COMMUNICATIONS AND PETITIONS, CITIZENS TO BE HEARD
ASPEN PARK John Borelli, 1628 Oneida, stated that the Park
District had recently installed a basket ball court in __
Aspen Park and that area is now attracting groups of
people in the late hours and causing a problem in the .
neighborhood. Mr. Borelli asked for additional police
patrols in the area.
Mayor Farley stated that the Village is aware of
increased activity in that area and is working with
the Park District to resolve the problem.
LIONS PARK John Kennedy asked that there be additional police
patrols in the Lions Park area.
Richard Hendricks, 1537 E. Emmerson Street, had the
following comments: did not feel Commissions and/or
Boards should make final decisions, reading from the
Plan Commission minutes of August 5, 1992, where
members of that Commission stated they did not support
various Commissions of the Village having final
decision authority; he asked when the Village Board,
Plan Commission and Business Development and
Redevelopment Commission would be discussing the
development of the downtomrn triangle; he asked the
Mayor to consider reinstituting the Committee system;
and finally, Mr. Hendricks asked when the voting
requirements would be discussed.
Mayor Farley stated that discussions of these subjects
will take place in the near future. The Mayor also
stated that he did not support reinstituting the
Committee system due to the fact that a presentation
would be required before the specific Committee and
that same presentation would have to be made before
the entire Village Board which would not simplify but
lengthen the process.
HAYOR'S REPORT
PROCLAMATION Mayor Farley proclaimed the week of October 4 - 11,
1992 as Fire Prevention Week.
EMPLOYEE In accordance with the annual celebration of
RECOGNITION the quinquennial anniversaries for Village employees,
Mayor Farley and Herb Weeks, Director of Public Works,
presented Certificates and Plagues to the following
employees:

HOUSEHOLD WASTE Herb Weeks stated the recent Household Waste
COLLECTION Collection Day, sponsored by the IEPA was very
successful. Household waste from 1,175 households was
collected.
APPOINTMENTS Mayor Farley statedthat no appointments will be made
at this time.

OLD BUSINESS
ZBA 36-V-92, 800 Ironwood Drive ZBA 38-V-92
An Ordinance was presented for first reading that 800 IRONWOOD
would grant a variation to allow a 240 square foot
accessory building, rather than the 120 square
feet permitted.
Diane Gear, 709 Hackberry, stated that she lives
behind the subject property and opposes the request
based on possible drainage problems.
Trustee Busse, seconded by Trustee Clowes, moved for
passage of Ordinance No. 4467
AN ORDINANCE GRANTING A VARIATION FOR
PROPERTY COMMONLY KNOWq~ AS 800 IRONWOOD DRIVE

Motion failed.
Richard Hendricks, 1537 E. Emmerson Lane, stated that
he opposed staff giving recommendations to the
Zoning Board of Appeals relative to requests.
ZBA 42-A-92, Text Amendment ZBA 42-A-92
An Ordinance was presented for first reading that AMEND TEXT:
would require a Special Use Permit for non- NON-RESIDENTIAL
residential uses in a residential district. The USES IN
Zoning Board of Appeals recommended granting this RESIDENTIAL
text amendment. DISTRICTS
There was discussion as to whether the Village Board
should govern proposals of other elected Boards and
the suggestion was made to amend the text of the
Zoning ordinance in order to address the specific
problem involved with converting an existing
residential dwelling unit into a church, or non-
residential use.
The consensus of opinion among the Board members was
that the village Board should not attempt to govern
school or park districts, etc. but should address
the specific problem; namely the conversion of a
single family home to a church or non-residential
use.
The proposed Ordinance will be amended for the
second reading on October 6th.
An Ordinance was presented for second reading that SELL PROPERTY:
'would authorize the sale of vehicles no longer VEHICLES VIA
useful or necessary to the Village. The sale of AUCTION
these vehicles will take place at an auction to
be held in the Mount Prospect Public Works
Facility on October 17th.

EDISON AGREEMENT would authorize entering into a franchise agreement
between the Village and Commonwealth Edison.

228 & 230 SOUTH An Ordinance was presented for first reading that
PRAIRIE AVENUE would amend Ordinance No. 4437 granting modifications
for property located at 228 and 230 South Prairie
Avenue.
Village Manager Janonis stated that Ordinance No. 4437
granted modifications from the Development Code
(Chapter 16). The Ordinance did not include the
amount of money to be posted as a cash escrow for
improvements. Mr. Janonis stated that the entire area
where these two homes willbe built is vacant property
and does not have Village water and/or sewer. Mr.
Janonis stated that rather than requiring the
developer to post a cash escrow guaranteeing
installation of various improvement it may be more
appropriate for a Special Service Area to be created
in the future and assess the entire neighborhood for
these improvements.
Members of the Village Board concurred with the
recommendation of the Village Manager, which
eliminated the need to amend Ordinance No. 4437.
NEW BUSINESS
ZBA 51-V-92 ZBA 51-V-92, 1702 West Algonquin Road --
1702 ALGONQUIN RD The Petitioner is requesting a variation to waive the
required loading dock and to reduce the number of non-
conforming parking spaces by one. The Zoning Board of
Appeals recommended granting these requests by a vote
of 6-0.
Trustee Busse, seconded by Trustee Hoefert, moved

to concur with the recommendation of the Zoning
Board of Appeals and grant the variations requested.

