Foreign Fire Tax Board Meeting Minutes

Call meeting to order at 0837.
Roll Call
Present: Kelly, Ekner, Chief Novak, Chief Wang, Kowalczyk and Moran
Absent: Bocox
Officer’s Report:
Chairman’s Report: Need to address nominations, elections, village ordinance and bylaws due to
state statute changes. Need to bring FFTB in line with state statute. This has been brought to
attention of FFTB. Unaware up to this point that the state statute has changed.
Treasurer’s Report: Balance of $572,458.54 through 11/13/25.
Secretary Report: Reading of meeting minutes from 10/03/2025. Motion to approve by Kelly.
Seconded by Ekner. FFTB Vote: Kelly= Yes, Ekner= Yes, Chief Novak= Yes, Chief Wang = Yes,
Kowalczyk= Yes and Moran= Yes. 6 Yay’s; 0 No’s. Motion approved.
Old Business:
Cable TV Discussion- Other Village departments have basic cable and discount that goes with it.
Look into cost sharing with Village as this is covered under operating budget for other village
departments. FD bill is higher due to amount of boxes. Number of boxes will vary by station due
to staffing/needs. Can we standardize what each station setup has? Will be addressed and voted
on for annual expenses due to amount in excess of $10K.
New Business:
Korzun Extinguisher Trainer Proposal- Got old one 15 years ago from CERT grant and it5 is now
broken. Has held up well and served many trainings over that time. Single source since repairs
and support is done by Lion. New will work with existing units so don’t need to replace all units
and fits in existing cart. Seamless transition under this proposal. Motion to approve by Kelly.
Seconded by Novak. FFTB Vote: Kelly= Yes, Ekner= Yes, Chief Novak= Yes, Chief Wang = Yes,
Kowalczyk= Yes and Moran= Yes. 6 Yay’s; 0 No’s. Motion approved.
Upcoming Nomination Period and Election- State statute updated January 1, 2023 and need to
make sure we are following state statute. State statute has changed to 6 sworn members and
the Fire Chief. Positions as it currently exists will be eliminated and changed to follow statue.
Need to define was a sworn member is. Need to change Bylaws to follow state statute. Need to
re-do nominations and elections. Michele will vacate position after election period. Elections are
suspended until new ordinance and bylaws are written and ratified. Special meeting will be held
to work on Village Ordinance changes.
By-law Updates- Will need to be updated once village ordinance is changed to follow state
statute changes.
