Action Item
The Mount Prospect Foreign Fire Tax Board (FFTB) has approved a proactive health initiative
to offer voluntary cancer screenings for all active fire department personnel, including Admin,
Fire Prevention, Emergency Management, and Paid on Call members, with 100% of the cost
covered by the Foreign Fire Tax Fund (FFTF). Retirees would also be eligible for these
screenings, with the FFTF covering 50% of their screening costs.
Foreign Fire Tax Board Overview
The purpose of the FFTB is to receive and expend foreign fire tax funds for the maintenance,
use and benefit of the Fire Department, in accordance with the Illinois Statutes. FFT revenue is
generated through a tax imposed on insurance companies. In accordance with Illinois Public
Act 95-0807, insurance companies domiciled outside of Illinois are subject to a 2% tax/fee on
premiums from policies that include fire coverage within the Village of Mount Prospect and its
annexed areas. The FFT board manages the funds following Village purchasing policies, and
the Village acts as a custodian of the funds.
This is accomplished through submitted proposals the board reviews and votes on during
scheduled meetings. Only proposals that meet the criteria noted above are approved after
thorough review and discussion by board members. The FFTB includes seven elected
members comprised a Battalion Chief or higher rank, one Lieutenant, two firefighters, one non -
sworn personnel, one department "at large" member and the Fire Chief. Any board approved
proposals of $10,000 or more are presented to the general membership for a vote before
approval. All sworn and non -sworn members of the department are included in the general
membership.
Cancer Screening Proposal
The table below outlines the current cancer screening practices of neighboring towns.
Arlington Heights was the first municipality to implement cancer screenings, in 2023. While
Mount Prospect is not the first department in the area to offer screenings, the FFTB proposal is
offering the most comprehensive approach.
Of the eight towns listed, five are either currently funding or will fully fund the screenings
through their respective FFTFs.

All area towns that conduct screenings use the companies below for screenings. They can be
considered a sole source as proactive (elective) cancer screening for firefighters is relatively
new. While there are other companies that offer blood tests, ultrasounds and MRI scans, they
do not offer these tests directly to the public, or do not offer tests as comprehensive.
Screening Tests Offered:
Grail (Galleri) Blood Test (screens for 55 cancer types)
There are two industry leaders in Multi Cancer Detection (MCD) tests, Galleri and
Cancerguard. Only Galleri is currently available directly to consumers.
United Diagnostic Services (UDS) Ultrasound (screens 9 organs
UDS is focused on the health of firefighters and other first responders, tailoring their scans for
cancers based on the profession. The Galleri test and UDS ultrasound are scheduled together
and administered at the fire station making the screening process easier for on shift personnel.
Prenuvo Full Body MRI (only for those 55 and over)
Prenuvo and Ezra are the only two companies in the Greater Chicagoland area that offer a
preventative full body MRI, Ezra is less expensive. Ezra testing is not as comprehensive as
Prenuvo which includes the head, neck, chest, abdomen, pelvis, spine and legs. (Ezra does
not include the chest or legs).
Participation in this program is entirely voluntary, and total costs will vary based on member
participation. The maximum cost for 2025 is not to exceed $85,000. The maximum cost is
based on the 45 eligible employees and 12 retirees interested in screening.
Staff discussed the cancer screening program with the Intergovernmental Risk Management
Agency (IRMA). The Village's representative confirmed IRMA is in full support of these
screenings.
Discussion
Alternatives
1. Approval of the proposed cancer screening program for fire department personnel and
retirees, at a cost not to exceed $85,000, to be funded entirely through the Foreign Fire Tax
Fund.
2. Action at the discretion of the board.
Staff Recommendation
Staff recommends that the Board approve the proposed cancer screening program for fire
department personnel and retirees, at a cost not to exceed $85,000, to be funded entirely
through the Foreign Fire Tax Fund.

focused on in the chart. They also all have their blind spots***
Our plan on how to implement the cancer testing:
<44 years old you get the UDS and GRAIL tests on your quinquennial year
45 - 54 years old you get the UDS and GRAIL tests every 2 years
55 you get UDS, GRAIL and Prenuvo
>55 you alternate between ultrasound and blood one year and then MRI the next
year. You then stay on this alternating schedule.
