Action Item
Christopher B. Burke Engineering, Ltd. (CBBEL) is requesting additional money for Phase II
Design Engineering services as part of the Algonquin Road Path &Lighting Project. The total
amount requested is $70,688.00. Funding will come from escrow provided by the Cloud HQ
development. No Village funds will be expended for the supplement work.
The Village Board awarded CBBEL a contract for Phase II Design Engineering services in an
amount of $370,856.00. CMAQ funds will cover $296,685.00 (80%) with the Village
responsible for $74,171.00 (20%). CBBEL's contract includes preparing construction plans &
specifications for a shared use path along the north side, sidewalk along the south side, and
street lighting on both sides of Algonquin Road from Dearborn Court to Elmhurst Road. It also
includes pedestrian signal and crosswalk improvements on Algonquin Road at its intersection
with Dempster Street and Busse Road. Finally, CBBEL's contract includes preparing highway
plats to acquire temporary construction easements and permanent right-of-way from
properties to construct the project.
Discussion
CBBEL's contract did not include design work along the Cloud HQ frontage or pedestrian signal
and crosswalk improvements at the Algonquin Road & Linneman Road intersection. This
section was originally going to be designed and constructed by Cloud HQ as part of their
development. It was expected to be completed in 2023 ahead of the Village project. However,
the original Cloud HQ development did not move forward, and a redesign has only recently
been approved by the Village Board, with a full building permit not expected to be issued until
early 2026. To simplify the coordination and potential issues with IDOT, CBBEL has agreed to
design this section and incorporate it into the construction plans and specifications. It will be
constructed as part of the Village project.
Cloud HQ has established a $1.,000,000 escrow to entirely pay for the design, construction,
and construction engineering for the section along their frontage. The Village will pay CBBEL
for the supplement work using the escrow funds. It will be separated from the current contract
work using CMAQ and Village funds.
The Village is currently on the November 2026 IDOT letting with construction expected to
begin Spring 2027 and be completed by the end of the year.
Alternatives
1. Approve the change order for Algonquin Road Path & Lighting Project - Phase II Design
Engineering.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board approve a change order from Christopher B. Burke
Engineering, Ltd. of Rosemont, Illinois for Phase II Design Engineering as part of the
Algonquin Road Path & Lighting Project for an amount not to exceed $70,688.

Dear Mr. Lawrie:
Christopher B. Burke Engineering, Ltd. (CBBEL) is providing this contract per Village request
for design updates and modifications related to the Cloud HQ (FKA United Yards) frontage.
The frontage area was excluded from the original contract, as Village anticipated Cloud HQ
to design (and construct) this section as part of their overall development project. This locally
funded contract follows the terms and conditions of the original Phase II Engineering
contract. Please see below understanding of the assignment, scope of services, schedule,
and estimate of fee.
UNDERSTANDING OF THE ASSIGNMENT
CBBEL understands that the Village looks for CBBEL to include the Cloud HQ frontage and
Linneman Signal upgrades into our Phase II Engineering Bid Set Documents, allowing for the
path to be constructed in its entirety as part of the IDOT Let construction project. This design
work was initially anticipated to be completed by the Developer and built via separate local
contract via IDOT permit.
The improvements include approximately 1,900 feet of 8' wide asphalt path along the north
parkway of Algonquin Road, from Sta 97+00 (just west of driveway) to Sta 140+00 (just east
of Linneman intersection). Within this area removals, turf restoration, driveways (remove
old, install new), sidewalk (ADA corner, curb/gutter), signage, a —200 foot short retaining
wall, and pavement markings will be designed and private utility conflicts will need to be
identified (to be relocated by their respective owners).

SCOPE OF SERVICES
Task 10 - PSE (Cloud HQ): CBBEL will develop construction contract documents building upon
the approved Phase I Report and in conjunction with the other disciplines noted herein.
These plans will be used to develop cost and time estimates, and utility coordination. These
plans will be provided to the Village/IODT for review.
Task 10.1—Design Updates: Cloudh HQ will provide AutoCAD plan view design showing
dedication parcel (pr ROW) and path partially outside or ROW along their frontage (along
with two proposed entrances) and with ADA/signal equipment outside of
Linneman/Algonquin corner ROW. Their plan will include grading based on their design,
and preliminary Pace Bus stop location. Cloud HQ will also provide IDOT's comments on
their last submittal of intersection (from a few years ago). This information will be used
as reference, as it is not directly translatable to Phase II plans.
CBBEL will update our design plans to accommodate Cloud HQ new driveways and
eliminate the existing driveways. New driveways shall not be in conflict with proposed
lighting. The northwest corner of Linneman will be updated to accommodate sidewalk
connection to Cloud HQ's Linneman west parkway sidewalk. Cross sections, temporary
conditions, etc will be updated in Preliminary Plans for Village and Cloud HQ review.
CBBEL will also update IDOT's PESA Response Form to include the Cloud HQ section.
Form requires calculating earthwork and spoil for all elements of work, updating form,
and providing exhibit showing corresponding areas.
CBBEL will also update Utility Conflict Sheets to include the Cloud HQ section.
Task 10.2 - Preliminary Plan and Cost Estimate: CBBEL will update the preliminary plans
and cost estimate to include the path (including railings, segmental block retaining wall,
turf restoration) work along Cloud HQ property and the ADA work (sidewalk and
crosswalk) at the Linneman Ave intersection.
CBBEL staff will design the approximately 200 foot long retaining wall near Sta 57+00 to
Sta 60+00. It is anticipated that this will be a short segmental block retaining wall. It is
anticipated that the plans will include a general plan/elevation/ wall details sheet. IDOT
standard pay items will be used for a majority of the work.
Task 10.3. Pre -Final PSE Submittal: CBBEL will prepare pre -final contract documents
consisting of plans, specifications, estimate of time, status of utilities to be adjusted,
and an estimate of construction cost for the Cloud HQ segment and incorporate into
the overall project's PSE documents. CBBEL will also provide a disposition of comments.

