COMMUNICATIONS /%ND PETITIONSv CITIZENS TO BE HEARD CAMPAIGN SIGNS Bill Blaine, candidate for the State Senate, requested the Village suspend enforcement of the Sign Code relative to political signs in the parkway and on-- local telephone and powerpoles. Mayor Farley stated that placing signs in approved areas provides the desired result relative to political signs. DRAINAGE: THOMAS Clarence Bobikewiez, 1114 Meadow Lane, expressed MORE SUBDIVISION concern relative to the difference in ground level between his property and a new home in the Thomas More Subdivision, noting that drainage problems could be created. Village Manager Janonis stated that he would have the Village Engineer check the area and would get back to Mr. Bobikewiez. BOAT TRAILER: Richard Hendricks, 1537 East EmmersonLane, stated that 1510 E.EMMERSON he feels the staff's interpretation of the Village Code relative to trailers is incorrect. Mr. Hendricks stated that the boat on the trailer has been parked in the side yard at 1510 E. ~mmerson Lane for 2 years, and his interpretation of the Code prohibits commercial vehicles in an residential district. Mr. Hendricks also stated that the boat or trailer has not moved in those 2 years. -- Allen Gilbert, 1510 E. ~mmerson Lane, stated that the boat in question is his and while he hasn't had time to use the boat, it will be put to use soon. Mayor Farley stated that a boat trailer is not a commercial trailer but rather a necessary method of transportation for the boat and that he supports staff's interpretation of the Code. MAYOR'S REPORT PROCLAMATIONS: Mayor Farley proclaimed the month of October as LEARNING Learning Disabilities Month. DISABILITIES Mayor Farley also presented a Proclamation to UNITED WAY representatives of the Mount Prospect/Prospect Heights noting the "Kick Off" for the 1992/93 United Way fund raising drive. VEHICLE STICKER Diane Kumpf, President of the Mount Prospect Arts CONTEST RESULTS Council, and Chuck Bennett, member of the Arts Council, joined Mayor Farley in announcing the following winners of the 1993/94 vehicle sticker design contest and presenting them with cash prizes: -- Terri Malkowsky $100 Laury Youngquist $ 50 Vito G. OLD BUSINESS ZBA 42-A-92 ZBA 42-A-92, Text'Amendment TEXT AMENDMENT An Ordinance was presented for first reading that NON-RESIDENTIAL would require a Special Use Permit for non- USES IN residential uses in a residential district. The RESIDENTIAL Zoning Board of Appeals recommended granting a DISTRICT text amendment relative to such uses. It was noted that the proposed Ordinance had been modified to establish specific non-residential uses prohibited in a residential district. SIGN REVIEW SIGN CASE NO. 24-92, Charlie Club CASE NO. 24-92 The Petitioner, Charlie Club, is requesting an AMEND CH. 7 amendment to Chapter 7 (Sign Code) by establishing a Page 6 - October 6, 1992 Special Use category for specific off-premise signs. The Sign Review Board recommended granting this request by a vote of 5-0. Trustee Clowes, seconded by Trustee Hoefert, moved to concur with the recommendation of the Sign Review Board and grant the request in Sign Review Case No. 24-92 UPon roll call: Ayes: Busse, Clowes, Floros, Hoefert, Wilks Nays: None Motion carried. NEW BUBINE~8 ZBA 59-Z-92, ZBA 60-SU-92 & ZBA 62-V-92, 805 Edgewood Lane ZBA 59-Z-92, The Petitioner is requesting the subject property ZBA 60-SU-92 be re-zoned from R-X to R-1 (Single Family Residential & ZBA 61-V-92 District) and a Special Use to permit a 3-car garage 805 EDGEWOOD and a variation to permit a driveway 3 feet wide, tapering to 21 feet at the property line. It was noted that the Petitioner has purchased an existing home, will be demolishing that structure, subdividing the property into two lots and will construct two new single family homes. Trustee Busse, seconded by Trustee Floros, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requests being the subject of ZBA 59-Z-92, ZBA 60-SU-92 and ZBA 61-V-92. The following modifications from the Development MODIFICATIONS Code (Chapter 16) were also requested for FROM 805 Edgewood: to waive the requirement to install DEVELOPMENT sidewalks, curb and gutters, street paving, CODE street lighting and required lot depth. The Plan Commission had considered these requests and