July 15, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $554,185.60 CIP VILLAGE MANAGER'S REPORT Action Item The Fire Department is requesting Village Board approval to waive the competitive bidding process and purchase 10 new Stryker LifePak 35 cardiac monitors to replace our 2017 Zoll X Series units, which have reached the end of their recommended service life. This investment was included in the 2025 Capital Improvement Program (CIP) and supports our commitment to delivering the highest standard of pre -hospital care. There are two primary cardiac monitors used in EMS today —one from Zoll, our current vendor, and one from Stryker. After extensive research and an eight -month field trial of the Stryker Lifepak 35 across our ambulances, including during multiple cardiac arrests, the department's EMS Committee has selected the Lifepak 35 as the preferred monitor moving forward. While Zoll has a new monitor in development, it has not yet received FDA approval and remains unavailable for purchase. We previewed this device twice under non -disclosure agreements, but despite its potential, we still favor the LIFEPAK 35 based on performance, usability, and available features. Aside from purchasing an outdated model from Zoll, the LIFEPAK 35 is essentially the only monitor available to purchase. Key features of LifePak 35: cprINSIGHTTm Analysis Technology: Allows heart rhythm analysis during chest compressions, reducing pauses and improving the effectiveness of CPR, leading to better outcomes in cardiac arrest patients. 10.4" High -Definition Touchscreen: A large, high -definition screen that's rugged and chemically reinforced to withstand field conditions including drops and impacts. Improved Port Accessibility: Simplifies and speeds up the connection of vital sign leads, critical during fast-moving EMS responses. This can also integrate future technologies without having to purchase a new monitor. STJ InsightTm Technology: Helps detect subtle changes in the cardiac waveform, allowing earlier recognition of possible heart attacks and faster care coordination with hospitals. Pediatric -Specific Features: Offers pediatric -friendly prompts, monitoring, and defibrillation settings —helping paramedics treat younger patients safely and effectively under pressure. Energy Delivery — Escalation to 360 Joules: The LifePak 35 can deliver defibrillation energy up to 360 joules, compared to a maximum of 220 joules with the Zoll Monitor. This is critical because ventricular fibrillation is identified in nearly 70% of cardiac arrest patients, and of those 70%, there is a subset of patients that experience "refractory v-fib" meaning higher energy levels are required to convert them out of the fatal rhythm. Refractory v-fib is reported to have a mortality rate as high as 97%. With every defibrillation attempt, the success rate of resolving the v-fib decreases and mortality increases. Utilizing a monitor with the ability to escalate to 360 joules increases the success of conversion. The LifePak 35 monitors have a projected service life of 8 to 10 years, and the purchase includes a 7-year warranty covering all parts, labor, preventative maintenance, and battery service —ensuring long-term reliability and reduced maintenance costs. While this is the first time utilizing LifePak cardiac monitors, the department is already familiar with Stryker's product line through our use of the LUCAS CPR device, Stair -PRO stair chairs, Power -PRO stretchers, and Power -LOAD systems. These devices have consistently performed at a high level and are supported by strong customer service. The Lifepak 35 continues this standard and is built with upgradeable software and modular features to support future EMS advancements. This project was originally budgeted at $674,208. Staff is requesting approval to waive competitive bidding requirements and to purchase 10 new LifePak 35 cardiac monitors from Stryker not to exceed $554,185.60."
