CONSENT AGENDA Action Item A key component of the Mount Prospect Strategic Plan is to partner with appropriate government agencies to resolve troublesome intersection issues. One such area that has received attention in recent years is the three closely spaced intersections involving Rand Road (US 12), Illinois Route 83 (Main Street) and Kensington Road. These traffic -signalized intersections form a triangle that experiences operational issues on a daily basis. Long delays to get through the intersection is a common complaint from motorists. Nearby local streets experience cut -through traffic on a daily basis as a result. Timing adjustments and small road improvements have been made over the years with minor improvements. The Village of Mount Prospect is committed to developing a plan that will provide significant enhancements to the transportation system that will benefit motorists, pedestrians, bicyclists, nearby businesses, and our residents. The Village awarded a contract using local funds to Patrick Engineering Inc. (Patrick) of Lisle, IL to complete a Phase I Engineering Study of the intersection in 2018. Components of the study included a right-of-way survey, topographic survey, data collection, alternatives analysis report, drainage analysis, environmental survey, and lighting review. An initial public meeting was held in December 2018 to solicit input on issues and suggestions for improvement. A presentation was then made to the Village Board in December 2019 on a range of possible alternatives, with focused attention on the preferred alternative. The project scope for the preferred alternative includes the addition of auxiliary lanes, a bike path along Rand Road, roadway lighting, traffic signal upgrades, and improvements at the intersection of Illinois Route 83 and Highland Street. Phase I design approval was obtained in March 2022. The Village awarded a contract using local and STP funds to Patrick Engineering Inc. (Patrick) of Lisle, IL to complete the Phase II design and land acquisition for the project in June 2022. Phase II design and land acquisition is now well underway with a target letting of September 2026. Construction is expected to begin at the end of 2026 with much of the work to be completed in 2027. Final restoration and clean-up may take place in 2028. As part of Phase II design, land and temporary easements need to be acquired in the name of the State of Illinois for construction activities. This land acquisition is required as the roadways will be widened in certain locations to allow for the addition of turn lanes, shared -use paths, and sidewalk construction. 25 properties are affected. The permanent land acquisition and temporary construction easements are required to be in the name of the State of Illinois due to the project being on roads under State jurisdiction. The Village owns one parcel where temporary construction easements are needed: Parcel Number ONN0016, PIN 03-34-200-072, address 111 East Rand Road. This is the location of Fire Station 13. Temporary construction easements are being sought at two locations on the parcel for driveway reconstruction due to roadway widening (IL 83 frontage) and shared use path installation (Rand Road frontage). Temporary construction easements are needed to regrade the driveways and meet ADA standards for the sidewalk and shared -use path that will be crossing them while maintaining acceptable grades for the fire station access. Access to the fire station will be maintained at all times during construction. Discussion It is standard practice for municipalities to donate property as temporary easements for transportation projects along State of Illinois routes. By donating the temporary easements, the land acquisition process of the project at this location will be able to continue without delay. The Village is able to save appraisal and negotiation fees normally due to the consultant, as well as significant time processing paperwork with the Illinois Department of Transportation (IDOT). Alternatives 1. Pass a resolution donating temporary construction easements to the State of Illinois for construction of the Rand/ IL Route 83 / Kensington intersection improvements. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board authorize the donation of temporary construction easements to the State of Illinois for construction of the Rand/ IL Route 83 / Kensington intersection improvements. A RESOLUTION APPROVING A DONATION OF VILLAGE PROPERTY TO THE STATE OF ILLINOIS FOR THE RAND-IL83-KENSINGTON INTERSECTION IMPROVEMENTS WHEREAS, the Village of Mount Prospect endeavors to improve the three closely -spaced intersections involving Rand Road (US 12), Illinois Route 83, and Kensington Road and segments of such roadways that are approximately 1.0 miles, 0.5 miles, and 0.3 miles in length, respectively, and known to the Illinois Department of Transportation as Section Number 18-00170-00-CH; and WHEREAS, land acquisition, in the form of temporary construction easements, of Village property is required for said improvements; and WHEREAS, the Village waives their right to an appraisal for the temporary construction easements and desires to donate the real estate to the State of Illinois. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGAE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Village of Mount Prospect hereby authorizes the convenance of the Village's interest in the following described real estate in Cook County, Illinois to the People of the State of Illinois, Department of Transportation for highway purposes for and in consideration of the benefits resulting from the construction and maintenance of the highway referred to herein: see attached legal description. SECTION TWO: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby authorize the execution and to deliver such instruments as may be necessary or convenient to consummate such temporary construction easement transaction. SECTION THREE: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
