Emerson Street Mount Prospect, IL 60056 Administrative Amendment No. AA -19 - 25 An Administrative Determination of a Minor Amendment to the Final Planned Unit Development for Property Commonly Known as 1500 South Busse Road WHEREAS, the Village of Mount Prospect ("Village") is an Illinois home rule municipal corporation situated in Cook County; and WHEREAS, the Village adopted Ordinance No. 5440, An Ordinance Granting a Conditional Use in the Nature of a Preliminary Planned Unit Development and Relief from Village Code Regulations for Property Commonly Known as 1500 South Busse Road, which was passed and approved on June 15, 2004, and Ordinance No. 5463, An Ordinance Granting a Conditional Use in the Nature of a Final Planned Unit Development for Property Commonly Known as 1500 South Busse Road, which was passed and approved on October 5, 2004, ("the Ordinances"), and which encompasses the following legally described property: The East 582 feet as measured at right angles to the East line thereof of that part of Lot 2 in Edward Busse's Division of part of the Southeast Quarter of Section 15 and the Northeast Quarter of Section 22, Township 41 North, Range 11, East of the Third Principal Meridian, according to the plat thereof recorded in the Recorder's Office of Cook County, Illinois, December 17,1919 as document number 6696216, lying South of the North 759.54 feet thereof, as measured on the East and West lines of said Lot 2 and lying Northerly of a line drawn from a point on the West line of the East Half of the Southeast Quarter of said Section 15; 335.56 feet North of the Southwest corner of said East half of the Southeast Quarter to a point on the East line of said Lot 2, 539.80 feet North of the South line of said Section 15 (as measured along the East line of said Lot 2) in Cook County, Illinois. PIN: 08-15-400-112-0000 and 08-15-400-113-1001 to -1194 WHEREAS, the Village adopted Administrative Amendment No. AA-05-24, An Administrative Determination of a Minor Amendment to the Final Planned Unit Development for Property Commonly Known as 1500 South Busse Road, on October 24, 2024, which, with the PZ-19-25 Dover Park Condominium Association Landscape Plan, Minor PUD Amendment - Pagel of 7 passage of this Administrative Amendment No. AA-19-25 shall deem said Administrative Amendment no longer in full force or effect and hereby repealed; and WHEREAS, Anna Kobeszko of Safe AK Management, the Petitioner representing Dover Park Condominium Association, the current owner of record of the Subject Property, petitioned for an Amendment to the Planned Unit Development (Minor Change) to the Ordinances (Case No. PZ-19-25) to allow for a revised landscape plan, including removal of 28 mature trees and installation of 64 new trees; and WHEREAS, pursuant to Section 14.504(E)(2), Minor Changes, of the Village's Zoning Ordinance which provides as follows: 2. Minor Changes: The Village Manager, after recommendation from the Community Development Director, may approve changes in the planned unit development which do not change the concept or intent of the development, without going through the "preliminary approval" steps. "Minor changes" are defined as any change not defined as a major change. Minor changes may include, but are not limited to, items like revisions in Landscape plans, building elevations or utility plans. The Village Manager may also choose to schedule the minor change for review by the Village Board; and WHEREAS, Village staff recommends approval of the Administrative Amendment of the Planned Unit Development (AA-19-25), which consists of the following documents and conditions: A. The landscape plan, titled "Landscape Plan Proposal / Tree Replacement Program, Dover Park Condominium Association," 17 sheets, as prepared by The Working Q Landscaping LLC, bearing the latest revision date of 12/09/2025, and attached as Exhibit "A." B. The new plants shall meet these minimum criteria at the time of installation: a. Evergreen trees shall be a minimum of six feet (6') in height; b. Ornamental trees shall be a minimum of two inch (2") caliper or five feet (5') clump form; c. Shade trees shall be a minimum of two and one-half inch (21/2") caliper; d. For shrubs that mature at less than five feet (5') in height, minimum installation size shall be two feet (2'); and e. For shrubs that mature taller than five feet (5') in height, minimum installation size shall be three feet (3'). C. The approved landscape plantings shall be installed by May 1st, 2026. Any trees approved for removal shall be removed in their entirety, including trunks, stumps and associated debris. Areas where trees were removed shall be restored to its natural condition. Restoration to natural condition includes, but is not limited to, deposit of topsoil and grass seed or sod. E. Upon completion of the landscaping work, the permit applicant shall: a. Submit to the Village a certified letter from the landscape architect that the plantings were installed in accordance with the approved landscape plan; and b. Schedule a final inspection for the site; and WHEREAS, on J(1n%x&c!q 22, 20Z(e , the Village Manager authorized such minor change to the Ordinance to allow for a revised landscape plan, including removal of 28 mature trees and installation of 64 new trees, at the subject property; and WHEREAS, the Village Clerk is hereby authorized and directed to record a certified copy of this Ordinance and Exhibit "A" with the Recorder of Deeds of Cook County; and WHEREAS, this Ordinance shall be in full force and effect from and after its passage, approval in the manner provided by law.
