Regular Meeting of the Village Board

CALL To ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7: 1 2 p.m. in the
Board Room at Village Hall, 50 S. Emerson St.

APPROVAL of MINUTES
3.1. Minutes of the regular meeting of the Village Board/Committee of the Whole meeting
of February 18, 2025
Motion by Colleen Saccotelli, second by Vincent Dante to approve the minutes of the Village
Board/Committee of the Whole meeting of February 18, 2025:

MAYORS REPORT
4.1. PROCLAMATION: Spread Goodness Day - March 14, 2025
Mayor Hoefert read the proclamation into the record announcing Spread Goodness Day in the
Village of Mount Prospect. Samantha Fu novits, the Illinois Ambassador for Spread Goodness
Day, accepted the proclamation.
4.2. PROCLAMATION: Women's History Month - March 2025
Mayor Hoefert read the proclamation into the record honoring Women's History Month. The
theme for 2025 is women in education. Tobey Black, a retired District 57 teacher, and Michele
Logar, a current teacher at Fairview School, accepted the proclamation.
4.3. APPOINTMENT To BOARDS AND COMMISSIONS
Appointment of Ken Arndt as Chairperson of the Finance Commission for a
term to expire March 2029
Motion by Vincent Dante, second by Bill Grossi to ratify the appointment of Ken Arndt as
Chairperson for the Finance commission:

Nay: None

4.4. Introduction of the Village of Mount Prospect Single -Use Plastic Utensil
Reduction Program
Assistant to the Village Manager Josh Allain presented the launch of the Village's Single -Use
Plastic Utensil Reduction Program. He stated the program will rollout on March 14. Mr. Allain
stated the program encourages restaurants to reduce single -use plastic by providing it only if
requested. Mr. Allain displayed window signs and tri-fold displays that will be posted in each
participating restaurant and cafe. Mr. Allian mentioned that there are currently 142 restaurants,
cafes, bakeries, and pizzerias in Mount Prospect. Twenty have committed to this program. He
stated that partnering with Randhurst Village, the chamber of commerce and the Downtown
Merchants Association helped launch this program and add to its success.
Mr. Allain mentioned that the next steps after the program rollout are to advertise and promote
the program, increase participation, conduct monthly business follow-ups, and perform an end -
of -year evaluation.
The Board agreed that this program is great and excited to see it expand to more businesses.

Mr. Allain stated the paper tri-fold has a glossy finish to withstand frequent use.
COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

Requested the Board to consider removing item 6.3 from the consent agenda for a
separate discussion.
Trustee John Matuszak made the formal request to remove the item and the request was
granted by Mayor Hoefert.

Stated that Central Road near downtown is unsafe due to the number of people who
drive too fast; requested speed -reducing initiatives.

Provided background on the Council -Manager form of government and non -partisan
elections in Mount Prospect
Trustee Gens, in response, read a letter she wrote to the editor regarding the Wheeling
Township Democratic Party's circulation and mailing of a flier recommending her for Village
Trustee. Trustee Gens stated she was not asked, nor was she notified that her name was to
appear on the flier as their recommendation. Trustee Gens stated she has never accepted
volunteer help or financial assistance from a partisan organization.
Trustee Dante commended Trustee Gens for her integrity.
Trustee Matuszak stated he is also pursuing re-election but stressed that he is not seeking
endorsements from any political party.

CONSENT AGENDA
Item 6.3 was removed from the Consent Agenda for a separate discussion,

6.2. List of Bills - February 12, 2025 to February 25, 2025 - $2,020,461.33
6.3. Authorize the Village Manager to retain RHP Risk Management for Airborne
Chemical Assessment in the amount of $69,,000.