Task 10.4 - Final PSE Submittal: The Pre -Final submittal items for the Cloud HQ segment
will be updated per Village and IDOT comments. Additional updates may be made based
on utility coordination.
Task 10.5 — Bidding Documents and Final Cost Estimate: CBBEL will make the final
revisions to the final submittal based on Village and IDOT final review comments.

Task 11 - Linneman Traffic Signal Design (Cloud HQ): CBBEL will develop Traffic Signal
Modification plans for the intersection of Linneman Rd at IL 62 (Algonquin Road). The plans
will detail the required traffic signal modifications for the new ramp configurations including
removing and replacing pedestrian signal equipment, as well as modifying detector loop
layouts based on final crosswalk and stop bar placements. The plans will also meet PROWAG
policy requirements including accessible pedestrian signal (APS) placement and installation
details.
Task 11.1. Data Collection: CBBEL will conduct a field reconnaissance and inventory the
existing traffic signal equipment for the intersection of Linneman Rd at IL 62 (Algonquin
Road). A photo log will be created for the existing conditions. The existing traffic signal
plans will be requested and reviewed from IDOT District 1 as well. Phase I Plans will be
reviewed.
Task 11.2. Base Sheet Preparation: CBBEL will develop the base sheets for the traffic
signal plan sheets for this additional intersection at a scale of 1" = 20'. The base sheet
information will incorporate topographic survey data, existing IDOT plan data for
underground conduits, and the proposed intersection design.

Task 11.3. Traffic Signal Removal Plans: This task includes the preparation of traffic signal
removal plans for the intersection of Linneman Rd at IL 62 (Algonquin Road). The existing
traffic signal equipment scoped for removal will be shown with notes designating which
equipment is to be removed and disposed of outside the ROW or relocated. Notes will
also be provided directing the Contractor which, if any, equipment will be salvaged by
I DOT.
Task 11.4. Traffic Signal Modification Plans: As part of the Shared Use Path and Lighting
Improvement project, the intersection of Linneman Rd at IL 62 (Algonquin Road) will be
modified to meet the proposed ADA curb ramp layout and current PROWAG
requirements. This task includes developing the traffic signal modification plan sheets
with revised equipment layouts, cable plans showing the new and existing signal cabling,
existing and proposed phase designation diagrams, and emergency vehicle preemption
sequences as appropriate.
Task 11.5. TS Specifications and Estimates: This task includes creating any additional
traffic signal special provisions for the project with the inclusion of Linneman Rd at IL 62
(Algonquin Rd). In addition, CBBEL will provide an engineer's opinion of probable
construction cost estimate for the traffic signal work with each PS&E submittal.

Task 12 — Land Donation Plat/Plan Updates (Cloud HQ)
As Cloud HQ Donation Plats will not be completed prior to Pre -Final Submittal, and
potentially not until after Final Plan Submittal, all work for IDOT letting must be within
existing ROW.
As a field change exhibit (pro/grad sheets), CBBEL will update ROW file to show Cloud HQ
recorded Plat of Subdivision lands. CBBEL will revise plans to show work within this new ROW
at Sta 57-00 to Sta 60+00 (eliminating segmental block wall), and at Sta 67+00 to Sta 70+00
(to show bus shelter pad and additional sidewalk at NW corner). CBBEL will coordinate with

Pace to provide passenger waiting area outside of path, within ROW, ideally large enough
for Pace to install a bus shelter.
Task 13 — Coordination/PM/QAQC (Cloud HQ)
Coordination. CBBEL will meet with Key Stakeholders and complete forms as needed
to allow project to be advertised by IDOT. CBBEL will prepare agendas, lead/attend,
and provide meeting summaries. No PowerPoint presentations are anticipated and
therefore not included in this scope. Exhibits are anticipated to be from Phase I, Plan
Set, and other submittal items.
CBBEL assumes virtual meetings with the following key stakeholders. IDOT BLR (1
meeting), Cloud HQ(2 meetings), Utility Companies (approx. 15 companies in one
combined meeting) (1 meeting).
QAQC. The CBBEL QC/QA plan emphasizes an integrated project development
process, with a guiding principal to ensure cost effective and practical infrastructure
management that advocates a safe, constructible and cost effective design solution
that minimizes change orders and schedule delays.
The Project Manager manages the overall project quality control's process and,
through the QC/QA Manager, assigns qualified senior quality reviewers for pending
deliverables as required.
The QC/QA Manager, will perform a comprehensive evaluation of the following
items throughout the design process.
Scoping/field checks, Submittals, Design calculations, Computer inputs/outputs,
Documentation of decisions and directives, Pay items and quantity calculations,
Project records, Compliance statements, Pre -Final and Final Plan format and content.
Project Management and Administration. This effort includes overall project
administration and work force planning/allocation, including development of
monthly progress reports which will be submitted to Village each month in
conjunction with submittal of project invoices.
Excluded items (Cloud HQ)
Entrance Permits, Land Acquisition, MWRD Permits outside of Exist ROW, and Lighting
updates.
