The parking garage adjacent to Village Hall was constructed in conjunction with the Village
Hall in 2003. Staff provides maintenance and cleaning services on a reoccurring basis. Staff
inspects the condition of the garage to ensure the structure is kept in a good state of repair.
Given the age of the parking deck, staff identified elements of the structure requiring removal
and replacement. Joint sealants and expansion joints reaching the end of their useful life have
been identified as specific concerns. Addressing these concerns is critical for maintaining the
parking deck.
Staff created a 5-year program to address these maintenance issues; 2026 is the third year of
the program. Work was planned over several years to avoid taking the parking deck out of
service.
Last year's work was similar in scope and addressed the tee to tee sealant, cove sealant, and
welding of the tee to tee flanges. This year's program will continue the same work as the
previous year.
Bid Results
Bid documents for the 2026/27 Village Parking Garage Maintenance and Repair Contract were
publicly advertised on the Village's website utilizing Euna Openbids Services. Bids were
publicly opened on March 23, 2026, at 1:00 p.m. at 50 S. Emerson St. as required by the
Village Code. The following six bids were submitted:

Discussion
Staff reviewed the bids for accuracy and determined that Western Specialty Contractors would
be the best choice based on their pricing and experience. Western Specialty Contractors of
Glendale Heights, Illinois, performed parking deck maintenance for the Village in the past and
met expectations.
Reference checks indicate that Western Specialty Construction successfully completed work of
this scale and scope in an acceptable manner.
Staff is requesting a 10% contingency ($10,162) for any unknown repair work discovered
during the removal of the existing joint sealants. A 10% contingency would bring the project
award total to $111,782 (the $101,620 base bid plus the 10% contingency of $10,162).
Alternatives
1. Accept the lowest cost responsive bid for 2026/2027 Village Parking Garage maintenance
and repair project.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommend accepting the proposal from Western Specialty Contractors of Glendale
Heights, IL. for the maintenance and repair of the village parking garage project in an amount
not to exceed $111,782 for 2026. Expenditures for 2027 will be contingent upon the approved
budget.
