Meeting August 6, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Dollar Amount Budget Source Category Type Information Y $198,675.00 Prospect and Main TIF Fund VILLAGE MANAGER'S REPORT Action Item This memorandum transmits staff's recommendation to procure a contractor for the installation of new bricks and the replacement of existing bricks in and around the Central Gateway site at 310 West Northwest Highway. This project has been identified as a high - priority management action in the Village's 2025 Strategic Plan. The Village purchased this property in June 2024 and took possession of the property on November 30, 2024. The building and property were most recently the site of an automotive repair facility. The property had previously been the site of a commercial gas station. The building is currently vacant and undergoing demolition. The restoration plan for this site features permeable surfaces including various plantings, trees, shrubs, turf, and seasonal flowers. The site will also host a clocktower as the main architectural feature at the heart of the plaza. A small amount of brick sidewalk will be installed within the plaza to access the clocktower and six new public parking spaces will be installed along the eastern edge of the property. A new garbage enclosure, some nominal pedestrian -level lighting, curb -cut removal, and brick replacement on the adjacent Central Road and Northwest Highway rights -of -way will also be included in the project scope. Most of the above -referenced work is under way or under contract except for the brick sidewalk work. To secure a contractor to perform this job, staff approached the Village's current brick replacement contractor, LPS Pavement Company of Oswego, Illinois, and requested a cost proposal. The Village Board awarded LP a three-year (2024-2026) contract (the Brick Paver Maintenance Contract) to replace bricks on public rights -of -way at the June 4, 2024, Village Board meeting following a competitive bid process. LPS submitted a written cost proposal to perform the specified work at the 2025 Brick Paver Maintenance Contract prices. The calculated value of the proposed work at these rates is $180,613.86. This fee includes the cost of brick pavers. A copy of LPS' cost proposal is attached. Discussion LPS has performed brick paver installation and replacement work for the Village for many years. All of their work has been completed efficiently and with good quality results. In addition, the scale and scope of this proposed project is similar to projects LPS has performed for the Village in the past. The award for the Brick Paver Maintenance Contract in 2024 was $262,000. The award in 2025 was $262,500. Staff is confident that the firm can satisfactorily complete a project of this size at the prices proposed. Staff recommends including a 10% contingency in the award which would increase the proposed contract value to $198,675. Alternatives 1. Waive the rules requiring public bidding and accept the proposal from LPS Pavement Company to install bricks at the Central Gateway site. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board waive the rules requiring public bidding and accept the proposal from LPS Pavement Company of Oswego, Illinois to provide brick paver installation and replacement work for the Central Gateway Project for a cost not to exceed $198,675. The following pricing is based upon the stated quantities on the attached drawing dated 6/30/2025. Installation of brick pavers - 9,480 SF @ $11.25/SF**........................................................................ $106,650.00 Regimental Red Belden pavers — 7,833.33 SF @ $6.75/SF................................................................ $ 52,874.98 Carbon Black Belden pavers — 2,088.89 SF @ $9.03/SF..................................................................... $ 18,862.68 Carbon Black ADA Belden pavers — 106.67 SF @ $2O.87/SF............................................................. $ 2,226.20 Grand Total = $180,613.86 ** Installation unit price of $11.25/SF is derived from our existing contract Year 2 (2025 season) - Pay Item Existing Remove and Replace of $13.5O/SF, less the cost of $2.25/SF for removal of existing brick pavers. Additional Comments: Pricing is based upon the work being performed during the 2025 working season. Pavers cannot be installed in freezing weather or upon frozen aggregates or subgrade. Removals of existing materials by others. Stone base course (CA-6 stone) placed and compacted by others to minus 3-1/2". Concrete curbs of any type by others to proper elevations. Pricing assumes ADA pavers at the corner of Northwest Highway and Central Road. Permits and lane closures by others as needed for the above project. Materials will need to be secured in a timely manner for the Fall installation timeframe. LPS Pavement Company will follow Cook County Prevailing Wage guidelines for this project.
