Information
This memorandum transmits the bid results for the Central Gateway Site Work. This project
has been identified as a high -priority management action in the Village's 2025 Strategic Plan.
The Central Gateway site is located at 310 West Northwest Highway. The Village purchased
this property in June 2024 and took possession of the property on November 30, 2024. The
property hosts a one-story, masonry, commercial building with no basement. The building and
property were most recently the site of an automotive repair facility. The property had
previously been the site of a commercial gas station. The building is currently vacant and
being demolished.
The Village Board approved the demolition contract for an amount not to exceed $186,692.00
to Fowler Enterprises at the June 3, 2025 Village Board Meeting. The demolition will result in a
cleared site, backfilled with clean dirt to the existing ground level, ready for the next steps of
development. All environmental concerns will be addressed as part of the demolition
contract.
The next step is to construct the site work for the project. The restoration plan for this site
primarily features permeable surfaces including various plantings, trees, shrubs, turf, and
seasonal flowers. The site will also host a clock tower as the main architectural centerpiece at
the heart of the plaza. A small amount of brick sidewalk will be installed within the plaza to
access the clocktower and six new public parking spaces will be installed along the eastern
edge of the property. A new garbage enclosure, some nominal pedestrian -level lighting, curb -
cut removal, and brick replacement in the adjacent Central Road and Northwest Highway
rights -of -way will also be included in the project scope.
This site work contract includes parking lot construction, alley resurfacing, clock tower
foundation, garbage enclosure pad, and all concrete edge work required for brick paver
installation. Items excluded from the contract include landscaping, brick paver installation,
electrical work, light fixtures, irrigation and clock tower installation. These items will be
accomplished through a separate contract.
Village staff is seeking at this time to enter into a construction contract for the site work as
described above. Site work is expected to begin in September and be completed by the end of
October. Hardscaping and landscaping will take place after the site work is complete and is
separate from this project.
Bids were let on July 11, 2025. Invitations to bid were distributed to contractors that have
submitted bids on similar projects in the past. A bid notice was posted on the Village website
and the Euna OpenBids (formally Demandstar) clearinghouse website.
Bid Results
A bid opening for the project was held on July 28, 2025, with three contractors submitting
bids. A low bid of $284,255.87 was received from Alliance Contractors Inc. of Woodstock,
Illinois. Below is a summary of the bids:

Discussion
All bidders submitted a bid bond in the amount of 10% of their total bid as required by the
contract documents. Bids were checked for accuracy and no errors were found. All bidders
submitted the required documents and correctly signed their bid and bid bond.
Alliance Contracts Inc. of Woodstock, Illinois has provided general construction services for
over 48 years, including infrastructure work like parking lots, sidewalks and streetscape. They
recently completed the IL 83 (Main Street) & Busse Avenue Crosswalk Project as well as the
Rand -Central -Mount Prospect Intersection Improvements in the Village. Their work has been
acceptable.
The low bid from Alliance Contractors Inc. was 1.4% lower than the next highest bid and 1.8%
lower than the highest bid on the project. Due to the three bids coming in within 2% of each
other, Village staff are confident the prices match the current market rate for the type and size
of project.
Staff recommends a 10% contingency be included in the construction contract to allow for
quantity variances and unanticipated conflicts. For the construction contract, a 10%
contingency added to the lowest bid would result in a total contract award of $321,681.46.
(Base Bid: $284,255.87 + Contingency: $28,425.59 = Total Recommended Award:
$312,681.46).

Staff recommends that the Village Board accept the lowest -cost, responsive bid for
construction of the Central Gateway Site Work as submitted by Alliance Contractors Inc. of
Woodstock, Illinois in an amount not to exceed $312,681.46.
