For 2026, street lighting improvements are targeted for Gregory Street between IL 83 (N. Main Street) and Waterman Avenue. This section of Gregory Street is currently the highest ranked project on the Village's Streetlight Priority Matrix (see attached). Gregory Street is classified as a collector street, a neighborhood street that carries more traffic than other local streets. At the west end of the project is Meadows Park and at Fairview Avenue is Fairview Elementary School. The locations of the streetlights have not yet been determined. Staff is pursuing a consulting engineering firm contract for design engineering and construction inspection services to facilitate construction of the street lighting improvement project. The 2026 Village Budget has allocated funds for design engineering, construction inspection, and construction services. Request for Proposals A Request for Technical and Cost Proposals for engineering consultant firms to provide design engineering and construction inspection services was posted on the EUNA OpenBids (formerly Demandstar) bidding website. Two consulting engineering firms responded and submitted Technical and Cost Proposals. Firms were asked to submit, as part of their proposal, the following information: • Resumes of key personnel and related experience on similar type projects. • Summary of the firm's approach to the project. • Staff hours estimate and cost proposal for major phases of work. • Project schedule. Key tasks that are identified to be performed include: • Perform a field survey. • Prepare construction plans, specifications, and a construction cost estimate. • Coordinate design with utility companies. • Provide bidding assistance for a construction contract. • Provide construction staking. • Provide construction supervision and inspection. • Coordinate final inspection and paperwork. • Prepare pay estimates, punch -list, and as -built drawings. RFP Racilltc The consulting firms' Technical and Cost Proposals were reviewed based on their understanding of our goals and their methodology of the design process. They were rated (with a maximum score of 100 points) according to these specific categories: firm background, personnel background, project experience, proposal content, and value. Ciorba has a very strong project team with experience in design engineering and construction inspection for numerous residential lighting projects in the Village of Mount Prospect. Recent projects include Burning Bush Lane, Schoenbeck Road, Lonnquist Boulevard, and Seminole Lane. They have a very experienced professional engineering staff with a thorough understanding of the project coordination, communication, and documentation needed to successfully accomplish the project within the proposed schedule. It is Village staffs opinion that Ciorba will provide the best product at an appropriate number of hours dedicated to design engineering and construction inspection services. In addition, it is the opinion of staff that Ciorba has requested a reasonable, competitive fee for the requested services. Alternatives 1. Accept the Ciorba Group proposal for design engineering and construction inspection services for the Gregory Street Lighting Project. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the proposal from Ciorba Group, Inc. of Chicago, Illinois to provide design engineering and construction inspection services for the Gregory Street Lighting Project for an amount not to exceed $87,771.65. Our Project Team has completed the design of four recent Village roadway lighting projects. Our Team has also successfully designed roadway lighting improvements for several nearby municipalities, the City of Chicago, the Illinois Department of Transportation (IDOT) and the Illinois ToRway. Infrastructure for the installation of four charging stations within a public parking lot off of Lincoln Avenue was also provided including the electric service, control cabinet, handho[es, and conduit necessary to support the charging station installations. The Village's Department of Water& Electric later installed the charging stations and electric cable. The improvement also included 205 feet of new 6" water service and 110 feet of new 10" water main requiring I EPA approval. Utility information will be obtained by contacting the Joint Utility Location Information for Excavators (JULIE). Village atlases will be obtained in GIS format and imported directly into CAD. Ciorba will draft all private utility information received. Ciorba will coordinate with ComEd to confirm the preferred service location(s) for the new lighting system. Ciorba will meet in the field with ComEd as necessary to complete this coordination. Requirements for the removal of existing ComEd lights will be identified and noted in the Contract Documents. Upon receipt of the initial round of comments from the Village on the preliminary plan submittal, updated plans will be submitted to all utilities located within the project limits for review and comment and to identify any potential conflicts. This review will include checks for potential utility conflicts and interference with parkway trees. Village comments and field review notes will be incorporated into final plans. Specifications will be tailored to the Village's requirements. Luminalre properties such as photometric distribution, color temperature and warranty requirements wit[ be clearly defined to ensure the Village receives the product it desires. Construction layout of the proposed poles will be completed during a site walk with the Village, Ciorba, and the winning bidder. If there are any unforeseen conditions or issues that develop, Ciorba's design engineers will be available to provide options to the Village to mitigate costly delays. Ciorba will make recommendations to the Village concerning any potential plan revisions and document any changes accordingly. Full-time construction engineering services will be provided for underground operations such as the installation of foundations and duct. The bridge is in an urban setting in downtown Brookfield and was constructed with full closure and detour. The pavement of this two lane urban collector street was reconstructed as well as the bridge over the Skokie River. The project was phased into two contracts. The roadway alignment was shifted to the north to construct a new multi -use path within the south side parkway. The new bridge replaced the separate roadway and pedestrian bridges. The improvement included water main, storm sewer, traffic signals, bridge lighting, and landscaping. Construction Engineer for the 2021 Water Main Replacement Program which included street reconstruction and rehabilitation. The project included almost 6,000 of new 6" 8" and 10" diameter PVC water main, 40 valve