This contract facilitates the removal of dead, diseased, or structurally unsound parkway trees. As in the past, prices for emergency tree work in the event of a major storm were sought after. Bid Results This bid was made available on the Euna OpenBids website. A copy of the bid packet is attached. Seven sealed bids were received. Bidders were asked to submit a price per inch for removal of trees in each of five different size classes. In order to draw comparisons between various bids, bidders were asked to use estimated quantities provided by the Village to calculate an extended cost. The non -responsive bid was submitted by Advanced Landscape. Advanced Landscape's bid was found to be non -responsive because they could not provide municipal references for tree removal contracts of similar size and scope. Additionally, Advanced Landscape does not have a certified arborist on staff or a method to provide the direct supervision of a certified arborist, which is a requirement of the contract specifications. For the aforementioned reasons, Advanced Landscape's bid was found non -responsive. The apparent low-cost bidder is Sawvell Tree Service (Sawvell) of Antioch, Illinois. Sawvell is currently the Village's tree trimming contractor. They submitted all required documentation along with their bid submittal. Reference checks all indicate acceptable performance on recent projects with similar scale and scope. Staff are confident the firm is qualified to successfully complete the proposed project. Additionally, their equipment list indicates they own the resources necessary to successfully complete this contract. The contract documents include a provision allowing the contract to be extended for a third year in 2028 at the same bid price as 2027, if both the contractor and village agree. In the current budget, $150,000 has been allocated for tree removal services. Because contract quantities are estimates, staff recommends authorizing the award up to the budget available to facilitate quantity variances. Expenditures in the subsequent contract years will be limited to amounts authorized in the approved budget. Alternatives 1. Accept the lowest -cost, responsive bid for 2026-2027 Parkway Tree Removal. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends awarding a contract to the lowest qualified bidder, Sawvell Tree Service, for an amount not to exceed $150,000 in year one. Year two will be the amount that is appropriated in the 2027 budget. If years one and two are successful, and a contract extension is agreed to by the village and the contractor, year three will be in the amount appropriated in the 2028 budget. Attachments 1.