Item 6.3
Village Manager Michael Cassady stated that in response to citizen complaints regarding odors
and nuisances regarding Prestige Feed, the Village is seeking Board approval to retain the
services of RHP Risk Management. RHP has been providing assistance to the Village on a
variety of matters, primarily related to the Prestige Feed litigation. He stated that based on new
information, the Village would like to move forward with additional testing. Mr. Cassady noted
that the Village is prohibited from sharing any further details with the public due to the ongoing
litigation.
Public Comment:
The following Mount Prospect residents spoke regarding their ongoing concerns, frustration,
and anger with Prestige Feed and the Village, the perceived lack of action by Village officials,
and the ongoing litigation. Village Attorney Lance Malina answered questions and corrected
misinformation.

In response to residents' questions, Mayor Hoefert stated the RHP test results will be made
public when possible. Mayor Hoefert reiterated that the Village is presently in litigation and is
restricted in what can be disclosed.

• Asked that if the testing affirms the presence of dangerous substances, will the Village
be allowed to release the information to the public despite litigation?
Mayor Hoefert responded, staling the Village will release the results as soon as legally
permitted.
• Mr. Zimmerman questioned the practice of random testing; he asked if the testing by
RHP would be different.
Mayor Hoefert and Mr. Cassady stated that this testing will be very different and not random.
Mr. Cassady also stated that the Illinois Environmental Protection Agency has been involved
for over a year and assured the residents that the 1EPA would have intervened if a danger to
public health were present.
Motion by Bill Grossi, second by Terri Dens to retain RHP Risk Management for airborne
chemical testing:

VILLAGE MANAGER'S REPORT
9.1. Motion to accept proposal for construction Inspection Services from Chastain
Consulting Engineers to support the 2025 Street Resurfacing Projects, Group
1 and Group 2, for an amount not to exceed $114.,506.
Deputy Director of Public Works Jason Leib stated the engineering staff manage the
Village's yearly street resurfacing program. A project engineer and civil engineer
are needed on a full-time basis during construction and are supplemented by other
engineering staff and summer interns. Mr. Leib stated the Civil Engineer position is
open and will not be filled until the individual who has accepted the position
graduates this spring. The individual will join the Village with limited inspection
experience. Therefore, staff is seeking assistance from a consulting engineering
firm to provide interim construction services, support to the project engineer and
mentor the new civil engineer for the 2025 Street Resurfacing Program.
Staff received proposals from five (5) consulting firms. Each firm was evaluated
and rated according to specific categories including firm background, personnel
background, related project experience, proposal content and value. Chastain
Consulting Engineers received the highest score. Chastain Consulting has a strong
project team with extensive and relevant experience and has a history of working
with the cities of Des Plaines and Aurora and the villages of Lake in the Hills,
Hoffman Estates, Glen Ellyn and Aurora. Chastian also has experience working on
street resurfacing projects that utilize Motor Fuel Tax funding.
Mr. Leib stated the contact is for a period not to exceed 24 weeks and begins March
171 2025. Staff recommends that the Village Board accept the proposal from Chastain
Consulting Engineers to provide construction inspection services to support the 2025
Street Resurfacing Program for an amount not to exceed $114,506.
Mr. Leib answered questions from the Board.
In response to a question from the Board, Mr. Leib explained that although Chastain was the
second -lowest -cost bidder, their experience, qualifications, and references outweighed the
lowest bidder.
Motion by John Matuszak, second by Vincent Dante to accept the proposal from Chastain
Consulting Engineers.

Mr. Cassady announced that next week's Committee of the Whole discussion will focus on the
downtown valet program for 2625. Additionally, staff will seek input from the Board and
residents regarding the Request for Proposals for 1 1 1 E. Busse.
ANY OTHER BUSINESS
Mayor Hoefert reminded everyone that Coffee with Council is Saturday (March 8) at 9:00 am in
the Farley Community Room.
Trustee Gens encouraged residents to complete the Transit Study survey available on the
Village website.

With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Saccotelli seconded by Trustee Dante motioned to adjourn the meeting. By unanimous voice
vote, the March 4, 2625 Regular Meeting of the Village Board of Trustees adjourned at 8:56
p.m.
