AN ORDINANCE GRANTING A CONDITIONAL
USE TO OPERATE A MASSAGE THERAPY ESTABLISHMENT AT
THE PROPERTY 834 EAST RAND ROAD UNIT 12
MOUNTPRO PECT ILLINOIS
WHEREAS, Mongolian Massage Therapy Spa Inc, (""Petitioner"), is seeking a
conditional use to operate a massage therapy establishment for property
located at 834 East Rand Road Unit 12 and legally described as:
PARCEL 1: UNIT 12 TOGETHER WITH ITS UNDIVIDED PERCENTAGE INTEREST
IN THE COMMON ELEMENTS IN THUNDERBIRD OFFICE AND COMMERCIAL
CONDOMINIUM BUILDING NUMBER 3 AS DELINEATED AND DEFINED IN THE
DECLARATION FILED AS DOCUMENT NO. LR3376438, AS AMENDED, IN THE
SOUTHWEST 1/4 OF SECTION 35, TOWNSHIP 42 NORTH, RANGE 11, EAST OF
THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS.
PARCEL 2: EASEMENTS APPURTENANT TO AND FOR THE BENEFIT OF PARCEL
1 AS SET FORTH AND DEFINED IN THE DECLARATION OF EASEMENTS FILED
AS DOCUMENT NO. LR3137800 FOR INGRESS AND EGRESS, ALL IN COOK
COUNTY, ILLINOIS.

WHEREAS, the ""Petitioner" seeks a conditional use to allow a massage
therapy establishment; and
WHEREAS, a Public Hearing was held on the request for a conditional use
being the subject of PZ-18-25 before the Planning and Zoning Commission of
the Village of Mount Prospect on the 23rd day of October 2025 pursuant to
proper legal notice having been published in the Daily Heraild Newspaper on
the 8th day of October 2025; and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect
have given consideration to the request herein and have determined that the
request meets the standards of the Village and that the granting of the
conditional use to allow a massage therapy establishment would be in the best
interest of the Village.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
,SE!gJ10N ONE: That the recitals set forth hereinabove are incorporated
herein as findings of fact by the Mayor and Board of Trustees of the Village of
Mount Prospect.
SECTION T+ QQ: The Mayor and Board of Trustees of the Village of Mount
Prospect do hereby grant a conditional use to operate a massage therapy
establishment for property located at 834 East Rand Road Unit 12, Mount
Prospect subject to the following conditions:
1. Any massage therapist employed at the business establishment shall
hold a valid massage therapist license with the State of Illinois;
2. Compliance with all applicable development, fire, building, and other
Village Codes and regulations; and
3. A new conditional use approval shall be required for:
a. A change of ownership involving 50% or more of the officers or
partners;
b. A change in legal entity; or
c. A change in location.
SECTION THEE: This Ordinance shall be in full force and effect from and
after its passage, approval and publication in pamphlet form in the manner
provided by law.
