1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:47 PM AT THE POLICE DEPARTMENT
CONFERENCE ROOM

3 APPROVAL OF MINUTES
3.1 Open Session minutes of October 30, 2025 — Commissioner Knee made a motion to approve the minutes and
Commissioner McCarthy seconded the motion. Motion Unanimously Approved
3.2 Open Session minutes of November 6, 2025 — Commissioner McCarthy made a motion to approve the minutes
and Commissioner Knee seconded the motion. Motion Unanimously Approved
3.3 Open Session minutes of November 13, 2025 — Commissioner McCarthy made a motion to approve the minutes
and Commissioner Knee seconded the motion. Motion UnanimouslvADDroved
3.4 Open Session minutes of November 17, 2025 — Commissioner McCarthy made a motion to approve the minutes
and Commissioner Knee seconded the motion.
4 CITIZENS TO BE HEARD — No one in attendance.
5 FIRE DEPARTMENT UPDATE —
Chief Wang updated the Board on the following:
✓ A new ambulance is slated for 2028
Motion Unanimously Approved
✓ Hiring: Three new hires were sworn in on Monday, and another candidate is in the hiring process. The
department received approval to over hire and a candidate will be pulled from the list to begin the process.
✓ Chief Wang thanked the Board for all their help during the interviews the last few months
6 POLICE DEPARTMENT UPDATE-7
Chief Eterno updated the Board on the following:
✓ Officer Ryan McClellan was sworn in on December 30tn
✓ Commander Eddie Szmergalski retired on January 2"d, 2026
✓ Sergeant Alison Teevan will be promoted tomorrow at the Village Board Meeting. A dinner will be hosted
prior to swearing in at the PD Community Room
✓ The department will be getting 5 new squads

7 CLOSED SESSION —CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION
A motion was made by Commissioner Bork and seconded by Commissioner Busse to go into Closed Session
at 5:55 PM. Motion Unanimously Approved
7.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an
employee of the public body for the public body to determine its validity.
7.2 Closed Session minutes of October 30, 2025
7.3 Closed Session minutes of November 6, 2025
7.4 Closed Session minutes of November 13, 2025
7.5 Closed Session minutes of November 17, 2025
7.6 Semi-annual review of Closed Session minutes for release to the Open Session Book for the period of
August 2025 to November 2025
A motion was made by Commissioner Busse and seconded by Commissioner Bork to return to Open Session
at 6:55 pm. Motion Unanimously Approved
The Board returned to Open Session at 6:55 pm.

8 OLD BUSINESS
8.1. DISCUSSION AND APPROVAL OF THE 2026 SERGEANT'S PROMOTIONAL PROCESS INCLUDING THE
TIMELINE, PROCESS AND INTERVIEW QUESTIONS
Commissioner McCarthy made a motion to approve the timeline and process for the 2026 Sergeant's
Promotional Examination and Commissioner Busse seconded the motion.
Motion Unanimously Approved
The Board was provided with the BOFPC interview questions and will review/discuss/approve at the
February regular meeting.
9 NEW BUSINESS —
9.1. DISCUSS AND APPROVE REGULAR MEETING SCHEDULE OF 2026 — The Board agreed to
continue the Regular Meeting schedule of 5:45pm on the first Monday of each month. Due to the
Labor Day Holiday. the September meeting shall occur on September 14, 2026.
9.2. VOTE TO RELEASE TO THE OPEN SESSION BOOK OR RETAIN IN CLOSED SESSION THE
MINUTES OF AUGUST 2025 TO NOVEMBER 2025.
A motion was made by Commissioner Knee and seconded by Commissioner McCarthy to approve the
release of Closed Session Minutes of August 14, 2025, August 21, 2025, September 22, 2025, October
30, 2025, November 13, 2025, November 17, 2025 to the Open Session Book.
Motion Unanimously Approved
10 ADJOURNMENT - With no further business, a motion was made by Commissioner Knee and seconded by
Commissioner McCarthy to adjourn the meeting at 7:01 pm. Motion Unanimously Approved
