Information
Angieszka Jelen opened Bloom & Brush Art Studio at 350 W. Kensington Rd. Suite 117 with
her daughter Patrycja in November 2025. The owner is seeking approval for an ""S-6"
Complementary Liquor License. Complimentary Liquor License enables businesses such as
jewelry stores, art galleries, and craft/painting studios to offer the consumption of beer and
wine to its customers. Patrons can bring beer or wine to the business as a complement to the
purchase of the goods/services offered.
The owner has been a Mount Prospect resident for 10 years and expressed her gratitude for
the ability to establish this mother -daughter small business within the community. Bloom &
Brush is a welcoming, intimate space where individuals and small groups can gather to explore
art. Between the hours of 6 PM and 9 PM from Monday to Friday, the owner and her daughter
have created a schedule to conduct art classes, which include floral arrangements, holiday
decor, glass painting, sculptural 3D Design and much more.
The "S-6" license will allow Bloom & Brush to enhance overall customer experience by allowing
beer and wine to be consumed in this relaxed, social, and inviting atmosphere. A completed
application along with fees and required documents (including Host Liability insurance) have
been submitted. The owner and her daughter are both Bassett certified and are aware of the
consumption rules regarding the "S-6" License. If the Village Board views this application
favorably, an ordinance creating a new Class "S-6" License would be recommended for
adoption.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended. This Ordinance will increase the number of Class "S-6" licenses
by (1) Bloom & Brush Art Studio INC. d/b/a Bloom & Brush Art Studio located .