and valve vaults, live pressure connections, water service replacements, and water main quality storm sewer replacements at watermain crossings. The affected streets were either reconstructed with full depth hot -mix asphalt or rehabilitated bV patching and resurfacing the pavement. Maintenance procedures were also evaluated. All information was summarized within the report. A new decorative street lighting system was designed to maintain the downtown's quaint feeling. An extensive receptac[e system was designed for festivals and holiday [ighting installations. Ciorba worked closely with the Village to locate lighting controllers in discrete locations, out of sight of visitors. Infrastructure for the installation of four charging stations within a public parking lot off of Lincoln Avenue was also provided including the electric service, control cabinet, handho[es, and conduit necessary to support the charging station installations. The Village's Department of Water& Electric later installed the charging stations and electric cable. The improvement also included 205 feet of new 6" water service and 110 feet of new 10" water main requiring I EPA approval. The design of this project was completed on an accelerated schedule to meet the Village's anticipated construction schedule. Ciorba will identify information needed from the Village such utility atlases. The project schedule will be reviewed so that Village and Ciorba expectations remain on the same page. Ciorba will remain in close contact with the Engineering staff to keep the Village up to date on the status of the project as well as to discuss any issues that may arise. Ciorba staff is always available to meet with the Village to discuss issues or review submittals and comments. �eld '��,f"Iase &[-��,eel,�,: e a a "t i�� 0 �11 Ciorba will prepare CAD base files for this project using a combination of aerial photos, GIS information, and data collected during a walking survey in lieu of full topographic survey. Hardscape items such as pavement, curb lines, sidewalks and driveways will be identified from aerial photos. Trees, vegetation, utilities and other features will be located by means of a walking survey to mitigate potential conflicts with the proposed lighting system. Aerial photos will be obtained from the United States Geological Survey (USGS) website. Utility information will be obtained by contacting the Joint Utility Location Information for Excavators (JULIE). Village atlases will be obtained in GIS format and imported directly into CAD. Ciorba will draft all private utility information received. Ciorba will coordinate with ComEd to confirm the preferred service location(s) for the new lighting system. Ciorba will meet in the field with ComEd as necessary to complete this coordination. Requirements for the removal of existing ComEd lights will be identified and noted in the Contract Documents. Upon receipt of the initial round of comments from the Village on the preliminary plan submittal, updated plans will be submitted to all utilities located within the project limits for review and comment and to identify any potential conflicts. Voltage drop calculations will be performed to verify the proper sizing of cabling between the tight poles. A full set of plans suitable for bidding wit[ be prepared, including Cover Sheet, General Notes Et Summary of Quantities, Detail Sheets, Proposed Lighting Plans, and Single Line Diagram. Applicable IDOT highway standards will also be included in the bid documents. Upon completion of the preliminary design, a plan -in -hand field review will be performed with the Village to confirm the proposed equipment locations. This review will include checks for potential utility conflicts and interference with parkway trees. Village comments and field review notes will be incorporated into final plans. Specifications will be tailored to the Village's requirements. Luminalre properties such as photometric distribution, color temperature and warranty requirements wit[ be clearly defined to ensure the Village receives the product it desires. Quantities and cost estimates will be prepared for each submittal, preliminary and final. General Conditions, Bid Advertisement, Instructions to Bidders, Price Schedule, Agreement, Bid Bond, and Contract Bond will also be a part of the final bid documents. These documents will be prepared in accordance with Village requirements. Upon completion of Ciorba's review, comments will be forwarded to the Village for concurrence. Lighting often involves tong lead items for delivery such as the poles. Timely reviews and approval of submittals are essential so the contractor can order equipment and materials as soon as possible to avoid delays. Construction Engineering and Documentation - Construction will be monitored for conformance with the contract documents and Village requirements. Construction layout of the proposed poles will be completed during a site walk with the Village, Ciorba, and the winning bidder. If there are any unforeseen conditions or issues that develop, Ciorba's design engineers will be available to provide options to the Village to mitigate costly delays. Ciorba will make recommendations to the Village concerning any potential plan revisions and document any changes accordingly. Full-time construction engineering services will be provided for underground operations such as the installation of foundations and duct. Part time inspection will be provided for above ground work such as pole and cable installation. Ilyass Rashidi will serve as our Construction Inspector for this project and will be on -site each day to observe all construction activities including traffic control, foundation installation, directional boring, pole installation, site cleanup, and restoration. Joe will periodically visit the project site to monitor progress, address unforeseen issues and assist Ityass as needed. Measurements and calculations will be made daily and Inspector Daily Reports will be recorded on a regular basis. Monthly pay estimates will be submitted to the Village for review and approval before final processing. Ilyass will maintain a Daily Diary describing the work accomplished each day. Weekly progress and quantity reports will be prepared and provided to the Village and the contractor. All project documentation will follow IDOT and Village Standards. Construction Record Drawings - Ciorba will update the project CAD files with any changes made to the location or routing of equipment during construction. These changes wilt be field measured and documented for inclusion in the final construction record drawings. The two sets of final construction record drawings of a size specified by the Village will be provided and one CD with all updated CAD files.
