Action Item
As part of the 2017 and 2023 water and sewer rate studies, renewal and replacement of the
Village water mains, fire hydrants, valves, and other distribution system appurtenances were
identified as a high priority. One outcome of this study was an increase in funding for water
main replacement projects.
A primary goal of accelerating the pace of water main replacements is to reduce the life cycle
of water mains from an unsustainable 600 years to a more pragmatic 130 years. 2018 was the
first year of an accelerated water main replacement schedule supported by new water and
sewer rates. In the first six years of this accelerated program, the Village has replaced 68,844
feet of water main and rehabilitated an additional 7,882 feet of water main through the cured -
in -place pipelining process.
Staff seeks to replace 13,800 linear feet of existing water main in 2026. Locations include
Willow Lane, Tamarack Dr., Catalpa Lane, Wa Pella Avenue, School Street, Pine Street,
Tower Lane and Maple Street.
These pipe sections are scheduled for replacement due to multiple water main breaks within
the last 10 years. Plans are to abandon the existing water main in place and install a new
water main adjacent to the old one. Associated main line valves, fire hydrants and residential
buffalo boxes will be replaced. The water main size will also be increased from 6" to 8" and
from 10" to 12" on Pine Street. Planned changes will improve water flow and pressure. The
attached location map depicts the proposed project area.
RFP Results
On September 23, 2025, eight technical proposals and eight cost proposals were received.
Each proposal was evaluated based on the background of the firm, related project experience,
proposed services and scope of work, schedule of work effort and proposal content. Each firm
received a point ranking (total points = 100) for each criterion. Table 1 below summarizes this
analysis.

The lowest cost proposal was submitted by IMEG Group of Gurnee, Illinois.
Discwssinn
IMEG Group's proposal provided numerous examples of successful water main replacement
and rehabilitation projects similar in scale and scope to the proposed work. Examples provided
include water main replacement in the Village of Arlington Heights, Village of Stone Park,
Village of Fox Lake, Village of Wilmette and several surrounding municipalities. A copy of
IMEG'S technical proposal is enclosed.
IMEG Group provided civil, survey and construction engineering services for the Village's 2021,
20231 2024 and 2025 water main replacement and rehabilitation project. These projects
included the design and inspection of 50,000 linear feet of water main replacement and
rehabilitation in various parts of the Village. These projects also included the replacement of
all associated main line valves, hydrants, buffalo boxes, and the full replacement of 124 lead
water service lines. This work required rehabilitation of roadways, sidewalks, curbs and
parkways.
IMEG Group also provided construction inspection, measurements, computations and
documentation of quantities for the rehabilitation of the water main at 4 railroad crossings and
9 creek crossings using cured -in -place pipe lining within the Village in 2021.
They provided design and inspection services for the rehabilitation of 1,728 linear feet of a 16"
water main that cuts through the Mount Prospect Golf course in 2024.
IMEG is also proposing to utilize the same project team that has worked on previous water
main replacement projects for the Village. This team has demonstrated the ability to execute
full lead service line replacements, coordinating with the Village's Public Works Department
Engineering Division on road resurfacing program and communicating with residents.
Staff also contacted references from municipalities that have contracted with IMEG Group on
similar projects and received positive feedback. Staff believes that IMEG Group can
successfully complete this project for the fee requested.
Finally, staff concludes that IMEG has attributed a reasonable work effort (1,498 hours) to this
project and requested a competitive fee ($167,000 or approximately $111 /hour). Staff is
requesting a 10% contingency ($16,700.00) to address any unforeseen issues, should they
arise. A 10% contingency would bring the project award total to $183,700.00 (the
$167,000-00 base bid plus the 10% contingency of $16,700-00).
Alternatives
1. Accept the proposal from IMEG Group of Gurnee, Illinois for design and construction
engineering for 2026 Water Main Replacement Project.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal from IMEG Group of Gurnee,
Illinois to provide design and construction engineering services for the 2026 Water Main
Replacement for a fee not to exceed $183,700.00.

TRUSTED BUSINESS PARTNER
Since 2018, IMEG has served as a trusted engineering partner
to the Village of Mount Prospect, providing civil engineering,
surveying, and construction administration services for a variety
of i m provements. I n 2022, I M EG led the design and oversight
of a $2.8 million CIPP water main rehabilitation project,
which included 8,000 linear feet of new PVC water main across
several areas of the Village. The project also encompassed roadway
rehabilitation, sidewalk and curb replacement, and landscape
restoration.
IMEG's responsibilities included design, inspection, surveying,
quantity documentation, and full construction oversight. We also

IMEG has proudly partnered with the Village of Fox Lake for the
past 3 years, delivering full -service engineering support for the BUSINESS
redevelopment of Lakefront Park. IMEG collaborated with the ALLIANCE
Village through all phases of the Lakefront Park redevelopment
project, providing engineering, construction oversight and contract SERVICES
management services. Acting as the Village's lead consultant, IMEG
managed coordination with IDOT and other regulatory agencies,
secured approvals, and oversaw both technical execution and
administrative compliance.
Our scope included drainage and environmental analysis, traffic
review, civil design, utility planning, and permitting, followed by
documentation and contractor coordination. IMEG maintained
close communication with Village staff throughout the project,
offering progress updates and ensuring alignment with objectives
and funding requirements.
IMEG also competed the as -built survey and record drawings at
project completion and previously contributed to the Lakefront
Park Access Road Layout as a subconsu tant to Copenhaver
Construction. IMEG continues to support the Village through
DOT-prequalified bid opportunities for upcoming roadway and
subdivision projects within the park and surrounding areas.