recommended granting by a vote of 7-0. It was noted that Edgewood is an unimproved road without these improvements. Trustee Wilks, seconded by Trustee Hoefert, moved to concur with the recommendation of the Plan Commission and grant the modifications from the Development Code as requested for 805 Edgewood. ZBA 63-V-92 ZBA 63-V-92, 1028 Beechwood __ 1028 BEECHWOOD The Petitioner is requesting variations to allow a 2.7 foot wide driveway and lot coverage of 40%, rather than the permitted 35%. The Zoning Board of Appeals recommended granting these requests by a vote of 7~0. Trustee Busse, seconded by Trustee Floros, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variations requested in ZBA 63- V-92. Also requested is a Special Use to permit a 3-car garage. The Zoning Board of Appeals recommended granting these requests by a vote of 7-0. A request for a modification from the Development MODIFICATION Code was presented for 2016 East Euclid Avenue. FROM The Petitioner is requesting the requirement to DEVELOPMENT install sidewalks for this commercial property CODE under development. The Plan Commission recommended granting this request by a vote of 7-0. The Petitioner stated that there are no sidewalks on either side of this property. It was the consensus among the Board members that sidewalks should be installed. Trustee Wilks, seconded by Trustee Floros, moved to concur with the recommendation of the Plan Commission to grant the modification from the Development Code as requested. An Ordinance was presented for first reading that AMEND CH. 21 would amend Chapter 21 (Building Code) authorizing REFUND BOND any deposit balance remaining with the Village to MONIES be forfeited following a required notification, which forfeited amount will be deposited in the General Fund of the Village. Page 9 - October 6, 1992 SHED IN Mrs. Gear noted that she arrived too late to EASEMENT speak under Citizens to be Heard and asked the Board what action the Village has taken relative to sheds in the easement in her neighborhood, and whether the-- Petitioner under a ZBA case has been notified to remove an illegal concrete pad in his rear yard. Village Manager Janonis stated that notifications were given in all instances and copies of those letters would be provided to Mrs. Gear. ViLL~GE~,N~ER~ REPORT BID RESULTS: Village Manager Michael E. Janonis presented bid results. Trustee Hoefert, seconded by Trustee Corcoran, moved to 'concur with the recommendation of the administration and reject all bids for the 50 foot telescopic aerial lift. Trustee Hoefert, seconded by Trustee Corcoran, moved to accept the bid submitted by Power Equipment in the amount of $59,546, including trade-in, for the purchase of a 50 foot telescopic aerial lift. Trustee Corcoran, seconded by Trustee Hoefert, FREUND EQUIP. moved to accept the bid submitted by Freund Equipment in the amount of $36,209.00 for the purchase of a 35,000 GVWR cab and' chassis. The following bids were received for breathing BREATHING apparatus for the Fire Department based on APPARATUS 5 MSA units: Bidder Amount Jefferson Fire & Safety $14,807.00 Air One 16,213.00 MSA 18,382.75 Interstate of Milwaukee 18,442.00 It was noted that correspondence had been received from the low bidder, Jefferson Fire & Safety, informing the Fire Department that they would not be able to meet their bid, therefore it was the recommendation of administration to reject bids and authorize the purchase from Air One. Trustee Hoefert, seconded by Trustee Wilks, moved AIR ONE to reject the bids received for 5 MSA self- containing breathing apparatus. Trustee Hoefert, seconded byTrustee Wilks, moved to accept the bid received from Air One for the purchase of 5 MSA self contained breathing apparatus units for the Fire Department'at a cost not to exceed $16,213.00. Trustee Hoefert requested information on the self breathing apparatus as to how many old units are yet to be replaced and the life expectancy of the new units. Bids were received by the State of Illinois DEICING for deicing chemicals as a multi-community bid. CHEMICALS Page 11 - October 6, 1992 Based on the fact that this is the most cost effective method of purchasing certain items, it was the recommendation of staff that the bidding process waived and authorize the purchase