Meeting March 16, 2026 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Y Dollar Amount $108,772.80 Budget Source Flood Control Construction Fund Category CONSENT AGENDA Type Action Item Information Crumley Basin is a stormwater detention facility owned and operated by the Village of Mount Prospect, located approximately 700 feet north of Lincoln Street and '/z mile south of Central Road, between the Busse Road right-of-way and Weller Creek. The basin has a capacity of approximately 36 acre-feet and receives inflow from a 72-inch diameter reinforced concrete pipe (RCP) storm sewer draining much of the Hatlen Heights Subdivision. Key infrastructure includes a concrete inflow headwall with spillway, two high-level overflows, an underdrain system, and two low -flow outflows, with all drainage ultimately discharging by gravity to Weller Creek. The basin was originally constructed to help control stormwater runoff and reduce localized flooding. Historically, Crumley Basin underwent stormwater rehabilitation efforts in 1982, 20011 2023 and 2024. 1982 improvements included side slope stabilization, grading, headwall extension, underdrain construction, and overflow improvements to repair side slope damage, aid basin surface drainage, and add a low flow bypass pipe with a new outfall to the creek. 2001 improvements included sewer televising and cleaning, as well as the addition of erosion protection at the 72-inch outfall that replaced the old concrete pad with articulated block revetment. 2023 improvements include the replacement of all underdrain piping, excluding any underdrain structures. In addition, the high-level outflow was lined in 2023. In 2024, the Village lined the low-level outflow pipe. Recent inspections have revealed significant soil erosion near the inflow structure, particularly at the basin floor adjacent to the spillway, and to a lesser extent near the outflow and underdrain structures. The primary project goals are to: 1. Correct deficiencies in the underdrain system, structures, headwall, and spillway. 2. Implement measures to eliminate erosion within the basin and improve stormwater flow from the inflow pipe through the basin to Weller Creek. The project will require a permit from the Metropolitan Water Reclamation District of Greater Chicago (MWRD). All efforts will be made to complete the design and secure a permit from the MWRD this summer with construction expected to take place this fall. However, unanticipated delays during permit review could postpone construction until spring 2027. There will also be extensive coordination with Cook County's reconstruction project of Busse Road. Request for Proposals A Request for Technical and Cost Proposals for engineering consultant firms to provide design engineering and construction inspection services was posted on the Euna OpenBids bidding website. Five consulting engineering firms responded and submitted Technical and Cost Proposals. Firms were asked to submit, as part of their proposal, the following information: 1. Resumes of key personnel and related experience on similar type projects. 2. Summary of the firm's approach to the project. 3. Staff hours estimate and cost proposal for major phases of work. 4. Project schedule. Design engineering tasks that are identified to be performed include: • Televise the underdrain system • Perform topographic survey • Coordinate and attend meetings with Village Staff • Coordinate with private utilities and other stakeholders • Obtain necessary permits through coordination with public agencies • Develop and prepare preliminary and final design plans and specifications • Assist with the bidding process Construction inspection engineering tasks that are identified to be performed include: • Review of material submittals • Provide horizontal and vertical construction layout of proposed improvements • Provide construction supervision and inspection • Prepare continual construction punch -list • Prepare pay estimates for contractor work performed • Coordinate final inspection and paperwork • Prepare as -built drawings • Respond to residents' questions and concerns during construction • Attend and conduct construction status and coordination meetings between Village Staff and the Contractor RFP Results The consulting firms' Technical and Cost Proposals were reviewed based on their understanding goals and their methodology for the design process. They were rated (with a maximum score of 100 points) according to these specific categories: firm background, personnel background, project experience, proposal content, and value. They have put together a strong project team with experience in drainage and stormwater improvement work and provided a scientific approach to the design. They also have a thorough understanding of the project coordination, communication, and documentation needed to accomplish the project within the proposed schedule. Bowman Consulting Group has worked with the Village on other projects, including providing design engineering services for the Wolf Road Bike Path Project and construction engineering services for the Central Road Resurfacing Project from Rand Road to Wolf Road. It is the staffs opinion that Bowman Consulting Group will provide the best product at an appropriate number of hours to accomplish design engineering and construction inspection services. In addition, it is the opinion of staff that Bowman Consulting Group has requested a reasonable, competitive fee for the requested services. Staff supports the cost proposal submitted by Bowman Consulting Group in the amount of $108,772.80 to provide design and construction engineering services for the Crumley Detention Basin Improvements. It is staff's opinion that Bowman Consulting Group is best qualified to perform the requisite work, has allotted appropriate work effort, and requested a reasonable, competitive fee for the services requested. Alternatives 1. Accept proposal for design engineering and construction inspection services for the Crumley Detention Basin Improvements. 2. Action at discretion of Village Board.