VILLAGE
WATER MAIN IMPROVEMENTS
The project: The Village of Wilmette undertook the
rehabilitation of a 12-inch water main located in the alleys
north of Greenleaf Avenue, stretching from Wilmette
Avenue to Sheridan Road. This 5,900-ft water main, originally
constructed over 100 years ago, had once served as a
transmission main when the Village received its water supply
from the City of Evanston.
The goal: The primary goal was to extend the service life of
the aging infrastructure, improve system reliability, and reduce
the risk of costly failures while minimizing disruption to
residents and businesses.
Design approach: IMEG performed topographic
surveys, inspections, and geotechnical and environmental
investigations to support the development of compete
engineering plans and specifications. Rehabilitation
methods included cured -in -place pipe lining and targeted
abandonment, supplemented with valve and vault repairs,
pavement patching, and other collateral work. The team also
prepared and coordinated permit submissions with IEPA, IDOT,
Cook County, and other agencies. Rigorous QC/QA reviews
and constructabi ity evaluations ensured the plans were
reliable, cost-effective, and ready for bidding.
Challenge: The primary challenge involved designing a cost-
effective rehab strategy for a century -old water main in narrow
alleys with active residential access. Careful panning was
required to balance constructabi ity,long-term performance,
and minimal disruption to surrounding properties.
Project outcome: The Village received a compete, bid -ready
design package that addressed both regulatory requirements
and community needs. The improvements provided a durable,
constructible solution that extended the life of the water main
and supported the continued delivery of safe, dependable
water service.

IMEG understands the Village is requiring the service of
a consulting engineer to provide design and construction
administration for 13,800 linear feet of water main rehabilitation
within the Village -owned potable water distribution system. Our
team has extensive experience with these types of projects. We
have outlined a brief design and construction phasing outline.
COLLECTION:DATA
Immediately upon selection, we will request copies of available
data including, but not limited to, existing city utility/street maps,
previous site improvements plans, and any other information
regarding the existing conditions for the site.
TOPOGRAPHIC SURVEYS:
After review of available information, we will schedule the field
surveys of the project site. This information will provide the base
necessary to develop plans sheets and identify any issues that need
to be addressed in the design phase.
INVESTIGATIONS:SOILS AND SUBSURFACE
Depending on the availability and relevance of existing
geotechnical information, soil borings and/or pavement cores may
be ordered to determine thickness of the existing pavement, as
well as physical composition of the soils to provide to contractor
for soil disposal.
PRELIMINARY DESIGN:
IMEG will coordinate with utility companies to obtain all possible
utility information to determine points of possible conflict. Access
alternatives for proposed water main location determine locations
for proposed valves and fire hydrants. Determine appropriate street
rehabilitation.
Once the preliminary plans are approved, we will begin preparation
of the plans and bidding documents. Upon completion, these
plans will be provided to the team along with the estimate of cost
at this time, we will also begin meeting and coordinating with the
regulatory agencies.
IMEG believes communication with the client, design team and
regulatory agency is essential to a successful project. The project
manager wil I be in constant contact with the city, design team
and regulatory agency to ensure all aspects of design and costs
are addressed to the satisfaction of the city and in accordance
with the requirements of the regulatory agencies. All work will be
coordinated with and in accordance with Village requirements.
PERMIT ACQUISITIONS -
We will obtain all necessary permit acquisitions from the IDOT,
County, IEPA and/or MWRDGC and any other agencies with
jurisdiction, as necessary.
CONSTRUCTION ADMINISTRATION PHASE
We will respond to all RFI's and questions the contractor may have,
review material submittals and pay application/pay order requests.
We will provide full time construction observation of the proposed
improvements, so they are constructed in substantial accordance
with the documents. We will, also, perform construction staking
of the proposed improvements. IMEG will prepare as-bui is and
incorporate them along with all RFI's and ASI's into the drawings.
The drawings will be submitted electronically to the team and will
assist in updating the GIS.
All work will be coordinated with and in accordance with city
requirements.
Our proposed team consists of staff from our local offices to utilize
local knowledge and experience —with a deep bench of additions
resources.
APPROACH TO PROJECT MANAGEMENT:
During all phases of the project the project manager will provide
the appropriate manpower necessary is available. The project
manager will be involved in all decision making and ensure that
QA/QC is performed on each phase of the project.
STAFFING COMMITMENT:
IMEG has a culture of can do and we exhibit that commitment
to all of our clients by doing what ever is necessary to exceed
exception. That includes involving senior staff in all projects.
We are committing the staff whose resumes are included in our
submittal, these are senior leaders who will remain involved in
the project from beginning to end. While we will involve younger
engineers in a production capacity they will work under constant
senior leadership and guidance.
COMMUNITY COMMUNICATION:
We keep an open line of communication with the residents and
business in the project area. We will provide a weekly schedule
updating to all residents and business, along with direct contacts
address any concerns or field issues.
