Information
Tina Hoang opened Milano Nail Spa at 12 Randhurst Village Dr. in March 2026. Ms. Hoang is
seeking approval for an ""S-6" Complementary Liquor License. Complimentary Liquor License
enables businesses such as jewelry stores, art galleries, and craft/painting and wellness
studios to offer the consumption of beer and wine to its customers.
Milano Nail Spa is an upscale nail salon offering manicures, pedicures, and nail art. Their
business plan is to provide high quality, hygienic, and trendy nail services in a relaxed and
welcoming environment. Their vision is to become the ""go -to" nail salon in the area, not only
for solo wellness trips, but also bridal/bachelorette parties, birthday gatherings, and special
events. Milano Nail Spa's business hours are Monday - Saturday 9am-7pm, and Sunday
10am-6pm. There are currently 12 employees, that includes part-time and full-time positions.
Ms. Hoang has expressed that the Mount Prospect location brings in a large, diverse
demographic of people and a major point of interest for this location is how safe Mount
Prospect is for its guests and residents.
The "S-6" license will allow Milano Nail Spa to enhance the overall customer experience by
allowing wine to be consumed while getting a nail treatment. A completed application along
with fees and required documents (including Host Liability insurance) have been submitted. Ms
Hoang is Bassett certified and is aware of the consumption rules regarding the ""S-6" License.
She will be searching for additional management staff to also become Basset certified once the
business has been open for a few months. If the Village Board views this application favorably,
an ordinance creating a new Class ""S-6" License would be recommended for adoption.

1. Approve an ordinance increasing the number of Class "S-6" liquor licenses.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends the increase of the Class "S-6" liquor licenses and welcomes Milano Nail
Spa to Mount Prospect.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended. This Ordinance will increase the number of Class "S-6" licenses
by (1) Milano Nail Spa Randhurst Village, LLC d/b/a Milano Nail Spa located .,
Mount Prospect, IL, Said list is as follows:
