April 7, 2026 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $405374.00 General Fund CONSENT AGENDA Action Item This contract requires treating susceptible ash trees for Emerald Ash Borer (EAB) with a preventative two-year insecticide treatment. 729 trees are being treated in total, with approximately 281 trees treated in 2026. Emerald Ash Borer (EAB) were originally discovered in the United States in 2002, specifically in Michigan. In 2006, EAB was discovered in Illinois and then confirmed in Mount Prospect in 2010. The life cycle of EAB quickly causes decline in ash trees by tunneling in the sapwood of the tree. This disruption prohibits the transportation of water up the tree, causing the tree to decline rapidly over a couple of years until it finally kills the tree. In 2008, the Village had approximately four thousand ash trees inventoried. These ash trees make up a significant percentage of our street tree population. Once EAB was discovered in the vicinity of Mount Prospect, a treatment plan was formulated to save a percentage of the ash trees. As authorized by the Village Board in 2009, we began treating these trees annually with the hope of preserving a small population of high -quality ash trees in our parkways. Previously, these ash trees were treated annually with a product called Imidacloprid. In 2012, the Village started treating trees with a product called Tree -age. Tree -age requires trees to be treated every two years compared to the annual treatment requirement of Imidacloprid. Tree - age is believed to be the most effective treatment for killing EAB larvae, and the unit price for treatment is reasonable. When treatment started in 2009, approximately one thousand trees were in the treatment program. 729 trees remain in the treatment program. The majority of the lost trees were within the first couple years of treatment, and staff believes this happened because the trees were already infested prior to the treatments starting. Bid documents were made available on the Euna OpenBids website. Bids were publicly opened on March 23, 2026, at 1:00pm in Village Hall as required by the Village Code. Kinnucan has performed this work for the Village in the past. The firm completed the EAB Insecticide Application Contract for the Village in the years between 2016 and 2024. Additionally, Kinnucan submitted all the required documentation along with their bid submittal. Reference checks all indicate acceptable performance on recent projects with similar scale and scope. Staff are confident the firm is qualified to successfully complete the proposed project at the price bid. The contract documents include a provision which will allow contract extension for a third year, 2028, at the same bid price as 2027, if both the contractor and Village agree. Staff recommend a project award up to the budgeted amount of $40,374.00 to allow for quantity variances and unanticipated conditions. Alternatives 1. Accept the lowest cost responsive bid for Emerald Ash Borer insecticide application. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest -cost, responsive bid submitted by Knnucan, Inc. of Lake Bluff, Illinois, for the 2026-2027 Emerald Ash Borer Insecticide Application contract in an amount not to exceed $40,374.00 in 2026. Expenditures in the second year of the contract will be limited to funds budgeted for in 2027. Staff also recommends that the Village Board authorize staff to extend the contract for one additional year (2028) at 2027 bid prices if both the Village and contractor agree to terms. Attachments 1.
