1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 2:41 PM AT THE POLICE DEPARTMENT
CONFERENCE ROOM
2 Roll Call: James Powers, Chairman
Mark Busse, Commissioner
William Knee, Commissioner
Maria McCarthy, Commissioner
Staff Present: Michael Eterno, Police Chief
Joseph Kanupke, Deputy Police Chief
Lisa Schillinger, Executive Assistant
3 CITIZENS TO BE HEARD - No one in attendance.
4 FIRE DEPARTMENT UPDATE - none
5 POLICE DEPARTMENT UPDATE - none
6 CLOSED SESSION -CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION
A motion was made by Commissioner Knee and seconded by Commissioner McCarthy to go into Closed
Session at 2:41 PM. Motion Unanimously Approved
6.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an
employee of the public body for the public body to determine its validity.
6.2 Discuss Police Officer candidates in the hiring process
6.3 Conduct Police Department interviews
*Lisa Schillinger and Commissioner Busse were excused from the meeting at 3:10 p.m.
A motion was made by Commissioner Knee and seconded by Commissioner McCarthy to return to Open
Session at 6:18 pm. Motion Unanimously Approved
The Board returned to Open Session at 6:18 pm.

7 OLD BUSINESS — The Board briefly discussed the Seraeant's Promotional exam process
8 NEW BUSINESS —
8.1.VOTE TO APPROVE POLICE OFFICER ELIGIBILITY LIST INCLUDING REMOVING CANDIDATES
FROM CONSIDERATION BASED ON THE ORAL INTERVIEW AND/OR INITIAL BACKGROUND
INVESTIGATION
The Board discussed all candidates during the Closed Session.

A motion was made by Commissioner Knee and Commissioner McCarthy seconded the motion to approve 6
candidates and remove 5 candidates from consideration to establish the Eligibility List dated November 6,
2025. Motion Unanimously Approved
8.2. VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH A POLICE OFFICER
CANDIDATE(S) TO REMOVE FROM CONSIDERATION AND THE HIRING PROCESS BASED ON THE
BACKGROUND INVESTIGATION AND EXAMINATIONS
A motion was made by Commissioner McCarthy to remove candidate A as discussed in the Closed
Session and Commissioner Knee seconded the motion. Motion Unanimously Approved
9 ADJOURNMENT - With no further business, a motion was made by Commissioner McCarthy and seconded
by Commissioner Knee to adjourn the meeting at 6:21 pm. Motion Unanimously Approved
