May 20, 2025 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $515,080.00 Water and Sewer Enterprise Fund VILLAGE MANAGER'S REPORT Action Item Funds are allocated in the current budget to rehabilitate the deep well originally constructed in 1972 by JP Miller located at booster pumping station number 16. All groundwater wells except for five were capped and abandoned when the Village began receiving Lake Michigan water from the City of Chicago through the North Suburban Municipal Joint Action Water Agency (NSMJAWA). These wells are identified as wells #4, #5, #11, #16 and #17 (with well #4 being abandoned in 2021.) The Village currently maintains four potable water wells in a stand-by status to provide an emergency source of water in the event water from the City of Chicago, NSMJAWA, or the Village's emergency interconnect with the Northwest Water Commission is disrupted. These four wells currently have the collective production capacity to exceed the Village's average daily water demand. Deep well #16 is a deep setting (approximately 1,961 feet deep) line shaft pump located at 1629 W. Algonquin Road that was last rehabilitated in 1999. This year's project scope of work includes a two-hour pumping test, prior to pulling the pump, and establishing a baseline. It also includes the removal, inspection, complete rehabilitation, and repair of the existing pumping equipment. Confirmation of depth, removal of any additional sand fill and bailing any accumulated oil from the water surface will occur as well. A closed-circuit television inspection of the well will be completed. The proposed scope of work includes the replacement of typical wearing parts including column pipe, oil tubing, bearings and pump shaft for a complete and proper installation. Once all rehabilitation work is completed, a four-hour pumping test will be conducted. Layne Christensen Company conducted a pump test of well #16 in 2024. Layne observed that the existing airline was malfunctioning, so static pumping levels were unable to be obtained. The report did note that the well's specific capacity is stable and satisfactory for the well's intended back-up supply purpose. A copy of the test report is attached. Bid Results The Village's engineering consultant for this project, Baxter & Woodman, prepared specifications and bidding documents necessary to facilitate contractual performance of this work. A copy of the bid documents and project plans are attached. The bid documents were sent to three area firms who have experience in deep well rehabilitation projects. The bid was also publicly advertised on the Village's website utilizing Demandstar Bid Services. On Monday, May 5, 2025, the bids were publicly opened and read as required by the Village Code. The following three (3) firms submitted bids: Contractor Total Municipal Well & Pump (Wisconsin) $490,090.00 Layne Christensen (Aurora) $543,195.00 Water Well Solutions (Elburn) $587,318.00 Engineer's Estimate - $520,000 Discussion All bids were reviewed to ensure that the documents had all appropriate signatures and bid security. All bids were submitted with requisite documents, security, and signatures. Based on the review of the bids, reference checks and past projects, the lowest responsible bidder is Municipal Well & Pump of Waupun, Wisconsin (Municipal). Municipal has performed work for the Village in the past. Most recently, the rehabilitation of deep well #17 in 2022, the abandonment of deep well #4 in 2021 and in 2015 deep well #5 rehabilitation project. Work completed on all three (3) projects was done satisfactorily. In addition, reference checks indicated that Municipal has satisfactorily completed similar well abandonment, well rehabilitation, well drilling, and pump rehabilitation work in four (4) mid - western states, including Illinois. Additionally, the Village's consultant, Baxter & Woodman, has worked with Municipal on several well abandonment and rehabilitation projects in which they believe Municipal is qualified to complete this project. Since the project includes underground work, there is a possibility of unforeseen repairs. Staff is requesting a 5% contingency ($24,990.00) to address any of these unforeseen issues, should they arise. A 5% contingency would bring the project award total to $515,080.00 (the $490,090 base bid plus the 5% contingency of $24,990). Alternatives 1. Accept the lowest responsible bid from Municipal Well & Pump of Waupun, Wisconsin for the Deep Well No. 16 Rehabilitation Project. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest -cost, responsive bid submitted by Municipal Well & Pump of Waupun, Wisconsin for the Deep Well No. 16 Rehabilitation Project for an amount not to exceed $515,080. Data points for plotting on the pump curve are not available for the same reason. Past recorded pre and post lake water data is representative of the area's Galesville wells; Sharp steady decline prior to, with sharp recovery after, take water introduction to the region as the primary water supply source. From past data, Well #16's specific capacity is stable and satisfactory for the well's intended back up supply purpose. From available data, the pump has been removed for maintenance in 1979, 1983, and 1999 Motor running amps are balanced and under the motor's full load amperage. Backspin (the time it takes for the motor and shaft to come to rest after disengagement) was recorded at 3' 15" as compared to the newly repaired pump's backspin time of 3'58" in 1999 and the 2021 PM test backspin of 3' 24" As a point of pump capacity comparison, the pump produced 1521 GPM against 40 psi during the 2015 PM test (474 average amps), 1450 GPM against 40 PSI during this 2016 PM test (480 average amps), 1500 GPM against 40 PSI during the 2021 PM test (483 average amps), and 1450 GPM against 40 psi (492 amps) during this 2024 test. While lack of pumping level data precludes pump operational analysis, the pump's operation appears to be satisfactory and there is no indication of eminent pump failure. The 1999 repairs included redesign of the pump in consideration of the post lake water recovering Galesville static water level by decreasing the pump setting and removing 2 stages from the bowl assembly. Given the length of time since last repair (25 years) and the failed airline, the pump is a moderate candidate for removal and maintenance repair, RECOMMENDATIONS Pump capacity at 40 psi appears to have remained stable over the last nine years. At this time, there does not appear to be a concern that the pump is losing performance through wear or holes in the column or bowl assembly. However, without an operating airline, it is impossible synthesize any more information or draw any other conclusions Budget to remove pump to perform a maintenance inspection of the pump components. The project's known maximum and accurate budget scope will involve pump removal, rack components on site, and field inspect. At that juncture, decisions must be made as to scope of component disassembly and clean up weighed against obvious necessary repairs and modifications that may (should) be considered as to the new or repaired pump's design (submersible vs line shaft, GPM at TDH, and depth of setting). Project and budget timing should be established within context of well pump maintenance financial resources, well pump maintenance primacy, and within the perspective conditions and prioritizations of the Village's other three operating wells. Observe the pump's operation on a consistent basis for any indications of a declining trend in performance.
