A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF
WHEREAS, on September 12, 1974, Carol A. Fields was first employed by
i! the Village of Mount Prospect as a Legal Secretary, following in the footsteps of her
late brother and respected Mount Prospect Firefighter Lowell Fell, thereby
embarking on a career of service to the public; and
WHEREAS, Carol A. Fields was appointed Deputy Village Clerk on May 1,
1977 serving under then "elected" Clerk Donald Goodman; and
WHEREAS, in January of 1980, Carol A. Fields became Mount Prospect's
first "appointed" Village Clerk following the successful passage of a Referendum
eliminating the partisan elected Clerk's position in favor of a non-partisan appointed
Clerk aimed at bringing more expertise and professionalism to the position; and
WHEREAS, Carol A. Fields was a member of both the Illinois and National
Municipal Clerks' Association, having served as secretary to the North and
Northwest Suburban Municipal Clerks' Association for two years. Additionally,
Carol A. Fields achieved the designations of Illinois Registered Clerk and Certified
Municipal Clerk by pursuing continuing education opportunities on her own
initiative; and
WHEREAS, in her official capacity as Village Clerk, Carol A. Fields was
responsible for the production of hundreds of Board and Committee of the Whole
Agendas, the drafting of thousands of Resolutions and Ordinances, the keeping of
tens of thousands of official Village records and documents, in 1981, completing
the first comprehensive codification of the Village Code since 1957, assisting
thousands of residents with not only official but also everyday questions and
problems; and
WHEREAS, Carol A. Fields also served in numerous other official
capacities to wit: A member of the Firemen's Pension Fund for eighteen years
including Secretary of the Fund for that entire period; Secretary to the Zoning Board
of Appeals for four years and held the official title of Village Ombudsman as
designated by former Mayor Carolyn H. Krause; and
., WHEREAS, in her unofficial capacity of Ambassador for the Village of Mount
Prospect and Head Cheerleader Carol A. Fields was responsible for promoting
some of the best aspects of the Village by organizing the annual 4"' of July Parade
for fourteen years, producing the Village Newsletter for seventeen years, writing for
three years a bi-weekly article for a local newspaper highlighting various Village
functions, creating the Village Boutique that sold Mount Prospect memorabilia and
instituting the now famous candy dish in her office; and
WHEREAS, Carol A. Fields has been a caring and compassionate co-
worker who always sought to foster communication and camaraderie among Village
employees with such efforts as developing the first in-house employee phone
directory, organizing the annual employee Christmas Party, creating the monthly
employee newsletter called Potpourri and serving as the Village's unofficial picture-
taker; and
WHEREAS, Carol A. Fields has faithfully served under three Mayors, four
Village Managers and scores of Trustees; and
WHEREAS, Carol A. Fields has been a true and loyal friend and public
servant to all those who live, work and visit the Village of Mount Prospect.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD
OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY
ILLINOIS:
~: That the Mayor and Board of Trustees do hereby find that
the Village of Mount Prospect is a better community for having had Carol A. Fields
as an employee for the last twenty-four years and nineteen years of which as
Village Clerk.
~: That the Mayor and Board of Trustees of the Village of
Mount Prospect do hereby express their sincere appreciation to Carol A. Fields for
her unwavering devotion to the Village and do further extend best wishes for her
happiness in her retirement years.
~LOJbL~[~: That the Mayor and Board of Trustees of the Village of
Mount Prospect do hereby declare Wednesday, July 1, t998 as Carol A. Fields'
Day in the Village of Mount Prospect.
~J~3LEJ;~J~: That a copy of this Resolution be presented to Carol A.
Fields as a permanent record of the recognition, respect and reverence expressed
herein.
~: That this Resolution shall be in full force and effect from
and after its passage and approval in the manner provided by law.
