HomeMy WebLinkAbout6.2 Motion to accept the lowest-cost, responsive bid for the Pavement Marking Contract for an amount not to exceed $94,924.40.Subject Meeting Fiscal Impact (Y/N) Dollar Amount Budget Source Category Type Information Item Cover Page Motion to accept the lowest -cost, responsive bid for the Pavement Marking Contract for an amount not to exceed $94,924.40. April 7, 2026 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $94,924.40 General Fund CONSENT AGENDA Action Item The proposed contract provides for pavement marking services on Village -owned or maintained streets. The Village's street maintenance program includes the re -painting of all crosswalks, centerlines, lane dividing lines, parking stalls and stop bars throughout the Village. Pavement markings fade, thus compromising their reflectivity. Repairing and applying reflective glass beading every two years is essential to maintain driver safety and compliance with federal reflectivity standards. For the purposes of this contract, the Village is divided into north and south sections using Central Rd as the dividing line. The sections are serviced every other year, except for the downtown area and parking lots, which are done annually. The pavement marking work to be completed in 2026 will be in areas north of Central Rd. Pavement marking work to be completed in 2027 will be for areas south of Central Rd. All pavement marking in the downtown business district will be refreshed in 2026 and again in 2027. Bid documents for the 2026/2027 Village Pavement Marking Contract were publicly advertised on the Village's website utilizing Euna Openbids Services. Bids were publicly opened on March 231 2026, at 1:00 p.m. at 50 S. Emerson St. as required by the Village Code. The following two (2) bids were submitted: Bidder Name Year One Year Two Total Contract Price Preform Traffic $94,924.40 $94,924.40 $189f 848.80 Control Systems Maintenance $130,532.50 $130,532.50 $261,065.00 Coatings Company Discussion The lowest competent bidder was Preform Traffic Control Systems LTD, of Elk Grove Village, Illinois. Preform Traffic Control Systems has previously performed pavement marking services for the Village since 1996 and the performance was found to exceed expectations. Over the past 25 years, Preform Traffic Control Systems have routinely submitted bids averaging between 20% and 50% less than the next lowest bidder. Alternatives 1. Accept bid for pavement marking services. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board award the bid for specified pavement marking services as submitted by Preform Traffic Control Systems, LTD of Elk Grove Village, Illinois, for an amount not to exceed $94,924.40 in 2026. Staff also recommends that the Village Board authorize up to two one year extensions, provided work is satisfactory, and the contractor agrees to hold year two pricing. Attachments 1.
