Action Item
Asphalt streets that have been paved within the past five to six years are chosen for crack
sealing repair as part of the Village's annual preventative maintenance program. Pavement
typically develops transverse and longitudinal cracks within five to six years. These cracks
allow water to get under the pavement and weaken the base, causing premature pavement
failures. To prevent further deterioration, the cracks are sealed and the life of the pavement is
extended for an additional ten to fifteen years.
Concrete streets conversely tend to last longer before preventative maintenance is required.
The Village has a few concrete streets, one being Wolf Road. It was constructed in 1990 and
has had periodic crack sealing performed. The northbound lanes were crack filled in early
2025. Southbound lanes have open cracking that need repair.
A contract for crack filling work was awarded to Patriot Pavement Maintenance of Wheeling,
Illinois, by the Village Board on February 21, 2024.
This contract was the result of a joint bid promulgated by the Municipal Partnering Initiative
(MPI). MPI is a collective of Cook, Lake, and Du Page County municipalities that have
successfully leveraged bulk purchasing and workload sharing to reduce the cost of many
municipal services. Mount Prospect is a member of MPI.
The bid is structured like other MPI bids that the Village has previously participated in. The
length of the contract is for years with the option of annual extensions beyond the termination
date by mutual written agreement. The Village is in the second year of the three-year
contract.
The 2025 asphalt pavement crack filling project was completed earlier this year with all
allocated funds expended.
Wolf Road is currently scheduled for concrete rehabilitation in 2028. The Village received a
$2.55 million Surface Transportation Program (STP) grant to replace deteriorated concrete
sections and potentially install an asphalt course on top to improve the rideability of the road.
Until then, it is imperative to minimize further deterioration that would increase concrete
replacement costs in 2028.
Staff recommends crack -filling the southbound lanes before winter to prevent further damage
caused by the freeze/thaw cycle during the winter months. This work should effectively
prevent further deterioration of the roadway and maintain a reasonable driving surface until
the pavement can be more comprehensively rehabilitated in 2028.
Staff surveyed the southbound lanes and determined that approximately $75,000 worth of
concrete mastic crack -filling is needed to completed all southbound lanes between Euclid
Avenue and Central Road. This estimate was derived by applying 2025 contract rates for
mastic to estimated quantities.
Staff has also identified a surplus of unexpended funds ($75,000) in the Street Resurfacing
Construction Fund. These are unspent funds following completion of the 2025 Street
Resurfacing Program. The Director of Finance has authorized using these funds for concrete
crack -filling on Wolf Road provided the Village Board approves of the contract increase.
The current contract is with Patriot Pavement Maintenance of Wheeling, Illinois. Patriot
Pavement has previously performed this work for the Village, and all work was performed
satisfactorily.
Patriot Pavement Maintenance has agreed to perform the additional work this year, before the
beginning of winter, if approved.
Discussion
Alternatives
1. Approve the change order request for Patriot pavement Maintenance of Wheeling,
Illinois for $75,000.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends approving a change order that increases the 2025 Pavement Crack Sealant
Project by an amount not to exceed $75,000 for the purpose of installing concrete mastic
crack fillers in the southbound lanes of Wolf Road between Euclid Avenue and Central Road.

Contractor assumes full responsibility for the acts and omissions of its employees
and agents while engaged in performing services under the Contract. Contractor
agrees, to the greatest extent permitted by Illinois law, to protect, indemnify, save
and hold forever harmless the Village, its officers, appointed and elected officials,
Mayor and Board of Trustees, employees, volunteers, attorneys and agents from
and against any and all liabilities, obligations, claims, losses, damages, penalties,
and costs and expenses resulting from any suit, claim, demand, judgment, or
cause of action initiated by any person, including Contractor and its officers,
officials, employees, subcontractors, volunteers and agents, arising out of,
connected with, or in any way associated with the performance of services covered
by this Contract or the equipment used in connection therewith.
9.CONTRACTORS LIABILITY INSURANCE
Contractor shall not commence, with the, petformance of" services under this
Contract until it has obtained all insurance required hereunder and such insurance
has been approved by the Village. Certificates of such insurance shall �be filed with
the Village prior to commencing work. Additionally,, Contractor will provide the
Village with a letter from the insurance carrier that the Village will be notified within
thirty (30) days of the pending cancellation of any policy relating to this Contract.
