This contract facilitates restoration of public parkways following utility excavations by Public Works Crews. The work requires removing the backfill material to a minimum depth of 12 inches, backfilling with topsoil, and installing sod. Staff anticipates that approximately 30,000 square feet will need to be replaced each year. Contractors were also asked to submit pricing for replacing sod that does not require excavation and an hourly rate for the installation of seed and blanket only. Bid Rpcult-c. This bid was made available on the Euna OpenBids website. A copy of the bid packet is attached. Five sealed bids were received. This company is the current contractor for the Village's Landscape Maintenance Contract and successfully completed the Village's Stump Removal Parkway Restoration Contract in 2024-25. Langton also successfully completed the Village's Klehm's Island project in 2023. They submitted all the required documentation along with their bid submittal. Reference checks all indicate acceptable performance on recent projects with similar scale and scope. Staff is confident the firm is qualified to successfully complete the proposed project at the price bid. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated conditions. In this instance, a 10% contingency added to the lowest cost bid would result in a total contract award of $64,680.00 (Base Bid of $58,800.00 + Contingency of $5,880.00 = Total Recommended Award of $64,680.00). The contract documents include a provision which allows the contract to be extended for a third year at 2027 bid prices, if both the contractor and Village agree. Alternatives 1. Accept the lowest cost bid for 2026-27 Parkway Restoration Contract. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest cost bid for 2026-2027 Parkway Restoration contract as submitted by Langton Group of Woodstock Illinois, for an amount not to exceed $64,680 in year one. Year two will be in an amount appropriated in the 2027 budget. Staff also recommends that the Village Board authorize cone -year extension of the contract (2028) if the contractor agrees to hold 2027 prices. Attachments 1. Most of our string trimmers are electric, and a high percentage of our blowers and even chain saws are electric. We are so committed to trying to be green that your account manager drives an electric car. We will work with the village to install robots and or use electric mowers in any locations that make sense to do so. We also have a close working relationship with the American Green Zone Alliance (AGZA) and we can work with you on meeting their standards and even getting areas marked as Green Zone certified. The question came up as far as costs go for using electric mowers: Our prices do not change if we use electric equipment.
