AN ORDINANCE GRANTING A CONDITIONAL
USE TO OPERATE A MASSAGE THERAPY ESTABLISHMENT AT
THE PROPERTY 1518 NORTH ELMHURST ROAD
MOUNT PROSPECT ILLINOIS
WHEREAS, Oriental Healing Massage, Inc., ("Petitioner"), is seeking a
conditional use to operate a massage therapy establishment for property
located at 1518 North Elmhurst Road and legally described as:

WHEREAS, the "Petitioner" seeks a conditional use to allow a massage
therapy establishment; and
WHEREAS, a Public Hearing was held on the request for a conditional use
being the subject of PZ-09-25 before the Planning and Zoning Commission of
the Village of Mount Prospect on the loth day of July 2025 pursuant to proper
legal notice having been published in the bail Herald News a er on the 251h
day of June 2025; and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect
have given consideration to the request herein and have determined that the
request meets the standards of the Village and that the granting of the
conditional use to allow a massage therapy establishment would be in the best
interest of the Village.
NOW, THEREFORE, BE IT'ORDAINED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That the recitals set forth hereinabove are incorporated
herein as findings of fact by the Mayor and Board of Trustees of the Village of
Mount Prospect.
SECTION TWO: The Mayor and Board of Trustees of the Village of Mount
Prospect do hereby grant a conditional use to operate a massage therapy
establishment for property located at 1518 North Elmhurst Road, Mount
Prospect subject to the following conditions:
1. The petitioner shall submit a building permit application with
architectural stamped and signed permit drawings that indicate the
building, mechanical, electrical, and plumbing modifications;
2. Prior to issuance of a business license:
a. The petitioner shall pass all building permit inspections; and
b. The petitioner shall submit to the Village valid state licenses for
the massage therapists to be employed at the business;
3. Any massage therapist employed at the business establishment shall
hold a valid massage therapist license with the State of Illinois;
4. Compliance with all applicable development, fire, building, and other
Village Codes and regulations; and
5. A new conditional use approval shall be required for:
a. A change of ownership involving 50% or more of the officers or
partners;
b. A change in legal entity; or
c. A change in location.
SECTION THREE: This Ordinance shall be in full force and effect from and
after its passage, approval and publication in pamphlet form in the manner
provided by law.

Lot 3 in Old Orchard Country Club Subdivision, being a subdivision of part of
the Northwest Quarter of Section 27, and part of the East Half of the
Northeast Quarter of Section 28, Township 42 North, Range 11, East of the
Third Principal Meridian, in Cook County, Illinois.
Except that part described as follows: Beginning at the Northeast corner of
said Lot 3; thence West along the North line of said Lot 3, a distance of 15
