Meeting December 16, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Dollar Amount Budget Source Category Type Information Y $335,000-00 VILLAGE MANAGER'S REPORT Action Item The Police Department is requesting the purchase of five vehicles to replace current vehicles in the department's fleet. The 2026 Budget allocates funds to replace these five vehicles. Three of the current vehicles serve as marked, front line emergency vehicles and are utilized by the patrol section. Two vehicles will be utilized by Staff and the Investigations Sections. The vehicles in need of replacement are: Vehicle Number Miles P-3 841241 P-7 85,732 P-9 144,950 S-22 1011608 1-30 50,197 Replacement Policy The five vehicles being replaced were evaluated utilizing Public Work 's detailed comprehensive replacement policy. The policy uses a point -based criterion that rates the following four major factors: age, mileage, repair and maintenance (R&M) costs, and condition of the body/mechanical components. A point total equaling or exceeding eleven out of sixteen indicates that the vehicle should be replaced. A copy of the Public Works Vehicle Examination Forms (Appendix A and B) are attached. Each of these vehicles scored between 13-15 points, which indicates the vehicles are recommended for replacement. Discussion Staff would like to replace the three frontline patrol vehicles (P-3,, P-7, and P-9) with three 2026 Ford Explorer all -wheel drive (AWD) hybrid pursuit rated utility vehicles. The detective's vehicle (I-30) and the Staff vehicle (S-22) would be replaced with two non -pursuit rated 2026 all -wheel drive Ford Explorers. The Police Department has utilized Ford Explorers for the past 15 plus years, primarily as frontline patrol vehicles. During this time, we have found them to be reliable. The Village is a member of the Northwest Municipal Conference (NWMC), which has pricing available through the Suburban Purchasing Cooperative (SPC). The 2026 Ford Explorer all - wheel drive hybrid pursuit rated vehicles are included in the Joint Purchasing Contract #204. The non -pursuit rated 2026 Ford Explorers are included in the Joint Purchasing Contract #231. Both of these vehicles are available for purchase through Currie Motors in Frankfort, IL.These are public bid contracts that satisfies the procurement requirements of the Village of Mount Prospect's Purchasing Policy. Funding for the replacement of the five Ford Explorer's is provided in the 2026 Annual Budget under the Community Investment Program section and listed under account number 061.60.90.00.1.708.660.003. The total budgeted amount for this purchase is $335,000.00 The vehicles being replaced will be evaluated by Public Works to determine whether they should be sold through GovDeals.com internet auction or repurposed within the Village as a pool car. Alternatives 1. Accept the Suburban Purchasing Cooperative bid for the purchase of three 2026 Ford Explorer all -wheel drive (AWD) hybrid pursuit rated utility vehicles, and two non -pursuit rated 2026 Ford Explorers from Currie Motors in an amount not to exceed $335,000.00. 2.