ZBA 54-SU-92, 416 S. Mount Prospect Road ZBA 54-SU-92
The Petitioner is requesting a Speci&l Use permit 416 MOUNT PROSPECT
to allow a satellite dish ten feet in diameter to ROAD
be located in the rear yard. The Zoning Board of
Appeals recommended granting this request by a
vote of 6-0.
Trustee Hoefert,- seconded by Trustee Floros, moved
to concur with the recommendation of the Zoning
Board of Appeals and grant the Special Use requested
in SBA 54-SU-92.

ZBA 58-V-92, 515 North Fairview ZBA 58-V-92
The Petitioner is requesting a variation to allow a 515 FAIRVIEW
front yard setback of 23' 6", instead of the
required 30', in order to construct a porch with an
overhead roof. The Zoning Board of Appeals
recommended granting this request by a vote of 5-1.
Trustee Clowes, seconded by Trustee Wilks, moved to
.concur with the recommendation of the Zoning Board
of Appeals and grant the variation requested in
ZBA 58-V-92.

ZBA 55-V-92, 400 North Forest Avenue ZBA 55-V-92
The Petitioner is requesting a variation to allow 400 FOREST
a five foot separation between the principal and
accessory structure, rather than the required 10 feet,
in order to construct a two-car detached garage.
The Zoning Board of Appeals recommended granting
this request by a vote of 5-0.
Trustee Clowes, seconded by Trustee Busse, moved to

Appeals and grant the variation requested in
ZBA 55-V-92.

ZBA 62-V-92 ZBA 62-V-92, 50 South Emerson Street (Senior center)
50 S.EMERSON The Petitioner (Village of Mount Prospect) is
SENIOR CENTER requesting variations to allow a maximum lot coverage
of 90.05%, rather than the permitted 75%, and to allow
30 parking spaces, rather than the required 55 spaces,
in order to construct a one-story addition to the
existing building. The Zoning Board of Appeals
recommended granting the variations requested by a
vote of 5-0.
Trustee Busse, seconded by Trustee Floros, moved to
concur with the recommendation of the Zoning Board of
Appeals and grant the variations requested in
ZBA 62-V-92.

HOUSING A Resolution was presented that sets f0rth the
AFFORDABILITY annual report for the Comdprehensive Housing
REPORT Affordability Strategy Report.
It was noted that the Plan Commission had reviewed
this report and recommended adoption.

H.O.M.E. A Resolution was presented that would authorize

A recommendation from staff was presented to accept PUBLIC
the improvements installed in conjunction with IMPROVEMENTS:
the Rand Plaza Shopping Center, 301 East Rand RAND PLAZA

to concur with the recommendation of the
administration and accept the improvements
installed in conjunction with the construction
of Rand Plaza, 301 East Rand Road.

VILL~EMANA~ER'S REPORT
Village Manager Michael E. Janonis presented bid BID RESULTS:
results.
The following bids were received for the furniture FURNITURE:
to be used in the new Police and Fire Headquarters
Building, 112 East Northwest Highway:

Henricksen & Company, Inc. $369,868.00
Interiors 2000, Inc. 376,647.00
Thomas Interior Systems, Inc. 390,812.02

It was noted that the apparent Iow bidder, Henricksen,
had substituted major categories of furniture, even
though the specifications did not allow for
substitutions.
Mr. Janonis stated that he would review the furniture
being requested and make a final determination as to
whether any items could be eliminated.
- ' Trustee Hoefert, seconded by Trustee Floros, moved to INTERIORS
reject all bids received for the Police and Fire 20001 INC.
Headquarters furniture and accept the bid submitted
by Interiors 2000, Inc. for the furniture in an
amount not to exceed $376,647.00.

TUMP CUTTER The following bids were received for a stump cutter
for the Public Works Department:

Rayco Manufacturing 13,111.00
It was noted that the bid submitted by Rayco--
Manufacturing did not meet the specifications and the
machinery bid could not be used by the Public Works
Department.
VERMEER-ILLINOIS Trustee Clowes, seconded by Trustee Flores, moved to
reject the bids received for a stump cutter and accept
the bid submitted by Vermeer-Illinois for a stump
cutter in an amount not to exceed $14,500.00

Motion carried.
Mr. Janonis explained that with the national
elections, many candidates post their campaign signs
on poles located in Village rights-of-way, which is
against the Village Code. Me explained that the
Village will enforce the Code and arrangements have
been made to remove any sign displayed illegally.
Trustee Hoefert asked that the Village Manager provide
him with. the following information: a list of the
contractors who began construction within the Village --
without first having obtained a permit; a status
report on the fence being installed on South Maple
Street that did not meet the height requirements; and
the status of removing the obstructions placed in the
right-of-way on Mount Prospect Road.

into Executive Session for the purpose of discussing
Personnel.