of deicing chemicals from North American Salt Company, in conjunction with the State bidding process. It was noted that the anticipated need for the season is 3,200 tons. NORTH AMERICAN Trustee Wilks, seconded by Trustee Clowes, moved to SALT COMPANY waive the bidding process and authorize the purchase of deicing chemicals from North American Salt Company at a cost not to exceed $22.86 per ton. Trustee Hoefert asked staff to examine is there are environmental alternatives are available, rather than salt. SENIOR CENTER It was noted that the existing boiler in the Senior BOILER REPLACEMENT Citizen Center has developed major leaks and staff recommends replacing the boiler and due to the fact the winter season is almost upon us, it is requested that the bidding procedure be waived and the Board-- consider the following proposals received for the boiler replacement: Bidder Model Amount American Comfort Weil McLain LGB-8 $10,460 National Heat & Power Weil McLain LGB-8 10,580 Ibbotson Weil McLain LBG-8 10,900 AMERICAN COMFORT Trustee Hoefert, seconded by Trustee Corcoran, moved to waive the bidding procedure and authorize the. purchase of a boiler for the Senior Citizen Center from American Comfort Group at a cost not to exceed $10,460.00. SANITARY/STORM A request was presented from staff to authorize the REPAIR/REPLACE repair/replacement of the sanitary/storm sewer in the 500 BLOCK - 500 block of South Hi Lusi, due to a partial collapse. SOUTH HI LUSI Due to the unknown factors in this proposed project, -- it was noted that preparing bid specifications would be difficult, therefore, staff requests the Board waive the bidding procedure and consider the following proposals for this project: Bidder Amount National Sewer & Water, Inc. $ 9,820 Glenbrook Excavating & Concrete, Inc. 13,500 Rossetti Bros. It was noted that the elevated storage tank, located ~LEVATED in the central business district, is scheduled for STO~AGE TANK rehabilitation and in order to develop the specifications, staff requests authorization for Tank Industry Consultants, Inc, located in Speedway,. Indiana, to pre,are the initial bid specifications. It was noted that there are only two companies in the country that are qualified in this area therefore staff requests the bidding procedure be waived and authorize be given to retain Tank Industry Consultants, Inc. at a cost not to exceed $13,780.00. Village Manager Janonis stated the recent PATE development of the Pate Subdivision, off Wildwood SUBDIVISION: Lane, required the Village to improve the roadway WILDWOOD LN and off-site improvements. No official action was taken at that time to authorize the expenditure involved with this improvement, which totalled $43,422. Mr. Janonis also stated that he would suggest the Board implement a rebate program, which would require future home owners to rebate a portion of this cost to the Village. Trustee Corcoran, seconded by Trustee Hoefert, moved MANCINI to ratify action taken in paying Mancini Construction CONSTRUCTION $29,522 and Accu-Paving $12,700.00for the & AClU- improvements to Wildwood Lane. ADDITION TO THE SENIOR CITIZEN Mr. Janonis stated that the staff would like to CENTER proceed with the addition to the Senior citizen Center PROJECT as quickly as possible in an effort to begin the project before the winter is upon us. -He noted that the Ordinance was passed earlier in the meeting authorizing the necessary variations and in order to go out for bid and meet the legal requirementsfor bid notice, it would be necessary to advertise bids with the first possible bid opening date of October 19th. Due to that time factor, Mr. Janonis asked if the Board would allow the bid results to be distributed the day before the meeting. Members of the Board approved this request. -- CAN DOTA SEWER Herb Weeks, Director of Public Works, gave a brief PROJECT update on the Can Dora sewer project, noting that the contractor is meeting the time schedule established. ANY OTHER BUSINESS POT HOLES Trustee Clowes stated that there are several roadways, both local as well as state and county, that need repair and asked the Manager to provide a status report. DOWNTOWN Richard Hendricks, 1537 East Emmerson Lane, asked for REDEVELOPMENT a status report on the proposed downtown redevelopment plan.
