Subject Motion to waive the rule requiring two readings of an ordinance
and adopt an ORDINANCE AMENDING CHAPTER 13
(ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT
PROSPECT. This Ordinance will decrease the number of Class
"F-3" Licenses by (1) Blazin Wings Inc. d/b/a Buffalo Wild
Wings located at 301 E Euclid Ave. Mount Prospect, IL and will
decrease the number of Class "F-2" Licenses by (1) Three
Craftmen Inc. d/b/a E-Sushi located at 1750 W. Golf Rd. Mount
Prospect, IL. This Ordinance will increase the number of Class
"F-3" licenses by (1) Mount Prospect Wing Company d/b/a
Buffalo Wild Wings located at 301 E Euclid Ave. Mount
Prospect, IL and increase the number of Class "F-2" Licenses
by (1) CHICAGO KAZE INC. d/b/a E-Sushi located at 1750 W.
Golf Rd. Mount Prospect, IL;

GRUBE INC. d/b/a Buffalo Wild Wings:
GRUBE INC has been associated with Buffalo Wild Wings for roughly 25 years. In recent years,
GRUBE has been purchasing corporate locations to change the ownership to franchise
ownership. GRUBE INC. owns Buffalo Wild Wings locations nationwide, most notably in Ohio,
as well as other locations such as Montana, the Carolinas, Maryland, Pennsylvania, Arkansas,
Virginia, and more. The GRUBE Team has expressed that they were interested in the Mount
Prospect location due to the community aspect of the area. Their vision is to grow in the
community and give back through donation opportunities. In the past, GRUBE has given back
to community partners, which include local sports programs, cancer research, and golf
outings.
The goal of this sale is to continue business as usual and to minimize any disruption to
business and employee retention. There is no plan to change the current team at Buffalo Wild
Wings. They will be keeping as much staff as is currently there, as long as those team
members wish to stay. GRUBE INC. will be bringing in their Culture and Training support team
to enhance current operations.
The Class "F-3" liquor license is contingent upon the closing between the current owner and
GRUBE INC. The closing date is projected to occur in May 2026. All other requirements for the
approval of the liquor license have been met (i.e.: Application, Fees, Insurance, Background,
as well as BASSET Certifications). When the Liquor Commissioner's office receives the fully
executed lease, the Class "T-3" license will be granted. If the Village Board views this
application favorably, an ordinance creating a new Class "T-3" license would be recommended
for adoption.
CHICAGO KAZE d/b/a E-Sushi:
Alex Tang, the owner of E-Sushi, located at 1750 W. Golf Road, has been in business for over
5 years. E-Sushi takes traditional Japanese and sushi cuisines and gives them a modern twist.
This restaurant not only offers sushi, but their menu includes Salmon Teriyak, Fresh Sashimi,
and poke bowls. They have dine in and take out opportunities.
E-Sushi has an ""F-2" license that allows for beer and wine sales only. Hours of operation are:
Closed Monday, 11am-3pm, and 4:30pm-9:30pm Tuesday - Thursday, 11am-10pm Friday &
Saturday, and 12pm-9:30pm On Sundays.
Mr. Tang has informed us of a corporation name change due to ownership changes at E-Sushi
and will operate as CHICAGO KAZE INC d/b/a E-Sushi. The business is to continue operating
as normal with existing staff. All requirements of the liquor license application have been met,
which includes application, fees, insurance, background, as well as BASSET Certifications, and
lease. If the Village Board views this application favorably, an ordinance creating a new Class
""F-2" license would be recommended for adoption.
Discussion
Alternatives
1. Approve an ordinance decreasing the number of Class T-Y & T-2" liquor licenses &
increasing the number of Class "F-Y & "F-2" liquor licenses.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends the decrease & increase of the Class T-Y & T-2" liquor licenses and
welcomes the new corporation changes to Buffalo Wild Wings & E-Sushi.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended. This Ordinance will decrease the number of Class "F-3" Licenses
by (1) Blazin Wings Inc. d/b/a Buffalo Wild Wings located at 301 E Euclid Ave. Mount Prospect, IL and will
decrease the number of Class "F-2" Licenses by (1) Three Craftmen Inc. d/b/a E-Sushi located at 1750 W.
Golf Rd. Mount Prospect, IL. This Ordinance will increase the number of Class "F-3" licenses by (1) Mount
