Regular Meeting of the Village Board

CALL TO ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:02 p.m. in the Board
Room at Village Hall, 50 S. Emerson St.

APPROVAL OF MINUTES
3.1. Minutes of the regular meeting of the Village Board -October 28, 2025
Motion by Vincent Dante, second by Terri Gens, to approve the minutes of the regular
meeting of the Village Board of October 28, 2025:

MAYORS REPORT
4.1. Mayor's Comment
Mayor Hoefert delivered a Village statement regarding immigration enforcement. He explained
that the Village is neither briefed nor notified when federal agents from the Department of
Homeland Security and the U.S. Border Patrol conduct immigration enforcement in Mount
Prospect.
Village Attorney Lance Malina provided additional legal context, explaining that other
municipalities' resolutions regarding immigration enforcement are limited in scope and
enforceability. He noted that these measures typicallyfocus on restricting the use of municipal
property for staging enforcement activities rather than limiting federal authority directly.
4.2. PROCLAMATION: Veterans Day- November 11, 2025
Mayor Hoefert read a proclamation honoring veterans on Veterans Day, November 11, 2025. The
proclamation was accepted by Bill Starr, Commander of the VFW Post 1337, who expressed
gratitude for the recognition. He wasjoined byveterans from VFW Post 1337 and American Legion
Post 525. Commander Starr invited everyone to the Veterans Day ceremony at the RecPlex on
November 11 at 10:30 a.m.
4.3. PROCLAMATION: Celebrating the 70th anniversary of the Mount Prospect Junior
Women's Club
Mayor Hoefert read a proclamation celebrating the 70th anniversary of the Mount Prospect Junior
Women's Club. The proclamation highlighted the club's dedication to philanthropic and
community service projects supporting those in need in Mount Prospect.
The proclamation was accepted by Jen Minter, who expressed gratitude for the recognition. She
was joined by other members of the club. She shared the club's history and highlighted its various
philanthropic activities.
4.4. PROCLAMATION: Kindness Week— November 8-15, 2025
Mayor Hoefert read a proclamation designating November 8-15, 2025, as Kindness Week in Mount
Prospect. Katie Cousino and Jeannie Lee -Mac, members of the Mount Prospect Special Events
Commission, accepted the proclamation. They explained that the chain -link display in front of the
dais was made by students from School Districts 26 and 57, who had written their names and kind
messages on the links. They announced that Kindness Week would kick off on Saturday (November
8) at the Mount Prospect Public Library.

4.5. PRESENTATION: 2025 Halloween Decorating Contest Winners presented by the
Special Events Commission
Vicki Chung, Special Events Commissioner, presented the winners of the third annual Halloween
house decorating contest. Sponsored by the Special Events Commission, the event was open to all
Mount Prospect residents and businesses. Winners were selected in five categories: Most
Frightfully Fun, Most Creative, Best Decorated Door/Windows, Judge's Favorite, and People's
Choice. Winners were present to accept their certificates.
4.6. APPOINTMENTSTO BOARDS AND COMMISSIONS
Firefighter's Pension Board - Fire Chief Thomas Wang
Motion by Terri Gens, second by Vincent Dante, to ratifythe appointment of Fire Chief Tom
Wang to the Firefighters' Pension Board:

COMMUNICATIONS AND PETITIONS -CITIZENS TO BE HEARD
A total of 22 residents spoke during this portion of the meeting, with the overwhelming majority
addressing concerns about recent immigration enforcement actions in Mount Prospect.
Speakers included:
• Dutch DeGroot - supports the Village's neutral position on immigration enforcement,
expressing concern that issuing an ordinance against ICE could result in federal funding
cuts or increased enforcement.
• Steve Polit - discussed the Illinois Trust Act passed in 2017.
Many speakers shared personal experiences, concerns about ICE tactics, and urged the Village to
take action to protect residents:

6.4. Motion to waive the rule requiring two readings of an ordinance and adopt an ORDINANCE
AMENDING CHAPTER 18, "TRAFFIC" IN THE VILLAGE CODE OF
MOUNT PROSPECT. This ordinance will adopt traffic regulations required for
implementing a traffic -calming project on William Street between Golf Road and Prospect
Avenue.

6.5. Motion to accept bid for the 2026 Traffic Signal Maintenance Contract for an amount not
to exceed $52,126.00
6.6. Motion to accept the proposal for the 2026 Household Hazardous Waste Collection
Events as submitted byTradebe Environmental Services, LLC, of Merrillville, Indiana for
an amount not to exceed $115,354.
6.7. Motion to accept the renewal agreement with Mac Strategies Group, Inc. for lobbying
services for an amount not to exceed $60,000.
6.3 Motion to waive the rule requiring two readings of an ordinance and adopt an ORDINANCE
GRANTING A CONDITIONAL USE FOR A MASSAGE THERAPY ESTABLISHMENT AT THE
PROPERTY 834 EAST RAND ROAD UNIT 12, MOUNT PROSPECT, ILLINOIS (PZ-18-25)
Director of Economic and Community Development Jason Shallcross stated that the business at
this location was transferring ownership, requiring a new conditional use approval. He noted that
the petitioner had passed a substantial background check, including multiple reference checks.
The existing owners would continue working at the establishment along with
the new owner, who was seeking to purchase the business. The name and DBA would remain the
same. Director Shallcross mentioned that the business had been operating since 2022 without
any issues.
Trustee DiPrima and Trustee Grossi asked questions about the ownership transfer and
whether the current owners would continue working at the establishment, which Director
Shallcross confirmed.
Motion by John Matuszak, second by Bill Grossi, to waive the rule requiring two readings of an
ordinance and adopt an ordinance granting a conditional use for a massage therapy
establishment at the property located at 834 East Rand Road, Unit 12, Mount Prospect,
Illinois:

VILLAGE MANAGER'S REPORT
9.1. Motion to accept State of Illinois joint bid results for road salt in an amount not to exceed
$344,621.
Director of Public Works Sean Dorsey presented the state bid result for road salt for the 2025-
2026 winter season. He noted that the Village typically uses about 4,500 tons of road salt per
winter and purchases through the State of Illinois joint purchasing program for competitive prices
and reliable supply.
The lowest responsive bid was submitted by Compass Minerals of Overland Park, Kansas, at
$68.35 per ton, representing a 2.8% increase over last winter's price. The contract requires the
Village to purchase a minimum of 80% of the bid quantity (3,361 tons) and allows up to 120%
(5,042 tons).
Director Dorsey reported that the Village currently has about 5,500 tons of salt on hand with a full
dome, which, combined with this contract, would provide access to over 10,500 tons for the
upcoming winter. He noted that the maximum amount of salt used in past winters has been about
6,000 tons. The contract is for a one-year term with an option to extend if the vendor agrees,
though the vendor could increase the price by up to 10% for an extension.
In response to a question from the Board, Director Dorsey explained that while he is confident
they will use the minimum amount, they have an additional storage capacity of 1,200 tons beyond
the dome if needed.
Motion by John Matuszak, seconded by Terri Gens, to accept the State of Illinois joint bid
results for road salt in an amount not to exceed $344,621:

With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Grossi, seconded by Trustee Saccotelli, motioned to adjourn the meeting. By unanimous voice
vote, the November 4, 2025 Regular Meeting of the Village Board of Trustees adjourned at
9:24 p.m.
