Meeting August 6, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Y Dollar Amount $258,247.00 Budget Source Capital Improvements Fund Category CONSENT AGENDA Type Action Item Information A key component of the Village's strategic plan is to create a pedestrian infrastructure network that promotes multi -modal transportation options. A top priority project in 2025 is to modify the existing crosswalk at the intersection of Central Road and Weller Lane. This crosswalk currently has post -mounted rectangular rapid flashing beacons that will be replaced with an overhead mast arm and post -mounted rectangular rapid flashing beacons, matching the design at Cathy Lane. Construction of this project will also fulfill an important objective of the Village's 2017 Central Road Pedestrian Crossing Study. Other projects included in the study that have recently been completed include crosswalk improvements at Emerson Street and at Cathy Lane. The current configuration of this crosswalk was constructed in 2015. This proposed project will modify the crosswalk to incorporate the recommendations of the 2017 Central Road Pedestrian Crossing Study. It will also provide the intersection with a look and functionality similar to other recently constructed crosswalks on high -volume roadways, including Central & Emerson and Main & Busse Ave. The crosswalk at Central & Cathy already has overhead signage and Rectangular Rapid Flash Beacons (RRFBs). The existing RRFB crosswalk at Busse Road & Lonnquist Boulevard will be upgraded to overhead RRFBs as part of the Busse Road reconstruction project next year. Central Road is a four -lane arterial road under the jurisdiction of the Illinois Department of Transportation (IDOT). Weller Lane is a local street under the jurisdiction of the Village. The Weller Lane intersection is controlled by a stop sign. There is an existing enhanced crosswalk at this location that includes post -mounted rectangular rapid flashing beacons and a raised median island. This project will replace the far side beacons with an overhead beacon to go along with the near side and median island beacons. This project will directly connect to the Village's streetlight power source on Central Road, replacing the existing solar -powered power supply. The Village retained Civiltech Engineering Inc. (Civiltech) to provide design engineering. The design includes installing new mast arms, signage including overhead pedestrian crossing signs that illuminate at night and pedestrian -activated rectangular rapid flashing beacons. Minor sidewalk improvements are required on the north side of Central Road. There is no proposed work to Central Road itself. Construction drawings and specifications have been approved by IDOT. Village staff is seeking to enter into a construction contract for the project. Work will not begin until the contractor has all the parts required for the crosswalk system in order to limit its impact on the public. Staff expects the work to be completed by the end of the year. The existing rectangular rapid flashing beacons are to remain operational until the new ones are turned on. Bid Results A Notice to Bidders was posted on the Demandstar website and Village staff contacted local contractors. A bid opening for the project was held on June 23, 2025. Four contractors submitted a bid. A low bid of $234,770.00 was received from Lyons Electric Company, Inc. of LaGrange, Illinois. The bids were checked for accuracy with no errors found. All bidders submitted the required documents and correctly signed their bid and bid bond. Lyons Electric Company, Inc. of LaGrange, Illinois has provided general electrical design and construction services for over 65 years, including infrastructure work such as traffic signal and roadway lighting systems. They currently perform routine and emergency traffic signal maintenance for the Village as part of an annual contract. Previous work has been acceptable. The low bid from Lyons Electric Company, Inc. is 12.2% above the cost estimate prepared by Civiltech. This can be attributed to the unpredictability in the cost of a few items such as traffic control, protection, and mobilization. The majority of the bid items are electrical in nature. As Lyons Electric Company, Inc. is an electrical contractor, their electrical costs were slightly lower than other bidders. The project experienced design delays due to prolonged permitting reviews at IDOT. This required Civiltech to continually update the cost estimate over the past 18 months in an attempt to match rising construction costs. This proved difficult as some material costs have seen additional increases since advertising the project. It is staff's opinion that rebidding the project will not yield lower prices. Three of the bids were relatively close together, reflecting an accurate cost of the project given the economy. As material costs continue to rise, rebidding may see even higher prices. Rebidding may limit contractor interest. Some or all of the existing bidders may not re -bid because their pricing has already been exposed. Staff recommends that a 10% contingency be included in the construction contract to allow for quantity variances and unanticipated conflicts. For the construction contract, a 10% contingency added to the lowest bid would result in a total contract award of $258,247.00. (Base Bid: $234,770.00 + Contingency: $23,477.00 = Total Recommended Award: $258,247.00). Alternatives 1. Accept the lowest cost, responsive bid for the Central Road & Weller Lane Crosswalk Modifications. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest -cost, responsive bid for construction of the Central Road & Cathy Weller Lane Crosswalk Modifications as submitted by Lyons Electric Company, Inc. of LaGrange, Illinois for an amount not to exceed $258,247.
