on Hemlock Ln at Dr due to the lack of sidewalks in
the area. The Safety Commission voted 2-4 against this motion.

Commissioner Joan Bjork, seconded by Sean Dorsey, moved to recommend a selective
Police speed enforcement on Hemlock Ln and bring this issue back to the next Safety
Commission Meeting. The Safety Commission voted 6-0 for this motion.

C) STQP SIGN REQUEST ON C,AN-DO�TAAVE AT EVERGREEN AVE

Mr. Selbach of 213 Can-Dota Ave requested stop signs on,Can-Dota Ave at Evergreen
Ave because of 1) speeding on Can-Dota Ave, 2) the safety concernof school students,
and 3)`several accidents he witnessed the last several years. Sean Won explained that
the intersection of Can-Dota Ave and Evergreen Ave does not meet the multi -way stop
sign warrants based on the traffic counts, the number of accidents and the spot speed
studies. Mr. Selbach mentioned that the Village recently installed a school speed zone
ahead sign at the intersection of Dresser Dr and Can-Dota Ave. Commissioner Arlene
Juracek agreed that cars on Can-Dota Ave are speeding. Commissioners Joan Bjork
and Arlene Juracek said that the existing Village street configuration, encourages the
short cut traffic.
Commissioner Andy Mitchell, seconded by Commissioner Arlene Juracek, moved to
revise the speed limit on Can-Dota Ave between Lincoln St and Busse Ave
from 30 mph
to 25 mph
because the existing,10 mph speed difference (from the 30,mph speed limit to the 20
mph school speed zone) is too large. The Safety Commission voted 6-0 for this motion.
Ms. Jill Hrvben of 611 S Louis St requested NO -PARKING on the south side of Prospect
Ave at William St due to inadequate angles to'north/west bound drivers. Sean Won said
the Village will lose 3-4 parking spaces if the parking' restriction is revised. He also
mentioned that 1) two surveys were sent out, 2)'only `one survey was returned, and 3) the
returned survey favored the revision.
Commissioner Joan' Bjork, seconded by Sean Dorsey, moved to revise the parking
restriction on Prospect Ave at William St as follows:
from NO RESTRICTION
to NO PARKING ANY TIME
Prospect Ave South The First 90 ft East of William St
Prospect Ave South The First 80 ft West of Willaim St
The Safety Commission voted 6-0 to approve the motion.
Sean Won explained Westbrook School's parking restriction request' on Weller Ln.
Chairman Lee Beening said that the NO PARKING, NO STANDING, NO STOPPING

ZONE need to be expanded based on his observation. Commissioner Arlene Juracek
said that Westbrook School will be closed next year.
Chairman Lee Beening, seconded by Commissioner Joan-Bjork, moved to revise the
parking restriction on Weller Lane as follows:
from EXISTING RESTRICTIONS AS SHOWN ON THE ATTACHED SHEET
to 1) WEST SIDE OF WELLER LANE
NO PARKING, NO STANDING, NO STOPPING
Between 200 ft south of Central Rd and 240 ft south of Central Rd
NO PARKING DURING SCHOOL HOURS
Between 240 ft south of Central Rd and 560 ft south of Central Rd
NO PARKING, NO STANDING, ,NO STOPPING
Between 560 ft south of Central Rd and 800 ft south of Central Rd
2) EAST SIDE OF WELLER LANE
NO PARKING DURING SCHOOL HOURS
Between Busse Ave and Cleven Ave
The Safety Commission voted 6-0 to approve the motion.
Note that the parking restriction on east and west sides of Weller Ln between Central Rd
and Busse Ave is NO PARKING ANY TIME.
F) AMENDMENT OF ARTICLE X OF VILLAGE ORDINANCE
SAFETY COMMISSION MEETING SCHEDULE
Chairman Lee Beening, seconded by Commissioner Andy Mitchell, moved to revise that
Section 5.1002<of the Village Ordinance be amended to read
"...four (4) meetings each year on the Second Monday of each month."
instead of
"...four(4) meetings each year."
The Safety Commission voted 6-0 to approve the motion.
SAFETY COMMISSION TERM
Chairman Lee Beening, seconded by Commissioner Andy Mitchell, further moved to
revise that Section 5.1002 of the Village Ordinance be amended to read

"The Safety Commission shall select from its members a chairman and vice
chairman for a period of two years. A representative from the Public Works
Department, Engineering, Division shall serve as secretary."
instead of
"Immediately: upon its organization, the Safety Commission shall select from its
members a chairman, vice chairman and secretary to serve for a period of one
year."
The Safety Commission voted 6-0 to approve the motion.
VL ADJOURNMENT
With no further business to discuss, the Safety Commission voted 6-0 to adjourn at 10:00 P.M.,
upon the motion of Arlene Juracek. Andy Mitchell seconded the motion.
