Action Item
The Village employs two different electronic access control systems across its facilities to
enhance the safety and security of personnel, assets, and operations. Most Village buildings
utilize a security card access system that manages entry through electronic credentials such
as key cards or key fobs. These credentials interact with a reader at each secured entry point,
where the system verifies access rights by referencing a secure database of authorized users.
Once authenticated, the door's electronic lock temporarily disengages to allow entry.
Beyond regulating access, these systems provide valuable security and administrative
benefits. Each entry is digitally recorded with user identification, date, and time, enabling staff
to monitor access patterns, review historical activity, and respond to incidents more efficiently.
Access permissions can be customized by user, department, facility, or time of day, offering
flexibility and precision far beyond traditional key -based systems.
When employees transfer, retire, or leave employment, their access can be immediately
revoked electronically, eliminating the need to collect or reissue physical keys. By upgrading
the system, the Village will streamline operations by maintaining a single database, ensuring
employees only need one card or fob for entry across all facilities.
The Village currently operates security card access systems in ten facilities. Of these, four
have been upgraded to the RS2 Access It platform, including the Police Station, Fire Station
11, Fire Station 13, and Village Hall. The RS2 system represents a modern, enterprise -grade
access control solution that offers centralized management, enhanced reporting capabilities,
and integration potential with other Village security and monitoring systems.
The remaining facilities, Public Works and five well -house buildings, are equipped with the DSX
access control system, a legacy platform that has reached the end of its useful life. The DSX
system is now obsolete, with limited manufacturer support and compatibility issues with newer
hardware and software components. This obsolescence poses operational challenges, including
difficulties sourcing replacement parts, limited technical support, and increased system
downtime risks.
Two additional facilities, Fire Stations 12 and 14, do not currently have electronic access
control systems. Access to these buildings is maintained through traditional brass keys or
mechanical key code locks. While functional, these methods present security and management
limitations. Physical keys cannot be easily tracked or deactivated, and key code locks provide
no audit trail to verify who accessed the facility or when. This lack of access data reduces
accountability and increases potential security vulnerabilities.
To maintain a consistent and secure access control environment across all Village facilities, it
is recommended that the Village replace all legacy DSX systems and implement electronic
access control at remaining facilities currently reliant on manual entry methods. Transitioning
all locations to the RS2 Access It platform would standardize access management, streamline
administrative control, and strengthen the Village's overall security posture.
A unified system would also enable centralized management of credentials, more efficient
onboarding and offboarding of staff, and integration with future technology upgrades, such as
video surveillance or emergency response systems. Standardization would further reduce
long-term maintenance costs, eliminate dependence on outdated hardware, and improve
system reliability and data integrity.
Reauest for aronosals
In accordance with the Village's formal Request for Proposals (RFP) process, the Village
solicited proposals from firms certified by the manufacturer to install and provide services for
RS2 Access It systems. A formal notice was distributed to all certified RS2 firms inviting them
to submit a response to the RFP.
As part of the submittal process, firms were instructed to include the following information in
their proposals:
1. Firm Information: Provide the firm's name, address, and a concise summary of its
history, including years in operation, core areas of expertise, and relevant
qualifications.
2. Project Team: Include an organizational chart and resumes of key personnel proposed
for this project. Clearly identify everyone's role and responsibilities, as well as their
relevant experience, certifications, and professional credentials.
3. Relevant Experience: Summarize similar projects completed within the past five years,
highlighting work of comparable scope, complexity, and scale.
4. Project Approach and Methodology: Describe the firm's proposed approach to
successfully completing the project. This section should include:
a. A demonstrated understanding of the project requirements and objectives.
b. Clearly defined goals and anticipated outcomes.
c. A detailed explanation of the methods, processes, and procedures that will be
utilized.
d. An estimate of the total project hours, broken down by task and by personnel.
e. A proposed project schedule identifying key milestones and target completion
dates.
5. Cost Proposal: Provide a complete and detailed cost proposal submitted separately from
the technical proposal. The cost proposal should be itemized and organized by task,
consistent with the general scope of work provided in the RFP.
RFP Results
The responses submitted by the certified RS2 firms to the RFP were evaluated based on their
understanding of the project objectives and the methodologies proposed to accomplish the
required tasks. Each firm was scored on a 100-point scale across the following evaluation
criteria: project understanding and technical approach, relevant project experience, project
team qualifications, value and overall completeness of the submittal. The resulting rankings
and price structure are as follows:

Staff conducted a comprehensive evaluation of the proposals received and determined that
Anderson Lock Inc. of Des Plaines, Illinois. (Anderson Lock) is the preferred firm for this
project. Anderson Lock assembled a highly qualified project team with extensive experience,
successfully delivering projects of similar scope and complexity. Their proposal demonstrated
a clear understanding of the Village's objectives, a detailed and practical implementation plan,
and a proven track record of completing security access control installations for a variety of
municipal and institutional clients.
Anderson Lock's familiarity with RS2 security systems and their long-standing reputation for
responsive customer service and technical expertise further reinforces their ability to deliver a
reliable and efficient solution. Their proposed approach reflects both a strong commitment to
quality and an understanding of the operational needs and security priorities of the Village.
Anderson Lock submitted the lowest -cost proposal as well. The firm proposes to perform the
entire scope of work for a fee not to exceed $104,383.39. Staff recommends including a 10%
contingency in the contract award to accommodate unforeseen circumstances. The total
recommended award is $114,821.72.
Alternatives
1. Accept proposal for the 2025 Village Facility Card Access System Upgrade Project from
Anderson Lock Inc. of Des. Plaines, Illinois.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal submitted by Anderson Lock of
Des Plaines, Illinois, and award a contract for an amount not to exceed $114,821.72 for the
2025 Village Facility Card Access System Upgrade Project.

The objective of this project is to migrate up to 9 of the village's existing buildings with a DSX access
control system over to RS2 AccessIT! access control software and management depending on budget
allowances. This will include replacing existing legacy proxpoint readers with HID Signos multi -tech readers,
replacing existing DSX controllers and sub controllers with Mercury hardware, and adding additional card
readers and electrified hardware on specified doors that are not currently apart of the DSX access control
system. In addition, two fire stations are to have a new installation of card readers, electrified hardware and
Mercury hardware to onboard them to the AccessIT! access control platform. Updating the villages controller
license count from the current SL8-Soft eight controller license to the next license level, which is the SL16-Soft
sixteen controller license as well as renew their one year Connect Care Agreement with RS2 (ACRE) will also be

We will start with the migration buildings, so the well houses first, then move to the Public Works
Building and EOC since those involve both migration and additional doors. Like the many other migration
installations, we have completed, we will minimize down time by first getting our main mercury controller
online and communicating with the AccessIT! software. Then we will go door by door and label the existing
wiring for a quicker transfer to the mercury sub controllers. Once the wiring is labeled, we will transfer each
door one at a time and get it online in the AccessIT! software, then test the reader. So long as the existing
system has onboard memory, the only down time that should be experienced is when the door's wiring is
being transferred from the existing board to the Mercury board. Once the wiring is completed, we will go to
each reader location and replace the existing with the HID Signos readers.
Once the migration installations are completed, we will then start at Public Works installing the new
door's hardware., readers, sub controllers, and terminate the wiring at the doors and the sub controllers.
Lastly, we will then move to the Fire Stations to complete the new installation of AccessIT! at each of those
locations.

ECIC: 2 techs onsite for a day and a half
Well stations: 2 techs onsite less than a day each
