HomeMy WebLinkAboutRes 13-98 03/18/1998 RESOLUTION NO. 13-98 A RESOLUTION IN OPPOSITION TO THE PROPOSED FLOOD INSURANCE RATE MAP OF 1998 WHEREAS, the Federal Emergency Management Agency (FEMA) has presented a proposed revision to the Flood Insurance Rate Map of 1982, expanding the area included in a flood way; and WHEREAS, the proposed revised map of 1998 would create serious hardships and place onerous restrictions on the families and businessmen occupying more than 150 single family homes, multi-family dwellings and small businesses in Mount Prospect, Illinois; and WHEREAS, the Flood Insurance Rate Map of 1982 has served the residents of the Village of Mount Prospect well and no emergency currently exists raquiring the proposed changes in the revised Flood Insurance Rate Map; and WHEREAS, further studies of the revised Flood Insurance Rate Map, as proposed, are necessary, including but not limited to redefining and amending what is considered a "Floodway~ and the punitive restrictions that will be placed on homeowners; and WHEREAS, flood control measures dealing with the effects of the Des Plaines River overflowing its banks have been studied by the United States Army Corps of Engineers, with implementation of corrective methods now in the planning process; and WHEREAS, when corrective and/or control methods are implemented, the need to adopt a revised Flood Insurance Rate Map, as proposed, would be eliminated. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby urge representatives of the Federal Emergency Management Agency (FEMA) to reconsider the adoption of the proposed Flood Insurance Rate Map expanding the boundaries of the "Floodway~ and to allow the existing flood map to emain in effect. SECTION TWO: That, in the alternative, the Mayor and Board of Trustees of the Village of Mount Prospect do hereby strongly urge representatives of the Federal Emergency Management Agency (FEMA) to either indefinitely postpone or indefinitely extend the "normal" 90 day comment and appeal period for the proposed map revisions pending the implementation of the Army Corps of Engineers Des Plaines River Flood Control Project which would wholly negate the need for revised Flood Insurance Rate Maps. SECTION THREE: That the Village Clerk is hereby directed to send a certified copy of this Resolution to the Federal Emergency Management Agency (FEMA). SECTION FOUR: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
